tarted in 2014, with 5 Centers established in the islands of Luzon, Visayas, and Mindanao. Since then, more Centers have been set up nationwide bringing ease of doing business closer to MSMEs in all regions. Negosyo Centers help stimulate entrepreneurship development as MSMEs contribute substantially in driving the Philippine economy. Negosyo Centers are found in strategic areas convenient for the existing and would-be entrepreneurs, such as DTI offices, Local Government Units (LGU), academe, Non-Government Organizations (NGOs), and malls.

Following President Ferdinand R. Marcos Jr.'s announcement that he has approved the declaration of a state of national calamity, the Department of Trade and Industry (DTI), as chair of the National Price Coordinating Council (NPCC), will immediately implement the automatic price freeze on all basic necessities.
The price freeze will remain in force for 60 days, or until lifted by the President. The DTI has coordinated with all key NPCC implementing agencies to protect consumers during this critical period.
The DTI is working round-the-clock with manufacturers, retailers, and distributors to ensure sufficient and steady stock of basic necessities and prime commodities. All DTI Regional and Provincial Offices are on heightened alert and mobilized to enforce compliance with the price freeze and maintain adequate supply nationwide.

Inauguration and Blessing of Dos Hermanos Coconut Farm and Training Center: Cultivating Knowledge, Nurturing Communities, and Growing a Sustainable Future.

The Dos Hermanos Coconut Farm and Training Center officially opened its doors through a blessing and inauguration ceremony held on Friday, October 10, 2025, marking a significant step toward agritourism innovation, and sustainable coconut production and hybridization in the province of Negros Occidental.

The event was graced by the Municipal Mayor of Manapla, Hon. Mikaela Socorro Escalante, and Negros Occidental’s 2nd District Representative, Congressman Alfredo Marañon III, who delivered inspiring messages highlighting the strong collaboration between the private sector and government in promoting modern farming practices and developing income-generating, innovative agri-products.

The ceremony began with a solemn blessing of the facilities, symbolizing gratitude, hope, and dedication to the farm’s mission of supporting coconut farmers and enthusiasts. Following the blessing, guests witnessed the official inauguration, signaling the formal opening of the center.

One of the key highlights of the event was the farm tour, where guests explored the various sections of the coconut farm—from seedling nurseries and demonstration plots to areas showcasing sustainable farming techniques. The tour provided visitors with a firsthand look at the farm’s integrated approach to coconut cultivation and environmental stewardship.

Adding to the day’s excitement was a live demonstration on coconut hybridization, led by agricultural experts from the center. The demonstration showcased modern methods of developing high-yielding and disease-resistant coconut varieties, emphasizing the importance of science and technology in boosting the productivity and profitability of coconut farming.

Representatives from various national government agencies (NGAs) who were present at the event expressed their support for the initiative, noting that the establishment of the Dos Hermanos Coconut Farm and Training Center serves as a model of innovation and partnership in local agriculture. They lauded the farm’s vision of empowering farmers through training, research, and technology transfer.

The event concluded with a message of gratitude from the Dos Hermanos management, thanking all attendees and reaffirming their commitment to making the center a hub for learning, collaboration, and agricultural excellence.

Due to tropical storm “Crising”, and outbreak of the Red-striped Soft Scale Insect (RSSI) affecting sugarcane plantation in the province, the Sangguniang Panlalawigan issued a Resolution No. 0771 placing the Province of Negros Occidental under state of calamity.

In response, under Republic Act 7581 or the Price Act, prices of basic necessities in an area place under a state of calamity shall automatically be frozen at their prevailing prices or placed under Automatic Price Control. Unless sooner lifted by the President, price control of basic necessities shall remain for the duration of the condition that brought it about but not for more than 60 days. This is to protect consumers during this critical time.

The DTI encourages consumers to report retailers that sell basic necessities more than the APC to the DTI – Negros Occidental Provincial Office (034) 441-3644.

EMPOWERING LOCAL ENTERPRISES: NEGOSYO CENTER MANAPLA’S 2024 AND 1ST SEMESTER 2025 ACCOMPLISHMENT REPORT

Department of Trade and Industry through Negosyo Center Manapla continues to make significant progress in supporting micro, small, and medium enterprises (MSMEs) and other stakeholders in the Municipality of Manapla through various programs, services, and business-related information dissemination.

The accomplishment report for the year 2024 and the first semester of 2025 illustrates the center's steadfast commitment to inclusive growth, digital empowerment, and enterprise development.

In 2024, Negosyo Center Manapla assisted a total of 652 clients, including MSMEs, priority sectors, and other individuals seeking entrepreneurial support.

The Negosyo Center delivered comprehensive support to a total of 280 Micro, Small, and Medium Enterprises (MSMEs), providing targeted services such as business registration, advisory support, product development, access to financing, and market linkage facilitation. These efforts were focused on improving the competitiveness and long-term sustainability of local enterprises. Moreover, 150 MSMEs from priority sectors benefited from specialized interventions, including resource mobilization and value-chain support, in alignment with national development objectives. In response to the growing importance of digital commerce, the center also assisted 280 MSMEs engaged in e-commerce by offering training, support in setting up online stores, and guidance on digital marketing strategies. Additionally, 372 individuals were reached through information dissemination on DTI programs and services, particularly during Basic Entrepreneurship cm Business Planning Seminars and Financial Literacy sessions, further empowering aspiring entrepreneurs and the wider community

For the first semester of 2025, the center has already assisted 349 clients, indicating a sustained commitment to local enterprise support.

During the reporting period, the Negosyo Center extended its support to a wide range of clients, demonstrating its commitment to inclusive business development. A total of 192 Micro, Small, and Medium Enterprises (MSMEs) received tailored business development services aimed at fostering growth and sustainability. Additionally, 100 MSMEs from priority sectors were assisted, aligning with national development goals and reinforcing the center's role in strategic initiatives. In the realm of digital transformation, 192 MSMEs were guided in enhancing their e-commerce capabilities, building upon the progress of previous years. Furthermore, 157 other clients were reached through various engagements, many of whom benefited from business-related seminars designed to inform, educate, and empower aspiring entrepreneurs.

Beyond numerical data, Negosyo Center Manapla engaged in impactful functions. One of its key services was the conduct of business advisory sessions, where one-on-one consultations allowed entrepreneurs to receive tailored strategies and immediate guidance suited to their unique needs. In addition, seminars and trainings—such as the Basic Entrepreneurship cm Business Planning Seminar, and Financial Literacy Seminar—played a significant role in nurturing entrepreneurial mindsets and enhancing business knowledge. The center also remained vigilant in protecting consumer welfare through regular BNPC price monitoring, ensuring fair pricing and upholding consumer rights within local markets.

These accomplishments underscore Negosyo Center Manapla’s unwavering commitment to fostering inclusive and sustainable economic development. By strengthening MSMEs, empowering priority sectors, and expanding digital literacy, the center is helping to create a vibrant and resilient local economy.

As we move forward in 2025, the Negosyo Center continues to be a catalyst for change—providing essential services, enabling innovation, and building a future where every entrepreneur has the tools and knowledge to succeed.

114 GRADE 12 STUDENTS JOIN BASIC ENTREPRENEUSHIP AND BUSINESS PLANNING SEMINAR

A total of 114 Grade 12 students from the Humanities and Social Sciences (HUMSS) and Technical-Vocational Education and Training (TechVoc) strands in Manapla National High School participated in the Basic Entrepreneurship and Business Planning Seminar held at Manapla National High School Covered Court on July 8.

In line with the MSME Week celebration, the Department of Trade and Industry (DTI), through the Negosyo Center Manapla, initiated the said activity, which aimed to equip participants with essential knowledge on entrepreneurship. The seminar emphasized business operations, accessing new markets, and enhancing digital capabilities.

The resource speaker was Junior Business Counselor David John Rubido.

Participants were also oriented on various programs and services offered by the DTI to support micro, small, and medium enterprises (MSMEs) and, to empower consumers.
