National Urban and Peri-Urban Agriculture Program Agrikultura sa Kalunsuran para sa Masaganang Kinabukasan!

The National Urban and Peri-Urban Agriculture Program (NUPAP), a banner program of the Department of Agriculture (DA) created through Administrative Order No. 03, Series of 2022, fortifies the policy direction of the DA to increase food production and lessen the logistic costs in order to soften the impact of global concerns like food security, climate change and the rising costs of fuel and other

inputs. Serving as an implementation arm of DA, the NUPAP continuously fulfills its vision of making food abundant in urban and peri-urban areas by supporting the establishment of community gardens and farms while increasing awareness of human health through nutrition and inspiring citizens to contribute to innovative, economic and environmentally sustainable food systems towards the uplifting of Filipino communities.

Mula sa Bureau of Plant Industry:

Sa pangunguna ng Bureau of Plant Industry–Agricultural Engineering Division (BPI-AED), isinagawa ngayong Agosto 25, 2026, sa NSIC Conference Room ang training on Climate-Smart Integrated Farming Systems for Urban Agriculture. Pinagtipon ng pagsasanay ang mahigit 50 National Urban and Peri-Urban Agriculture Program (NUPAP) implementers at beneficiaries mula sa iba’t ibang local government units (LGUs), local universities, state universities, barangay,at government agencies .

Sa kanyang opening message, binigyang-diin ni Engr. Melvin L. Vista , ang kahalagahan ng climate-smart approach upang matiyak na ang mga sistema sa pagsasaka ay hindi lamang produktibo, kundi matatag at kayang umangkop sa mga epekto ng pagbabago ng klima. Aniya, sa pamamagitan ng integrated farming systems, maaaring pagsama-samahin at mas mahusay na mapakinabangan ang mga available na lupa, tubig, sustansiya, enerhiya, organic waste, at teknolohiya upang makabuo ng mas efficient at sustainable na sistema ng produksyon.

Hinimok niya ang mga kalahok na aktibong makilahok, magbahagi ng kanilang mga karanasan, at matuto mula sa isa’t isa. Aniya, ang mga kaalaman at ideyang makukuha sa pagsasanay ay maaaring magsilbing pundasyon sa pagbuo ng climate-resilient, resource-efficient, at sustainable na urban agriculture systems.

Tampok sa training ang iba’t ibang learning sessions na pinangunahan ng mga resource persons mula sa BPI. Kabilang sa mga paksang tinalakay ang:

Congratulations to Director Gerald Glenn Fidel Panganiban, PhD., recipient of the 2026 UPAA Distinguished Alumni Award in Science and Technology!

Director Gerald Glenn Fidel Panganiban, PhD. is a distinguished public servant and agricultural leader whose career reflects an unwavering commitment to advancing Philippine agriculture through science, innovation, and responsive governance. A graduate of the University of the Philippines Los BaΓ±os with a Bachelor of Science in Agricultural Business Management (Class of 2003), he has dedicated his professional life to promoting sustainable agricultural development and improving the lives of Filipino farmers.

As Director of the Bureau of Plant Industry (BPI) under the Department of Agriculture, Director Panganiban has led programs that strengthen the country's plant industry through improved crop production, plant health management, quality seed and planting material systems, and science-based agricultural policies. Under his leadership, the Bureau has intensified initiatives that support urban and peri-urban agriculture, recognizing its vital role in enhancing food security, building resilient communities, and creating sustainable food production systems in cities and surrounding areas.

He has fostered partnerships among national government agencies, local government units, academic institutions, the private sector, and international organizations to promote innovative technologies, capacity-building programs, and climate-resilient agricultural practices. His leadership has also strengthened the Philippines' participation in regional and international initiatives on plant health, phytosanitary measures, and agricultural cooperation, ensuring that the country's plant industry remains globally competitive while safeguarding local agriculture.

A firm believer in evidence-based policymaking and collaborative leadership, Director Panganiban continues to champion programs that empower farmers, promote environmental sustainability, and encourage greater public participation in agriculture. His work exemplifies the University of the Philippines' ideals of honor, excellence, and service to the nation.
