BUILDING CAPACITY FOR FINANCIAL EXCELLENCE: TRAINING-THE-TRAINERS ON THE INTEGRATED FINANCIAL MANAGEMENT INFORMATION SYSTEM (IFMIS)

LOOK: The Office of the Deputy Chief of Coast Guard Staff for Comptrollership. CG-6, under the leadership of the PCG Comptroller, COMMO DOROTHY D MANGLICMOT PCG, recently conducted the “Train-the-Trainer” from 17-19 March 2026 at Bayview Park Hotel, Manila.

The said initiative aims to equip the personnel from the O/CG-6, Coast Guard Accounting Service Office (CGASO), and Coast Guard Finance Service (CGFS) with the upgraded features of the Philippine Coast Guard (PCG) Integrated Financial Management Information System (IFMIS).

During her welcome remarks, COMMO MANGLICMOT PCG emphasized the essence of financial management, which involves responsible and timely planning, budgeting, and reporting. She added the launching of the IFMIS on 04 February 2026, which was a major milestone projecting progress, perseverance, and a shared goal for all PCG units. COMMO MANGLICMOT PCG also challenged all participants to actively participate and ensure to provide inputs in making the training more fruitful.

The three-day event constituted an intensive lecture and training from two experts in the said field, LTCOL NOAH M HERNANDEZ PROF and Mr Federico P Amorada. The participants were given hands-on training, allowing them to fully grasp version three of the system.

VADM HOSTILLO ARTURO E CORNELIO PCG, Deputy Commandant for Administration, PCG, graced the event as the Guest of Honor and Speaker. During his remarks, he highlighted the importance of innovating systems, which was the goal of the O/CG-6 in collaboration with other PCG units. VADM CORNELIO PCG then added that planning needs to be standardized, structured, and data-driven, allowing an effective and efficient utilization of the funds of the Command.

Further, this effort not only enhanced the capabilities of PCG personnel in budgeting, procurement planning, and IFMIS encoding but also reinforced the Command’s commitment to efficient resource management and strengthened operational readiness in service to the Filipino people. After such, different sets of training are programmed to ensure that all PCG units are well-equipped with the upgraded system.

CELEBRATING THE SEASON OF GIVING: O/CG-6 VISIT BRINGS CHRISTMAS SPIRIT TO ANAWIM LAY MISSIONS FOUNDATION

20 December 2025 – In the true spirit of Christmas, the Office of the Deputy Chief of Coast Guard Staff for Comptrollership (O/CG-6), led by the PCG Comptroller, COMMO Dorothy D. Manglicmot PCG, along with Mr. Noroden Mira-ato, four Officers, and 14 Non-Officers, paid a heartwarming visit to the Anawim Lay Missions Foundation in Barangay San Isidro, Sitio Tanag, Rodriguez, Rizal.

Founded by Catholic lay preacher Bo Sanchez, the Anawim Lay Missions Foundation has been a beacon of hope since 1996, providing shelter and care to the abandoned and impoverished elderly who have nowhere else to turn. The foundation’s mission is centered around offering love and dignity to these individuals, many of whom are left behind by society and their families.

During the visit, COMMO MANGLICMOT PCG shared an inspiring message with the residents and staff, reflecting on her deep connection to the foundation’s work. "It has always been my dream, as a junior PCG officer before, to visit this place, and after 25 years, I’m finally able to do so," she said. Expressing gratitude, she emphasized how blessed she felt to be able to share this special moment with her team, despite the challenges and busy schedule that December always brings to the Comptroller's office. The heartwarming event concluded with the elderly residents, affectionately known as "lolos" and "lolas," singing a song of gratitude, leaving everyone touched by their generosity and resilience.

As the holiday season continues, the O/CG-6 personnel’s visit serves as a poignant reminder of the power of giving, the importance of community, and the joy that comes from sharing love with those in need.

LOOK: The Philippine Coast Guard (PCG), through the Office of the Deputy Chief of Coast Guard Staff for Comptrollership, CG-6, conducted the Deliberation of Tier 1 and Tier 2 Budget Proposals for Fiscal Year 2027.

The two-day activity coincided with the pre-budget preparation phase prior to the issuance of the Budget Call through the Department of Budget and Management’s (DBM) National Budget Memorandum, which is expected to be released early the following year. Program Directors from the Central Staff presented their proposals to the Deliberation and Advisory Panel.

During her welcome remarks, COMMO DOROTHY D. MANGLICMOT PCG highlighted the distinctions between Tier 1 and Tier 2 Budget Proposals. She also emphasized that early preparation, careful validation, and rigorous deliberation are the foundations of a credible budget submission.

Serving as the Guest of Honor and Speaker (GOHAS), the Commandant, ADM RONNIE GIL L. GAVAN PCG, stated, “The bottom line is: We spend money to keep the way of life of our people secured, protected, and enhanced. That is the nation’s interest. Everything goes to that,” and “We cannot solve World War 3 problems with World War 1 solutions.”

Maintaining the momentum, the Deputy Commandant for Operations, VADM EDGAR L YBAÑEZ PCG, further emphasized the call to action for the PCG to decisively move beyond outdated practices and rigid frameworks that no longer align with the evolving and increasingly complex maritime security environment. He stressed that modern maritime threats demand forward-looking strategies and willingness to challenge long-standing norms. As the event drew to a close, he highlighted the importance of collaboration and the courage to embrace change in order to effectively address emerging risks and safeguard the nation’s maritime interests.

PCG STRENGTHENS RESOURCE MANAGEMENT FOR FY 2026

The Office of the Deputy Chief of Coast Guard Staff for Comptrollership, CG-6, under the leadership of the PCG Comptroller, COMMO DOROTHY D. MANGLICMOT, PCG, spearheaded the FY 2026 Annual Plan and Budget (APB) and Annual Procurement Plan (APP) Formulation, together with the two-day Integrated Budgeting and Procurement Planning System (IBPPS) and PCG Resource Management System (PRMS) Encoders Training held from 26 August to 03 September 2025 at the Manila Grand Opera Hotel, Sta. Cruz, Manila.

In her welcome remarks, COMMO MANGLICMOT PCG expressed confidence that the two-day IBPPS Workshop and RMS Encoders Training will succeed through active participation, deepening understanding of systems and processes. She emphasized that this initiative reflects the PCG’s commitment to continuous improvement and operational excellence.

The initiative was attended by Budget Officers, Logistics Officers, Procurement Officers, and Encoders from various PCG units, with the aim of enhancing technical competencies in APB and APP formulation through the IBPPS. The event was also graced by COMMO GLIDE GENE MARY G. SONTILLANOSA, PCG, Acting Chief of Coast Guard Staff and Chairperson of the Program and Budget Advisory Committee–Technical Working Group (PBAC-TWG) for APB and APP Formulation, who highlighted the importance of aligning financial resources with operational priorities to ensure the effective delivery of the Coast Guard’s mandates.

COMMO SONTILLANOSA, PCG, also underscored the opportunity to achieve common goals, particularly in developing a realistic budget. She further noted the strong support of ADM RONNIE GIL L. GAVAN, PCG, Commandant, PCG, affirming the necessity of this initiative.

Following her message, Mr. Ricardo Pascua Jr., Chief Technology Officer of REVLV Solutions, and Mr. Federico P. Amorada, Public Finance Management System Consultant, delivered lectures on the FY 2026 Salient Features of IBPPS and the FY 2026 Formulation of the APB and APP, respectively. Their discussions emphasized technical and systematic processes in budget and procurement plan preparation, including system encoding.

The workshop was conducted in three separate batches, with each undergoing two days of intensive training to ensure focused learning and active participation. This initiative not only enhanced the capabilities of PCG personnel in budgeting, procurement planning, and PRMS encoding but also reinforced the Command’s commitment to efficient resource management and strengthened operational readiness in service to the Filipino people.
