Hindi na kinailangang lumayo ng mga manggagawa sa sektor ng maritima sa Basilan para makakuha ng pagsasanay at kinakailangang lisensya!

Sa Lamitan City, dumayo ang MARINA Regional Office 9 upang ilapit sa mga lokal na manggagawa ang mahahalagang pagsasanay sa kaligtasan at pagpapatakbo ng mga sasakyang pandagat.

Mula ika-7-9 ng Oktubre, isinagawa ang Modified Basic Safety Training, Ship Handling and Safe Navigation, at Engine Operation and Maintenance sa pakikipagtulungan ng BMARINA at tanggapan ni Member of Parliament Suharto M. Ambolodto.

Layunin nitong palakasin ang kakayahan ng mga lokal na manggagawa para sa mas ligtas na paglalayag, paghawak ng bangka, at pagpapatakbo ng makina.

“Malaking tulong po sa amin na pumunta po kayo rito, at least makapag-apply kami ng Boat Captain (certificate). Kung hindi dahil sa inyo, wala po kaming malalapitan o ma-apply-an ng lisensya. Nalaman namin yung mga demo kahapon, at na-experience namin kung papaano mag-handle ng barko, o di kaya sa fishing boat. Talagang malaking tulong po sa amin,” ani Omar Hassim, isa sa kalahok ng mga nasabing pagsasanay.

55 ang lumahok sa Basic Safety Training, habang 46 naman ang sumailalim sa Ship Handling and Safe Navigation. Siyam (9) na katao rin ang kumuha ng Engine Operation and Maintenance training.

Matapos ang pagsasanay, 34 ang sumailalim sa testimonial examination para sa Boat Captain 1, habang walong katao naman ang kumuha ng pagsusulit para sa Motorman.

Sa pamamagitan ng inisyatibong ito, mas inilalapit ng MARINA ang pagsasanay at pagkakataong makuha ang kinakailangang kwalipikasyon sa mga komunidad sa Basilan—hakbang tungo sa mas ligtas na paglalayag at mas mahusay na serbisyong pandagat. | via Merrowen Andong

MANILA, Philippines — Ensuring that ships are fit to sail and comply with safety rules and standards, the Maritime Industry Authority (MARINA) and the International Maritime Safety Security Environment Academy (IMSSEA) have launched specialized training for 31 technical personnel to strengthen the country’s ship condition survey and inspection.

The Flag State Implementation (FSI) Course commenced 13 October 2026, with the Ship Condition Surveyor (SCS) Course scheduled for 19-30 October 2026.

Under the Flag State Administration functions, the MARINA must ensure that Philippine-registered ships comply with applicable safety standards and that their actual condition conforms to the certificates they carry.

MARINA Administrator Sonia Malaluan said the training is part of the agency’s continuing efforts to strengthen flag State administration, improve the competence of its surveyors, and ensure the consistent implementation of maritime safety standards.

She emphasized that the quality of inspections and soundness of technical decisions directly affect passenger and crew safety, property protection, and the preservation of the marine environment.

𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐭𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐞

The FSI course focuses on the obligations of maritime administrations and the implementation and enforcement of maritime standards.

The SCS course, meanwhile, covers the planning and preparation of ship surveys, the interpretation of survey requirements, and the identification of implementation and enforcement issues. Participants will also learn about the implications of noncompliance, including the possible detention of vessels.

Italian maritime expert Capt. Federigo Ribechini, a safety and security specialist in ship inspection and an IMSSEA auditor, serves as training lecturer.

Meanwhile, Ms. Carmen Giordano, IMSSEA Project Manager, in her message, emphasized the value of international cooperation in maritime training.

IMSSEA is an international branch of the Italian Shipping Academy, provides specialized training and technical assistance to maritime and port personnel to strengthen maritime safety, security, and environmental protection.

Malaluan stressed that effective ship inspection requires more than identifying deficiencies. She then urged participants to apply the knowledge gained in their respective offices and share their expertise with colleagues to help standardize inspection practices across MARINA offices.

Also present during the opening program, serving as observers were Overseas Shipping Service Director Engr. Ramon Hernandez, and Maritime Safety Service Director Engr. Divinagracia Tolosa.

MARINA Central Office will no longer accept expedite applications from seafarers whose original appointments were scheduled at other MARINA Regional Offices.

For seafarers with urgent deployment, please submit an expedite application through the MARINA Expedite Portal: https://expedite-sidsrb.marina.gov.ph/

REQUIRED DOCUMENTS:

- Request Letter from the employing company
- Confirmed airline e-ticket
- Approved DMW Contract, notarized company contract, or Certificate of Employment
- Confirmed SID/SRB appointment

IMPORTANT REMINDER:

Please wait for the online approval from MARINA before proceeding to the MARINA office. On the day of the appointment, the email approval must be presented to the Evaluator as proof of the approved expedited application.

The Philippines presented its strategies for advancing the shipbuilding and ship repair (SBSR) industry at the third edition of Sagarmanthan: The Great Oceans Dialogue, held in New Delhi, India.

Representing MARINA, Planning and Policy Service Director Precila Jara highlighted the Maritime Industry Development Plan (MIDP) 2028, particularly Core Program 3, which promotes the growth and expansion of the SBSR industry through digitalization, workforce development, infrastructure investments, government shipbuilding modernization programs, industry assessments, and legislative reforms.

Director Jara also emphasized the importance of a whole-of-nation and worldwide approach, underscoring the need for strong domestic collaboration and international partnerships to advance the sector.

The Philippines’ participation strengthens regional cooperation and opens opportunities for knowledge exchange and partnerships aligned with the Philippine Development Plan 2023–2028 and MIDP 2028.
