The MARINA informs seafarers with affected SID/SRB appointments at Regional and Satellite Offices who have imminent shipboard deployment may avail of the following options:

Option 1: Validity Extension [๐”๐๐ƒ๐€๐“๐„๐ƒ]
For expired or expiring SIRBs, seafarers may proceed to the designated processing center to have the validity extension stamped on the booklet.

Option 2: Expedited Processing
Request for transfer of appointment to MARINA Central Office through โ€œexpedited processingโ€ without the need for endorsement from the Regional or Satellite Office, provided that the documentary requirements outlined in Section VI, Item 2 of Memorandum Circular No. MD-2024-01, whereby the Licensed Manning Agency/Shipping Company of the concerned applicant shall submit the required documents through https://expedite-sidsrb.marina.gov.ph/

Affected applicants will be notified through their registered email addresses and contact numbers once their appointments are rescheduled.

Option 3: Wait for the resumption of processing at the MARINA Regional Office or Satellite Units, which is expected to occur within 10-15 days or earlier.

24 na kalahok ang sumailalim sa dalawang araw na pagsasanay noong 2-3 Setyembre 2026 na naglalayong palakasin ang kanilang kaalaman, kakayahan, at kahandaan sa pagharap sa mga emergency sa dagat.

Saklaw ng MBST ang mga sasakyang pandagat na rehistrado sa Pilipinas at may mas mababa sa 35 GT, kabilang ang mga motor banca, fishing boat, at maliliit na passenger at recreational craft.

Hindi lamang nakatuon sa teorya ang training. Binigyan ang mga kalahok ng mahahalagang kaalaman at praktikal na kasanayan sa fire prevention and firefighting, elementary first aid, personal survival techniques, personal safety and social responsibility, typhoon awareness and preparedness, ship safety and regulatory requirements, gender awareness and development, at crowd and crisis management.

Layunin ng MARINA na matiyak na bago pa man sumabak sa aktuwal na trabaho o paglalayag, may sapat na kaalaman ang mga crew sa tamang pag-iwas sa panganib, pagresponde sa emergency, at pangangalaga sa buhay at ari-arian.

The Maritime Industry Authority (MARINA) is pleased to announce the resumption of Seafarerโ€™s Record Book (SRB) and Seafarerโ€™s Identity Document (SID) processing at the MARINA Central Office.

All confirmed pending applications at the MARINA Central Office affected by the system downtime will be processed at no additional cost. Applicants are advised to strictly follow their new processing schedule, effective 07 September 2026.

Congratulations to Mr. Herbert V. Nalupa, MET Standards Supervisor and concurrent Chief of the Monitoring Division of the MARINA STCW Office, for once again bringing honor and pride to the agency and the Philippines!

Mr. Nalupa received both the Best Paper Award and the Best Presentation Award at the 8th Asian Future Conference, held from 25 to 29 August 2026 at Tohoku Gakuin University in Sendai, Miyagi Prefecture, Japan. ๐Ÿ‡ฏ๐Ÿ‡ต

His award-winning paper, โ€œOut of Sight, Not Out of Mind: Distances and Spaces in the Life of Seafarers,โ€ draws attention to the often-unseen realities and precarious conditions faced by seafarers. It calls for stronger recognition, promotion, and protection of seafaring as an indispensable pillar of Asiaโ€™s sustainable future.

The achievement is particularly remarkable: a total of 141 full-paper entries were reviewed by 46 judges. The papers were organized into 13 groups, with each group evaluated by five reviewers.

Your MARINA family is immensely proud of you, Mr. Nalupa! Thank you for championing the welfare and recognition of seafarersโ€”and for raising the Philippine flag on the international academic stage.

MANILA โ€” The recent cybersecurity incident has underscored the urgent need for MARINA to modernize its 2017-era digital infrastructure and establish a dedicated Disaster Recovery System, as the agency seeks funding for a nationwide technology refresh.

MARINA said its existing system has yet to undergo a comprehensive technical refresh, while the agency currently has no dedicated recovery system that can immediately take over in the event of a major system disruption.

MARINA said it detected multiple suspicious activities but found no data loss or indication that personal information was obtained.

โ€œThere was no loss of data, walang nakuhang data. Maraming attempts, maraming suspicious activities. Hindi nakuha ang personal data ninyo [seafarers],โ€ MARINA Administrator Sonia Malaluan said.

The agency took the affected system offline as a precaution after detecting the repeated attempts.

The agency said the need to modernize its infrastructure had been identified as early as 2024, but the proposed upgrade has yet to be funded.

MARINA is seeking approximately โ‚ฑ150 million for a nationwide technology refresh covering hardware replacement and software updates.

โ€œWith the increasing sophistication of hackers today, the system should have been updated. We have been requesting the budget for this since 2024, but it was not available,โ€ MARINA said.

The proposed amount remains subject to changes based on prevailing prices and inflation.

Starting 01 September 2026, seafarers with immediate deployment needs may avail of EXPEDITE PROCESSING for their Seafarerโ€™s Record Book (SRB) and Seafarerโ€™s Identity Document (SID) at the MARINA Central Office only, until further notice.

Certifications will no longer be issued for expedited applications.

Regular applications, meanwhile, are being processed through batch printing, with releases expected approximately one week after processing. A separate Advisory will be issued within the week for those applications affected during systems downtime.

To avail of Expedite Processing, submit your application through the SID/SRB Expedite Portal at https://expedite-sidsrb.marina.gov.ph/ and prepare:

- Request Letter from the employing company
- Confirmed airline e-ticket
- Approved DMW Contract, notarized company contract, or Certificate of Employment
- Confirmed SID/SRB appointment

Applicants must also submit the applicable documentary requirements for SID and/or SRB issuance.

Expedited applications will be processed from screening through issuance of the actual SID card and SRB booklet at the MARINA Central Office in Manila starting 01 September 2026. With this, certifications will no longer be issued for expedited applications.

โ€œStarting tomorrow (01 September 2026) meron na tayong expedite processingโ€”from screening to issuance. For expedited applications, maaari nang ma-issue ang SID card at SRB booklet sa MARINA Central Office,โ€ MARINA Administrator Sonia Malaluan said during a press briefing.

Regular applications, meanwhile, are being processed through batch printing, with releases expected approximately one week after processing.

The agency continues to prioritize affected applications, particularly those of seafarers with immediate or upcoming deployment, while working to normalize regular processing.

From 13 to 29 August 2026, MARINA processed expedited applications for seafarers with immediate deployment needs, with 2,492 certifications issued as an interim measure. These certifications may be validated by Port State Control authorities.

โ€œWith all the issued certifications, we haven't received any report, call, text, or email regarding any problem encountered with the issued certifications,โ€ Malaluan said as she appealed to Licensed Manning Agencies (LMAs) to closely coordinate with MARINA for any issues.

MARINA also granted a one-year extension to expiring or expired Seafarerโ€™s Identification and Record Books (SIRBs).

The Agency targets full restoration of the SID/SRB issuance system across all its offices within September 2026, as it continues the rollout and stabilization of its systems.
