DAR - Bukidnon conducted (1) a dialogue with the ๐๐ผ๐ฐ๐ฏ๐ผ๐ฐ ๐ก๐ฒ๐ ๐ฉ๐ถ๐๐ฎ๐๐ฎ๐ ๐ฆ๐ฎ๐ป ๐๐ฟ๐ฎ๐ป๐ฐ๐ถ๐๐ฐ๐ผ ๐๐๐๐ผ๐ฐ๐ถ๐ฎ๐๐ถ๐ผ๐ป (BNSFA) on the alleged violation of the status quo agreement within the 195-hectare area raised by the ๐ ๐ฒ๐ป๐๐๐ ๐๐ถ๐ฟ๐ถ๐ป๐๐ฒ๐ธ๐ฒ๐ป-๐๐น๐ฒ๐ป๐๐๐ป๐ด๐ฒ๐ป; and (2) an investigation on the ground post holes under the 195-hectare on May 21, 2026.
The complaint stemmed from the reported construction of post holes within the subject area, which the IP group claimed to be a violation of the status quo agreement reached during the 'Pulong-Pulong' between DAR and the ๐ ๐ฒ๐ป๐๐๐ ๐๐ถ๐ฟ๐ถ๐ป๐๐ฒ๐ธ๐ฒ๐ป-๐๐น๐ฒ๐ป๐๐๐ป๐ด๐ฒ๐ป on April 27, 2026.
The activity served as a venue to discuss the issues raised, avoid further misunderstanding, and maintain peace and orderโpreventing further escalation of conflict among the concerned parties while the matter is being properly validated and assessed.
During the dialogue, the concerned ARBs were given the opportunity to explain their side and clarify the circumstances surrounding the construction of the post holes within the 195-hectare area. Moreover, these ARBs were the leaders of Bocboc New Visayas San Francisco Association (BNSFA), namely Vice President ๐ก๐ฒ๐ฑ๐ฎ ๐๐ฏ๐ฒ๐น๐น๐ฎ๐ป๐ผ๐๐ฎ and the two members of the Board of Trustee ๐๐ผ๐๐ฒ๐ณ๐ฟ๐ฒ๐ฑ๐ฑ๐ถ๐ฒ ๐๐น๐ผ๐ฟ๐ฒ๐ ๐ฎ๐ป๐ฑ ๐๐ฎ๐๐ ๐๐ฑ๐ฑ๐ถ๐ฒ ๐๐ผ๐ ๐ข๐บ๐ฝ๐ถ๐ด๐ฎ๐ป.
DAR - Bukidnon proceeded with the conduct of a field investigation and on-site validation within the contested area.
However, Prior to the field investigation, DAR - Bukidnon first coordinated with the officials of Barangay New Visayas to secure permission and full support of the investigation. Right after that, they went to the Menuvu Kirinteken-Ilentungen Group, where a ritual was conducted before proceeding to the area. Representatives from the IP group were likewise present during the field validation and inspection of the alleged post holes on the ground. This showed how respectful the Department of Agrarian Reform (DAR) to the IP cultures and beliefs, as what the Environmental and Social Standard 7 (ESS7) of the World Bank yields.
The field investigation aimed to verify the actual condition of the area and assess the allegations raised by the concerned parties. Through this process, DAR sought to gather factual information necessary for proper evaluation and appropriate action in accordance with existing laws, policies, and agreements.
The dialogue was held at DARMO Don Carlos, Bukidnon and the field investigation was at New Visayas, Don Carlos, Bukidnon.
As always been reiterated by ๐ฃ๐๐ฅ๐ฃ๐ข ๐๐ ๐๐ฎ๐บ๐บ๐ฎ๐น ๐. ๐ฃ๐ฎ๐ป๐ด๐ฎ๐ป๐ฑ๐ฎ๐บ๐ฎ๐ป during the dialogue, the DAR remains impartial and does not favor any party involved, whether the ARBs or the IP group. The goal was to defend the ARBs while honoring the IP group through ESS7.
While waiting the discretion of the DAR Central Office, the state of this concern is still under the 'status quo agreement'.
DAR continues to uphold fairness, transparency, and due process in addressing concerns and resolving issues while promoting peaceful dialogue, mutual respect, and lawful resolution of conflicts among stakeholders.
