The 2026 Philippines FHIRยฎ Fundamentals Training concluded in Boracay last May 6-7, 2026, with strengthened capacities in health data interoperability among stakeholders from the government, healthcare, and health IT sectors. Through lectures and workshops, attendees deepened their understanding of FHIRยฎ standards and their role in advancing digital health in the Philippines.

Now, the journey continues.

May 15, 2026 โ€” A critical push to standardize and unify the countryโ€™s electronic health records concluded this week as the three-day FHIRยฎ Structured Data Capture (SDC) Training successfully wrapped up.

From 13 to 15 May 2026, around 25 software developers, programmers, and health IT specialists across the Asia-Pacific participated in the intensive online course, organized by the University of the Philippines Manila National Telehealth Center (NTHC), and CSIRO Australia, through the Strengthening Standards Capability Project (SSCP). The training course is a major step toward enhancing health data interoperability and supporting the development of a unified Health Information Exchange.

The three-day technical course focused on building participantsโ€™ capacity to implement FHIR-based data structures using the Structured Data Capture (SDC) standard. Sessions progressed from foundational concepts โ€“ covering FHIRยฎ SDC, QuestionnaireResponse, and QuestionnaireResponse resources โ€“ to deeper exploration of the FHIRยฎ SDC Implementation Guide and the SDC capabilities, and finally to real-world applications and use cases.

SDC enables digital health forms to function as โ€œsmart formsโ€, allowing responses to be automatically converted into structured, standards-compliant data without manual encoding. This ensures that high-quality data is captured at the point of entry and is immediately ready for integration into national health repositories and interoperable systems.

The training was led by Mr. Ilya Beda, HL7 FHIRยฎ Architect and co-founder of Beda Software, who guided participants through hands-on codelabs using various FHIR tools and platforms to design, implement, and test structured data capture workflows.
By the end of the course, participants gained practical experience in building โ€œSMARTโ€ forms with SDC capabilities that can pre-populate as well as validate to improve data quality, reduce redundancy, and support more efficient and interoperable digital health systems across healthcare settings. The training reinforces the countryโ€™s push toward standards-based digital health transformation and the broader adoption of FHIR in national health information systems.

May 7, 2026 โ€” The 2026 Philippines FHIR Fundamentals Training officially concluded at the Belmont Hotel Boracay after two days of lectures, workshops, and hands-on interoperability exercises aimed at strengthening digital health implementation capacity among healthcare and health information technology stakeholders in Aklan.

Day 2 focused on advanced interoperability concepts, including FHIR Profiling, Implementation Guides, and the role of FHIR in information exchange. Sessions and hands-on activities were facilitated by Interoperability experts Gerard Paolo Villanueva, Dr. Thomas Niccolo Reyes, Errol Buenaventura, and Lawrence Macalalad. Participants worked on profiling constraints, creating ServiceRequest and Task resources, and performing end-to-end interoperability workflow simulations using a mock electronic health record system.

A key highlight of the workshop was the improvement in participantsโ€™ overall confidence in understanding and applying FHIR concepts after the two-day training. Evaluation activities reflected increased familiarity with interoperability workflows, resource structures, validation tools, and profiling concepts among participants from government agencies, healthcare institutions, and health information system providers.

The program concluded with synthesis sessions, evaluations, and closing activities led by the organizing team, followed by closing remarks from Mr. Daystar Sedillo, Medical Officer of Aklan PHO, and Justin William Duran, Executive Assistant of the Department of Health - Office of the Chief Information Officer (DOH-OCIO), formally closing the two-day interoperability workshop in Boracay.
The training served as part of the preparations for the June 2026 FHIR Connectathon and ongoing Local Health Information Exchange (LHIE) initiatives in Aklan.

May 6, 2026 โ€” The 2026 Philippines FHIRยฎ Fundamentals Training officially commenced at the Belmont Hotel Boracay, bringing together over 55 participants from the public and private health and health information technology sectors for a two-day workshop focused on strengthening digital health interoperability in the province of Aklan.

The training is organized by the University of the Philippines Manila National Telehealth Center (NTHC) in collaboration with the Provincial Health Office - Aklan and the Department of Health (Philippines) โ€“ Office of the Chief Information Officer (DOH-OCIO), through the Knowledge Management and Information Technology Service (KMITS), with support from CSIRO Australia through the Strengthening Standards Capability Project (SSCP), funded by the Australian Government Department of Foreign Affairs and Trade (DFAT).

Built around the Fast Healthcare Interoperability Resources (FHIRยฎ) standard, the workshop aims to develop foundational competencies among developers, analysts, public health professionals, and health information system stakeholders. Participants are expected to gain working familiarity with FHIR resource modeling, RESTful API interactions, and validation workflows โ€” capabilities that directly feed into Aklan's ongoing effort to operationalize a Local Health Information Exchange (LHIE) at the LGU level. The training also serves as a preparatory step for the June 2026 FHIR Connectathon.

The opening program featured welcome and support messages from participating institutions. Provincial Health Officer Dr. Leslie Ann Sedillo welcomed the participants, followed by opening remarks from UP NTHC Director Arturo Ongkeko Jr. A message of support from the Department of Health was delivered by OIC-Director IV Cherrie Esteban of DOH-KMITS, on behalf of DOH Undersecretary and Chief Information Officer Albert Domingo, underscoring the Department's commitment to advancing health data interoperability nationwide. Jonathan Rey Cabrera of DOH-KMITS provided a context-setting session on national digital health strategies.

The two-day curriculum is anchored on current global interoperability practice. Terminology and interoperability experts from UP NTHC delivered the first three modules: Introduction to FHIRยฎ, RESTful FHIR, and FHIR Validation. The hands-on and interactive activities were co-designed with CSIRO Australia, drawing on its experience leading Sparked, Australia's national FHIR accelerator.

Many participants completed pre-training modules through the Learning Management System (LMS) ahead of the workshop, reflecting strong engagement from the local cohort.
