The Department of Labor and Employment - National Capital Region (DOLE-NCR) welcomes Atty. Roy L. Buenafe as its new Regional Director, effective 27 August 2026, as the Department continues to advance the priorities of Labor Secretary Francis N. Tolentino in strengthening labor and employment services and promoting workersโ€™ welfare.

Atty. Buenafe brings with him extensive experience in the Department, having served as Regional Director in Region IX (Zamboanga Peninsula), Region IV-A (CALABARZON), and Region VII (Central Visayas), where he led the implementation of DOLE programs and services in these regions.

Atty. Buenafe succeeds Atty. Sarah Buena S. Mirasol, who will take on a new assignment as Regional Director at the DOLE Central Luzon (Region III).

Since June 2019, Atty. Mirasol has served as DOLE-NCR Regional Director. She first joined the regional office in 2017 as Assistant Regional Director and was later appointed Regional Director of DOLE Region II (Cagayan Valley) in 2018 before returning to DOLE-NCR.

The regional office welcomes Atty. Buenafe and looks forward to his leadership and experience as he takes on his new assignment in the National Capital Region.

The DOLE-NCR family extends its deepest gratitude to Atty. Mirasol for her exemplary leadership, dedicated service, and invaluable contributions to the region, and wishes her continued success as she takes on her new role at the DOLE Central Luzon (Region III).

Aligned with Labor Secretary Francis N. Tolentinoโ€™s commitment to strengthen labor standards and occupational safety and health in one of the countryโ€™s most safety-sensitive industries, DOLE-NCR reported the results of this yearโ€™s monitoring and inspection activities in the construction sector in Metro Manila, during a forum held on August 24, 2026 at the DOLE Occupational Safety and Health Center in Quezon City.

The event was held following this yearโ€™s conduct of High-Impact, High-Visibility Inspection (HIHVI) among construction establishments and projects in the National Capital Region (NCR) to assess compliance with General Labor Standards (GLS) and Occupational Safety and Health Standards (OSHS), and verify the actual working conditions and welfare of construction workers.

The labor departmentโ€™s HIHVI implementation is also aligned with President Ferdinand R. Marcos Jr.โ€™s directive to promote safe, secure, and decent working conditions for Filipino workers.

In line with Labor Secretary Francis N. Tolentinoโ€™s call to strengthen the whole-of-government and whole-of-society approach to eliminating child labor, DOLE-NCR brought together government partners and stakeholders to assist 100 profiled child laborers and their families during the Information and Service Caravan on Child Labor Prevention and Elimination Program (CLPEP) on August 19, 2026, at Double Dragon Plaza in Pasay City.

The event supports the administrationโ€™s agenda under President Ferdinand R. Marcos Jr. to advance initiatives toward a child labor-free Philippines, where every child is protected from exploitation, kept away from hazardous work, and given the opportunity to learn, grow, and fully enjoy their childhood.
