ALL JUDGES AND COURT PERSONNEL OF THE FIRST- AND SECOND-LEVEL COURTS
SUBJECT: HALF-DAY WORK ON OCTOBER 30, 2025 (THURSDAY)

As authorized by Chief Justice Alexander G. Gesmundo, and in accordance with the Honorable Court En Banc Resolution dated November 12, 2024, in A.M. No. 19-11-20-SC (Re: Supreme Court Calendar [2025J), all Judges and court personnel nationwide are hereby authorized to observe a half-day work schedule or early dismissal at 12:00 moon on Thursday, October 30, 2025.
This measure is intended to allow court personnel to appropriately observe traditional All Saints' Day and All Souls' Day activities, including travel to various regions to pay respects to their dearly departed.
Despite the early dismissal, the concerned courts and offices must maintain a
number of essential staff to attend to urgent matters until the close of office hours.

EXTENSION OF SUSPENSION OF COURT
Following the recent strong earthquake that affected Cebu and in consideration of the potential risks to the structural integrity of the court buildings, the suspension of court operations is hereby extended for the entire day today, October 1, 2025.
This extension has been granted with the approval of the Acting Chief Justice
Marvic M.V.F. Leonen, through Court Administrator Theresa Dolores C. Gomez-Estoesta, to allow engineers from the Office of the Regional Court Administrator, the Local Goverment Unit, and the Department of Public Works and Highways (DPWH) to complete a thorough inspection of the facilities.

All courts are directed to promptly notify parties and counsels of any cancelled hearings scheduled throughout the day.
Further advisories will be issued as necessary, depending on the results of the structural assessment.
Your cooperation in ensuring the safety of all court personnel and stakeholders is deeply appreciated.

The full implementation of the eFiling Guidelines in trial courts for civil cases takes effect on December 1, 2024.

Under the Guidelines and Rule 13-A of the Rules of Civil Procedure, filing and service of non-initiatory pleadings shall only be made by transmitting them in digital file format through email.

Complaints and initiatory pleadings may be filed personally, by registered mail, or accredited courier but will not be acted upon by the court unless digital copies are emailed within 24 hours from filing.

The Supreme Court resolved to amend Rule 13 of the 2019 Amendments to the 1997 Rules of Civil Procedure to provide for the mandatory electronic filing and service for civil cases in the first- and second-level courts.

The Court issued Rule 13-A or the Interim Rule on the Electronic Filing and Service of Pleadings, Judgments, and Other Papers in Civil Cases (Interim Rule).

This Interim Rule shall take effect on December 1, 2024, following its publication in the Official Gazette or in two newspapers of national circulation.

Beginning December 1, 2024, all filing and service of pleadings, judgments, and other papers in civil cases in the trial courts must be done electronically through email, except for initiatory pleadings.
