A child’s adoption story is a fundamental part of their identity. πŸ’™πŸ’›β€οΈ

To ensure adoption stories are shared with love and honesty, the Regional Alternative Child Care Office (RACCO) VII conducted a Capacity Building Activity for Social Workers in Facilitating Adoption Telling last May 7-8, 2026.

Held via Google Meet, the session brought together Social Workers from various Local Social Welfare and Development Offices (LSWDOs) across Region 7.

Adoption Telling is now mandated under Republic Act 11642 or the Domestic Administrative Adoption and Alternative Child Care Act.

Adoptive parents are required to share the child's adoption story with them by the time they reach 13 years old.

Our Social Workers serve as the primary guides for these families. By equipping our them with the right tools and approaches, we ensure they can help parents navigate this delicate process with confidence and empathy.

Pursuant to Proclamation No. 1239 declaring May 6-8, 2026 as Special (Non-Working) Days in the Cities of Cebu, Mandaue, Lapu-Lapu, and the Municipality of Cordova, the Regional Alternative Child Care Office (RACCO) VII will be closed on the aforementioned dates.

Skeletal Operations will resume on May 11, 2026.

Amnesty to rectify simulated birth records ends in 2029

This morning, the Regional Alternative Child Care Office (RACCO) VII staff were live on DYLA Cebu 909 to discuss the Simulated Birth Rectification Act (SIBRA).

Social Welfare Officer Gypsy Labuan and Information Officer Cheina Maderazo urged families to correct simulated birth records through the administrative adoption process at RACCO or their Local Social Welfare and Development Office (LSWDO).

RSCC compliant with child care standards πŸ’™πŸ’›β€οΈ

The monitoring of child-caring agencies (CCA) continue as the Regional Alternative Child Care Office (RACCO) VII conducted its second Assessment and Certification Visit last April 29, 2026.

Together with the Standards, Accreditation, and Monitoring Division (SAMD) of the National Authority for Child Care (NACC), the Reception and Study Center for Children (RSCC) in Labangon, Cebu City was assessed for the Certification of Adoption and Alternative Child Care Programs and Services (CAACCPS).

After a thorough day-long assessment, NACC SAMD and RACCO VII confirmed that RSCC meets the national standards and will receive its CAACCPS.

The CAACCPS proves that RSCC adheres to benchmarks for high-quality, child-centered care, ensuring that every child under their care receives professional and ethical service.

The CAACCPS is a regulatory and quality assurance mechanism of the NACC that evaluates Social Work Agencies (SWAs), Child-Caring Agencies (CCAs), LGU and DSWD Residential Care Facilities, and Child-Placing Agencies (CPAs) implementing and planning to implement Adoption and Alternative Child Care Programs and Services (AACCPS).

PUBLIC ADVISORY ON THE ISSUANCE OF NACC-RACCO CONSENT TO TRAVEL FOR DSWD MINOR TRAVEL ABROAD (MTA) CLEARANCE FOR CHILDREN UNDER FOSTER CARE OR ASSESSED ELIGIBLE FOR ADOPTION

The National Authority for Child Care (NACC) wishes to inform foster parents, guardians, relatives, and other individuals caring for children who are eligible for adoption and/or issued with a Certificate Declaring a Child Legally Available for Adoption (CDCLAA) that such children remain under the jurisdiction and protection of the State through the NACC.

Accordingly, any application for Minors Travelling Abroad (MTA) involving a child under foster care or custody requires prior consent of the Regional Alternative Child Care Office (RACCO).

Please be guided by the following requirements:

β€’ For foster children, a Certificate Declaring a Child Legally Available for Adoption (CDCLAA) must first be issued;

β€’ For children assessed as eligible for adoption by foster parents, kinship carers, guardians, or other custodians, a Petition for Adoption must be formally filed with the RACCO prior to the evaluation of MTA consent;

β€’ The NACC, through the RACCO, may deny consent to MTA applications if the proposed travel poses risks to the child’s safety, legal status, or permanency plan.

These measures are not intended to inconvenience families, but to ensure that every child under State care is fully protected and that their right to a safe and permanent family is upheld.

The NACC remains committed to assisting foster parents, caregivers, and custodians in completing the adoption process and securing the best possible future for every child.

For guidance and assistance, please coordinate with your respective Regional Alternative Child Care Office (RACCO).

The Regional Alternative Child Care Office (RACCO) VII staff were live last April 17, 2026 on RPN DYKC Cebu to discuss the the process of caring for and finding homes for foundlings in our region.

A foundling is a "deserted or abandoned child with unknown facts of birth or parentage," according to Republic Act 11767 or the Foundling Recognition and Protection Act.

Foundling child now with adoptive parents πŸ’™πŸ’›β€οΈ

A foundling child is one step closer to adoption after being entrusted to his adoptive parents last April 2026.

The one-year-old boy was placed in a child-caring agency (CCA) while waiting to be adopted. His adoptive parents began waiting to be matched with a child in July 2025.

This entrustment is the start of the six-month Supervised Trial Custody (STC) to ensure proper adjustment and emotional readiness of the adoptive parents and child.

If all goes well, the family can file the Petition for Adoption of the child after the STC.

The entrustment was facilitated by the Regional Alternative Child Care Office (RACCO) VII, through its Family Development Section (FDS), and the Children's Shelter of Cebu (CSC) who cared for the boy while waiting for his new family.
