In observance of the World Day Against Trafficking in Persons (WDAT) 2026, the Department of Migrant Workers (DMW) joined the CBCP Community PROTECT Consultative Forum and Formation as a resource speaker on โ€œProtecting OFWs from Labor Trafficking through Safe and Ethical Labor Migration.โ€

Organized by the Diocese of Cubao Migrants Ministry at the Parish of Our Lady of Lourdes, N.S. Amoranto, Sta. Mesa Heights, Quezon City, the forum brought together parish ministries, barangay officials, and youth leaders to strengthen community-based efforts against human trafficking.

MANILA, Philippines โ€” Umabot na sa 519 overseas Filipino workers (OFWs) ang nasagip ng Department of Migrant Workersโ€“National Capital Region (DMW-NCR) mula sa 24 unregistered accommodation facilities sa Metro Manila na isinara mula noong Hunyo 2026 hanggang sa kasalukuyan dahil sa hindi makatao at hindi ligtas na mga kondisyon.

Pinuri ni DMW Secretary Hans Leo J. Cacdac ang pinaigting na welfare check, inspection, at closure operations ng DMW-NCR upang matiyak ang kaligtasan, kalusugan, at kapakanan ng mga OFW habang nananatili sa mga accommodation facility bago ang kanilang deployment.

Ayon sa Kalihim, obligasyon ng bawat rehistradong private recruitment agency na tiyaking maayos at legal ang pansamantalang tirahan ng kanilang mga manggagawa. Aniya, maaaring inspeksyunin at ipasara ng DMW ang mga unregistered facility, lalo na kung matuklasang hindi makatao ang kondisyon ng mga OFW.

โ€œIf the accommodation is not registered, it is illegal. Therefore, we can come in and inspect. And if the condition is inhumane, mayroon tayong awtoridad na ipasara,โ€ paliwanag ni Secretary Cacdac.

Binigyang-diin ng Kalihim na mahalagang maprotektahan ang mga OFW laban sa di-ligtas at hindi maayos na pansamantalang tirahan habang naghihintay ng kanilang deployment.

Ang pinaigting na operasyon ng DMW-NCR laban sa mga ilegal na accommodation facility ay bahagi ng mas malawak na mandato ng Kagawaran na palakasin ang proteksyon at welfare services para sa mga OFW at kanilang mga pamilya. Nakarating sa'kin ang video ng isang Muntinlupeรฑo OFW na humihingi ng tulong na makauwi sa bansa matapos umanong maging biktima ng human trafficking.

Kasama ng iba pang migrant workers, sapilitan umano silang pinagtrabaho nang higit 18โ€“20 hours per day, at walang sapat na pagkain at sahod. May allegations din ng physical at sexual abuse.

Nagbigay ako ng instructions sa Public Employment Service Office (PESO) para kausapin ang pamilya ng OFW. Agad ding inilapit ang kaso sa Department of Migrant Workers (DMW) para sa proper immediate intervention.

Nakikipag-ugnayan na rin ngayon ang Migrant Workers Office sa Bangkok, Thailand sa concerned OFW at sa pamilya. Patuloy din ang coordination at pagproseso ng rescue operations para sa mga biktima.

The Department of Migrant Workersโ€“National Capital Region (DMW-NCR), in coordination with the Overseas Workers Welfare Administration (OWWA) and the OFW Hospital, conducted a welfare check and closure operation at an unsafe, inhumane, and unregistered accommodation facility in Barangay San Antonio, Paraรฑaque City, reportedly maintained and shared by two licensed recruitment agencies, ATC Human Resources, Inc. and Rock Solid Manpower & Consultancy, Inc.

A total of ๐Ÿ”๐Ÿ– ๐Ž๐…๐– ๐š๐ฉ๐ฉ๐ฅ๐ข๐œ๐š๐ง๐ญ๐ฌ were rescued from the facility and subsequently brought to Kabayan Hotel, an OWWA-accredited hotel in Pasay City, for temporary accommodation, further welfare assistance, and statement-taking.

During the operation, the team documented serious conditions affecting the safety, dignity, health, and welfare of the OFW applicants. Among the findings and alleged violations were:

1. ๐–๐ข๐ญ๐ก๐ก๐จ๐ฅ๐๐ข๐ง๐  ๐จ๐Ÿ ๐ฉ๐š๐ฌ๐ฌ๐ฉ๐จ๐ซ๐ญ๐ฌ โ€“ The passports of all 68 OFW applicants were confirmed being kept by the agencies instead of remaining in the possession of their respective owners.

2. ๐Ž๐ฉ๐ž๐ซ๐š๐ญ๐ข๐จ๐ง ๐จ๐Ÿ ๐š๐ง ๐ฎ๐ง๐ซ๐ž๐ ๐ข๐ฌ๐ญ๐ž๐ซ๐ž๐ ๐š๐œ๐œ๐จ๐ฆ๐ฆ๐จ๐๐š๐ญ๐ข๐จ๐ง ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ฒ โ€“ The premises were being used as a common accommodation facility by the two licensed recruitment agencies without the required registration or authorization.

3. ๐”๐ง๐ฌ๐š๐Ÿ๐ž ๐š๐ง๐ ๐ข๐ง๐ก๐ฎ๐ฆ๐š๐ง๐ž ๐ฅ๐ข๐ฏ๐ข๐ง๐  ๐œ๐จ๐ง๐๐ข๐ญ๐ข๐จ๐ง๐ฌ โ€“ The premises were found to be inadequate for the safe and dignified accommodation of OFW applicants.

4. ๐’๐ž๐ฏ๐ž๐ซ๐ž ๐จ๐ฏ๐ž๐ซ๐œ๐ซ๐จ๐ฐ๐๐ข๐ง๐  โ€“ A total of 68 OFW applicants were found staying in a single residential facility shared by the two agencies.

5. ๐ˆ๐ง๐š๐๐ž๐ช๐ฎ๐š๐ญ๐ž ๐ฌ๐ฅ๐ž๐ž๐ฉ๐ข๐ง๐  ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ข๐ž๐ฌ โ€“ OFW applicants were found sleeping on banig or thin makeshift bedding placed directly on plywood, without proper mattresses.

6. ๐๐š๐ฅ๐œ๐จ๐ง๐ฒ ๐›๐ž๐ข๐ง๐  ๐ฎ๐ฌ๐ž๐ ๐š๐ฌ ๐ฌ๐ฅ๐ž๐ž๐ฉ๐ข๐ง๐  ๐ช๐ฎ๐š๐ซ๐ญ๐ž๐ซ๐ฌ โ€“ Even the balcony of the house was being utilized as a sleeping area for OFW applicants, further demonstrating the overcrowding and inadequacy of the premises.

7. ๐ˆ๐ฆ๐ฉ๐ซ๐จ๐ฉ๐ž๐ซ ๐ฎ๐ฌ๐ž ๐จ๐Ÿ ๐ญ๐ก๐ž ๐›๐š๐ฌ๐ž๐ฆ๐ž๐ง๐ญ ๐š๐ฌ ๐ฌ๐ฅ๐ž๐ž๐ฉ๐ข๐ง๐  ๐ช๐ฎ๐š๐ซ๐ญ๐ž๐ซ๐ฌ โ€“ A portion of the basement supposedly intended for storage was being utilized as sleeping quarters despite being unsuitable for residential occupancy.

8. ๐†๐ซ๐จ๐ฌ๐ฌ๐ฅ๐ฒ ๐ข๐ง๐š๐๐ž๐ช๐ฎ๐š๐ญ๐ž ๐ญ๐จ๐ข๐ฅ๐ž๐ญ ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ข๐ž๐ฌ โ€“ Only three toilets, one per floor, were available for the occupants, while the basement sleeping area had no toilet facility.

9. ๐ˆ๐ง๐š๐๐ž๐ช๐ฎ๐š๐ญ๐ž ๐š๐ง๐ ๐ฎ๐ง๐๐ข๐ ๐ง๐ข๐Ÿ๐ข๐ž๐ ๐›๐š๐ญ๐ก๐ข๐ง๐  ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ข๐ž๐ฌ โ€“ The shower was situated outside the house in an open-air area, providing inadequate privacy and protection to the OFW applicants.

10. ๐๐จ๐จ๐ซ ๐ฏ๐ž๐ง๐ญ๐ข๐ฅ๐š๐ญ๐ข๐จ๐ง ๐š๐ง๐ ๐š๐›๐ฌ๐ž๐ง๐œ๐ž ๐จ๐Ÿ ๐š๐๐ž๐ช๐ฎ๐š๐ญ๐ž ๐œ๐จ๐จ๐ฅ๐ข๐ง๐  ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ข๐ž๐ฌ โ€“ The accommodation had inadequate ventilation and no sufficient air-conditioning. OFW applicants had to provide their own small electric fans to cope with the conditions inside the facility.

11. ๐’๐ž๐ซ๐ข๐จ๐ฎ๐ฌ ๐Ÿ๐ข๐ซ๐ž ๐š๐ง๐ ๐ž๐ฆ๐ž๐ซ๐ ๐ž๐ง๐œ๐ฒ-๐ฌ๐š๐Ÿ๐ž๐ญ๐ฒ ๐ก๐š๐ณ๐š๐ซ๐๐ฌ โ€“ The facility had no adequate fire exit or emergency exit, while portions of the hallways and passageways were obstructed or blocked, potentially impeding the immediate evacuation of occupants in the event of fire, earthquake, or other emergency.

12. ๐ƒ๐ข๐ฅ๐š๐ฉ๐ข๐๐š๐ญ๐ž๐ ๐š๐ง๐ ๐ฉ๐จ๐ญ๐ž๐ง๐ญ๐ข๐š๐ฅ๐ฅ๐ฒ ๐ก๐š๐ณ๐š๐ซ๐๐จ๐ฎ๐ฌ ๐ฌ๐ญ๐ซ๐ฎ๐œ๐ญ๐ฎ๐ซ๐ž โ€“ The accommodation was located in an old and visibly deteriorated residential structure being used to house a large number of OFW applicants. Considering its condition, overcrowding, obstructed passageways, and lack of adequate emergency exits, the premises presented significant fire, evacuation, and other safety risks to its occupants.

13. ๐€๐›๐ฌ๐ž๐ง๐œ๐ž ๐จ๐Ÿ ๐š๐๐ž๐ช๐ฎ๐š๐ญ๐ž ๐ฆ๐ž๐๐ข๐œ๐š๐ฅ ๐š๐ง๐ ๐Ÿ๐ข๐ซ๐ฌ๐ญ-๐š๐ข๐ ๐ฉ๐ซ๐จ๐ฏ๐ข๐ฌ๐ข๐จ๐ง๐ฌ โ€“ No properly maintained medicine cabinet or adequate first-aid facility was found for the occupants.

14. ๐€๐›๐ฌ๐ž๐ง๐œ๐ž ๐จ๐Ÿ ๐š๐ง ๐š๐ฉ๐ฉ๐ซ๐จ๐ฉ๐ซ๐ข๐š๐ญ๐ž ๐ฆ๐จ๐ง๐ข๐ญ๐จ๐ซ๐ข๐ง๐  ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ โ€“ There was no logbook or proper record of the ingress and egress of OFW applicants, raising concerns regarding the proper monitoring, security, and management of the occupants.

15. ๐€๐ ๐ž๐ง๐œ๐ฒ ๐จ๐ฉ๐ž๐ซ๐š๐ญ๐ข๐จ๐ง๐ฌ ๐›๐ž๐ข๐ง๐  ๐œ๐จ๐ง๐๐ฎ๐œ๐ญ๐ž๐ ๐ข๐ง๐ฌ๐ข๐๐ž ๐ญ๐ก๐ž ๐ฎ๐ง๐ซ๐ž๐ ๐ข๐ฌ๐ญ๐ž๐ซ๐ž๐ ๐š๐œ๐œ๐จ๐ฆ๐ฆ๐จ๐๐š๐ญ๐ข๐จ๐ง โ€“ An office or work area of an agency representative was likewise being maintained within the premises being used as an unregistered accommodation facility.

16. ๐๐ซ๐ž๐ฌ๐ž๐ง๐œ๐ž ๐จ๐Ÿ ๐š ๐จ๐ง๐ž-๐ฒ๐ž๐š๐ซ-๐จ๐ฅ๐ ๐œ๐ก๐ข๐ฅ๐ ๐ข๐ง๐ฌ๐ข๐๐ž ๐ญ๐ก๐ž ๐จ๐ฏ๐ž๐ซ๐œ๐ซ๐จ๐ฐ๐๐ž๐ ๐Ÿ๐š๐œ๐ข๐ฅ๐ข๐ญ๐ฒ โ€“ The secretary of ATC Human Resources, Inc. was reportedly staying in the facility with her one-year-old baby, exposing the child to the same overcrowded and potentially unsafe living conditions.

17. ๐…๐š๐ฅ๐ฌ๐ข๐Ÿ๐ข๐œ๐š๐ญ๐ข๐จ๐ง ๐จ๐Ÿ ๐š๐ง ๐Ž๐…๐– ๐š๐ฉ๐ฉ๐ฅ๐ข๐œ๐š๐ง๐ญโ€™๐ฌ ๐ข๐๐ž๐ง๐ญ๐ข๐Ÿ๐ข๐œ๐š๐ญ๐ข๐จ๐ง ๐๐จ๐œ๐ฎ๐ฆ๐ž๐ง๐ญ๐ฌ โ€“ The team encountered a 23-year-old OFW applicant whose identification documents were confirmed to have been falsified or altered by a representative of the agency, a matter requiring further investigation and appropriate legal action.

18. Other apparent violations of applicable accommodation, recruitment, occupational safety like exposed wiring, clogged toilet and improper sanitation, fire-safety, and welfare standards, subject to further documentation, investigation, and the filing of appropriate administrative and/or legal action against the responsible parties.

The rescued OFW applicants are now under the care of OWWA and will undergo individual statement-taking and further welfare assessment to establish the full circumstances of their stay at the facility and determine whether additional violations were committed.

This closure operation undertaken by DMW NCR is the 24th closure of unregistered accommodations since June 06, 2026.

The Department of Migrant Workers โ€“ National Capital Region (DMWโ€“NCR), in coordination with the Migrant Workers Protection Bureau (MWPB), the Overseas Workers Welfare Administration (OWWA), OFW Hospital, and local barangay officials, conducted simultaneous rescue operations and implemented Closure Orders against inhumane and unregistered accommodation facilities in San Andres, Bukid, and Malate, Manila, resulting in the rescue of 28 OFW applicants.

Twenty-six (26) OFW applicants were rescued from one accommodation facility being shared by Continuous International Resources, ABCA International Corporation, Lizsil International Manpower Agency, Sunergeos Manpower Services Corporation, and Quantum Work Abroad Services Inc. Meanwhile, two (2) OFW applicants were rescued from an accommodation facility in Malate, Manila being operated by Algizza International Manpower Services.

The rescued OFW applicants were immediately provided transportation, temporary accommodation, and welfare assistance by the Overseas Workers Welfare Administration (OWWA).

This enforcement action marks the 22nd and 23rd inhumane and unregistered accommodation facilities closed by DMWโ€“NCR in just two months, underscoring the Department's intensified efforts to protect overseas Filipino worker (OFW) applicants from unsafe living conditions, illegal recruitment, and other unlawful recruitment-related practices.

QUEZON CITY โ€“ The Department of Migrant Workers-National Capital Region (DMW-NCR) successfully conducted a two-day Capacity Enhancement Training on August 3-4, 2026, at the QCX Events Center, Quezon City. The training brought together personnel from the Quezon City Public Employment Service Office (QC PESO) and members of the OFW Family Circle (OFC) to strengthen their knowledge of the Department's programs, services, and initiatives for Overseas Filipino Workers as well as their families.

DMW-NCR Regional Director Atty. Falconi V. Millar visited the training and expressed his appreciation to the participants for their active participation. He underscored the importance of collaboration in promoting safe and legal overseas employment. Likewise, DMW-NCR Division Chiefs attended the activity and shared valuable insights on key topics, particularly the prevention of illegal recruitment and trafficking in persons.

The training highlighted the importance of raising awareness of the Department's Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) Campaign, relevant laws on illegal recruitment and trafficking in persons, common recruitment schemes, and practical ways to identify recruitment red flags and avoid falling victim to illegal recruiters.

Aside from the learning sessions, participants also took part in interactive games and icebreakers held throughout the two-day training, making the activity more engaging and enjoyable.

The training aimed to equip participants with accurate information and practical guidance, empowering them to become partners of the government in promoting safe, legal, and informed overseas employment and in raising awareness within their respective communities.

MAYNILA โ€“ Kahit araw ng Sabado, tuloy-tuloy ang paghahatid ng serbisyo publiko ng Department of Migrant Workersโ€“National Capital Region (DMW-NCR). Bilang bahagi ng pinaigting na kampanya laban sa mga hindi rehistradong accommodation facility, matagumpay na ipinatupad ng DMW-NCR, katuwang ang iba pang kaukulang ahensya ng pamahalaan at mga lokal na awtoridad, ang isang Closure Order laban sa isang accommodation facility sa Lungsod ng Maynila na nagpapatakbo nang walang kaukulang rehistrasyon at awtorisasyon mula sa Department.

Sa naturang operasyon, labing-apat (14) na OFW-applicants ang nasagip at agad na inilipat sa isang hotel sa Lungsod ng Pasay para sa kanilang pansamantalang panunuluyan sa ilalim ng pangangasiwa ng DMW-OWWA. Isinailalim din sila sa statement-taking at case documentation upang maitala ang kanilang mga karanasan, mga isyung kanilang naranasan, at anumang reklamo na maaaring magsilbing batayan sa kaukulang imbestigasyon at iba pang legal na hakbang.

Patuloy na hinihikayat ng DMW ang publiko na iulat ang mga hinihinalang hindi rehistrado o iligal na accommodation facility at iba pang mapang-abusong kalagayan upang agad na mabigyan ng kaukulang aksyon ng Departamento.
