Strengthening Procurement Integrity Through Competition Awareness

The Department of Justice–Office for Competition (DOJ-OFC) successfully conducted the Visayas Leg of its lecture series, “Maging Mapanuri sa Bidding: Orientation-Workshop on How to Spot Bidding-Biddingan (Bid Rigging) at Presyong Sabwatan (Price Fixing),” on 10–11 June 2026 at Kojo Hotels, Mandaue City, Cebu.

The two-day orientation-workshop brought together law enforcers, procurement practitioners, and public service providers to deepen their understanding of anti-competitive practices, particularly bid rigging and price fixing in public procurement. The initiative highlights the government's continuing commitment to promoting transparency, accountability, and fair competition in the use of public resources.

Through expert-led discussions by resource speakers from the DOJ-OFC and the Philippine Competition Commission (PCC), participants gained valuable insights on:

✅ The fundamentals of competition and the Philippine Competition Act (PCA)
✅ The roles of the DOJ-OFC and PCC in enforcing competition law
✅ Price fixing and its red flags 🚩
✅ Bid rigging schemes and detection methods 🔎
✅ The Bid Rigging Screening Tool (BiRST) 💻
✅ Case build-up 📂
✅ The role of procurement practitioners, law enforcers, and citizens in protecting procurement integrity 🤝

A key feature of the workshop was its highly interactive format. Participants actively engaged in case studies, workshops, and open forum discussions that allowed them to analyze real-world procurement scenarios, identify potential indicators of collusion, and exchange practical insights drawn from their professional experiences.

By fostering greater awareness and vigilance against anti-competitive conduct, the activity contributes to building a procurement environment founded on integrity, fair competition, transparency, and responsible stewardship of public funds.

Together, we can help ensure that government procurement remains competitive, efficient, and truly beneficial to the Filipino people.

The DOJ–Office for Competition invites you to participate in the Gender and Competition Economics Workshop as part of its Gender and Development (GAD) Program for FY 2026 on March 13, 2026 (Friday) from 8:00 a.m. to 5:00 p.m. at the DOJ Justice Halls 2-3 and online through Google Meet.

The workshop aims to enhance participants’ understanding of the intersection between gender and competition economics, highlighting how competition policy can promote inclusive markets, equal economic opportunities, and gender-responsive policy-making. The activity will discuss gender-related issues in market participation and competition enforcement.

For those who will not be able to join us on-site or via Google Meet, the workshop will be streamed live through the official page of the DOJ-OFC.
