The Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) Field Office XI intensified its field monitoring efforts to better understand the circumstances affecting children and families under the Program through a series of monitoring activities conducted from September 1 to 4, 2026, in selected barangays in the Agdao and Marilog Districts of Davao City.
Led by the Davao City Regional Composite Team (RCT) of the Regional Program Management Office (RPMO), the field monitoring focused on two key concerns among 4Ps households: non-compliance with Family Development Sessions (FDS) and children identified as Not Attending School (NAS).
Rather than relying solely on monitoring records, the RCT engaged directly with families, community leaders, schools, and other stakeholders to understand the circumstances behind these concerns and identify the challenges affecting beneficiaries.
The team conducted home visits, Key Informant Interviews (KII), Focus Group Discussions (FGD), and barangay station visits, engaging with Parent Leaders, 4Ps beneficiaries, and other stakeholders. These field engagements provided firsthand accounts of the difficulties some families encounter in regularly participating in FDS and ensuring that their children remain in school.
As part of the monitoring, the RCT also visited Marilog National High School of Agriculture to coordinate with school personnel and validate information concerning 4Ps-monitored children identified as NAS. Discussions also covered the interventions already being provided by the school, as well as opportunities to strengthen coordination among the school, the 4Ps, families, and other concerned stakeholders.
The field information gathered will help the Program validate monitoring findings, determine implementation gaps, and identify appropriate interventions, recommendations, and technical assistance responsive to the actual circumstances and needs of beneficiaries.
More importantly, the activity reflects the 4Psโ commitment to going beyond compliance monitoring by listening to families and understanding the realities behind the data. Through sustained coordination with communities and partner institutions, the Program seeks to ensure that concerns affecting childrenโs education and familiesโ participation in program activities are appropriately addressed.
The initiative underscores DSWD XIโs continuing commitment to evidence-based, responsive, and family-centered program implementation, ensuring that 4Ps interventions remain grounded in the needs of children, families, and communities across Davao City.
