DAR - Bukidnon conducted (1) a dialogue with the ๐—•๐—ผ๐—ฐ๐—ฏ๐—ผ๐—ฐ ๐—ก๐—ฒ๐˜„ ๐—ฉ๐—ถ๐˜€๐—ฎ๐˜†๐—ฎ๐˜€ ๐—ฆ๐—ฎ๐—ป ๐—™๐—ฟ๐—ฎ๐—ป๐—ฐ๐—ถ๐˜€๐—ฐ๐—ผ ๐—”๐˜€๐˜€๐—ผ๐—ฐ๐—ถ๐—ฎ๐˜๐—ถ๐—ผ๐—ป (BNSFA) on the alleged violation of the status quo agreement within the 195-hectare area raised by the ๐— ๐—ฒ๐—ป๐˜‚๐˜ƒ๐˜‚ ๐—ž๐—ถ๐—ฟ๐—ถ๐—ป๐˜๐—ฒ๐—ธ๐—ฒ๐—ป-๐—œ๐—น๐—ฒ๐—ป๐˜๐˜‚๐—ป๐—ด๐—ฒ๐—ป; and (2) an investigation on the ground post holes under the 195-hectare on May 21, 2026.

The complaint stemmed from the reported construction of post holes within the subject area, which the IP group claimed to be a violation of the status quo agreement reached during the 'Pulong-Pulong' between DAR and the ๐— ๐—ฒ๐—ป๐˜‚๐˜ƒ๐˜‚ ๐—ž๐—ถ๐—ฟ๐—ถ๐—ป๐˜๐—ฒ๐—ธ๐—ฒ๐—ป-๐—œ๐—น๐—ฒ๐—ป๐˜๐˜‚๐—ป๐—ด๐—ฒ๐—ป on April 27, 2026.

The activity served as a venue to discuss the issues raised, avoid further misunderstanding, and maintain peace and orderโ€”preventing further escalation of conflict among the concerned parties while the matter is being properly validated and assessed.

During the dialogue, the concerned ARBs were given the opportunity to explain their side and clarify the circumstances surrounding the construction of the post holes within the 195-hectare area. Moreover, these ARBs were the leaders of Bocboc New Visayas San Francisco Association (BNSFA), namely Vice President ๐—ก๐—ฒ๐—ฑ๐—ฎ ๐—”๐—ฏ๐—ฒ๐—น๐—น๐—ฎ๐—ป๐—ผ๐˜€๐—ฎ and the two members of the Board of Trustee ๐—๐—ผ๐˜€๐—ฒ๐—ณ๐—ฟ๐—ฒ๐—ฑ๐—ฑ๐—ถ๐—ฒ ๐—™๐—น๐—ผ๐—ฟ๐—ฒ๐˜€ ๐—ฎ๐—ป๐—ฑ ๐——๐—ฎ๐˜๐˜‚ ๐—˜๐—ฑ๐—ฑ๐—ถ๐—ฒ ๐—•๐—ผ๐˜† ๐—ข๐—บ๐—ฝ๐—ถ๐—ด๐—ฎ๐—ป.

DAR - Bukidnon proceeded with the conduct of a field investigation and on-site validation within the contested area.

However, Prior to the field investigation, DAR - Bukidnon first coordinated with the officials of Barangay New Visayas to secure permission and full support of the investigation. Right after that, they went to the Menuvu Kirinteken-Ilentungen Group, where a ritual was conducted before proceeding to the area. Representatives from the IP group were likewise present during the field validation and inspection of the alleged post holes on the ground. This showed how respectful the Department of Agrarian Reform (DAR) to the IP cultures and beliefs, as what the Environmental and Social Standard 7 (ESS7) of the World Bank yields.

The field investigation aimed to verify the actual condition of the area and assess the allegations raised by the concerned parties. Through this process, DAR sought to gather factual information necessary for proper evaluation and appropriate action in accordance with existing laws, policies, and agreements.

The dialogue was held at DARMO Don Carlos, Bukidnon and the field investigation was at New Visayas, Don Carlos, Bukidnon.

As always been reiterated by ๐—ฃ๐—”๐—ฅ๐—ฃ๐—ข ๐—œ๐—œ ๐—๐—ฎ๐—บ๐—บ๐—ฎ๐—น ๐—š. ๐—ฃ๐—ฎ๐—ป๐—ด๐—ฎ๐—ป๐—ฑ๐—ฎ๐—บ๐—ฎ๐—ป during the dialogue, the DAR remains impartial and does not favor any party involved, whether the ARBs or the IP group. The goal was to defend the ARBs while honoring the IP group through ESS7.

While waiting the discretion of the DAR Central Office, the state of this concern is still under the 'status quo agreement'.

DAR continues to uphold fairness, transparency, and due process in addressing concerns and resolving issues while promoting peaceful dialogue, mutual respect, and lawful resolution of conflicts among stakeholders.

As OIC-CARPO under LTSP, he is responsible for supervising agrarian reform activities related to land tenure security, parcelization, CLOA processing, documentation, and coordination with partner agencies and field offices. His designation reflects the trust and confidence placed in his leadership and capability to effectively advance LTSP initiatives and support Agrarian Reform Beneficiaries (ARBs).

Her extensive field experience and strong understanding of agrarian reform operations make her highly qualified to assume the responsibilities of the position.

As Parcelization Coordinator of the SPLIT Project, she is tasked to oversee and coordinate the implementation of parcelization activities, including stakeholder coordination, monitoring of land titling processes, documentation, compliance with project guidelines, and collaboration with partner agencies and Agrarian Reform Beneficiaries (ARBs). Her designation under Special Order No. 034 reflects the trust and confidence placed in her leadership and capability to further strengthen the implementation of the SPLIT Project and advance the goals of agrarian reform in the province.

SPLIT Project, headed by Parcelization Coordinator Cicil B. Ucang, conducted a Progress Review and Update of the Synchronized Monitoring Tool (SMT) Data for SPLIT Project Operations held at Malaybalay AirBnB Travellers Inn on May 12, 2026.

This activity aims to strengthen the monitoring and evaluation process of the implementation of the SPLIT Project among the two municipalities: Kadingilan and Talakag, as they share field experiences and raise operational concerns. This also served as a tracking system as to what level of progress they attained. Moreover, all their concerns were answered thoroughly.

The event was attended by Region X personnel in the persons of former RD Marion T. Abella, Engr. CARPO Violeta G. Cajes, Planning Officer ||| Bryan John T. Victoriano and others.

Sir Enecito Micabalo of Quisumbing, Impalutao, Bukidnon proved that hard work and perseverance can transform lives. Through the land awarded to him under the Agrarian Reform Program, he turned his farm into a productive source of livelihood. What started as a simple farm expanded into thriving areas planted with various vegetables and citronella.

With the support of the Department of Agrarian Reform and their cooperative, they were able to produce citronella oil used as mosquito repellant, creating additional income for their community. Through farming, Sir Enecito was able to send his children to school and help them finish their studies.

He also acquired farming assets and modern technology that made his farming more efficient.

His story reflects dedication, resilience, and the rewards of perseverance in farming โ€” proving that with determination and opportunity, a better future is possible.

Through dedication and perseverance, Mr. and Mrs. Rogelio and Judith Saguinhon of Mindagat, Malitbog transformed the land awarded to them by the Department of Agrarian Reform into the foundation of a better future for their family and community.

With the support and intervention of agencies such as the Department of Science and Technology, Department of Trade and Industry, and Food and Drug Administration, their business continues to flourish and create opportunities for others.

DAR โ€“ Bukidnon, through SPLIT Project โ€“ Bukidnon, successfully conducted an orientation on the Environmental and Social Safeguard (ESS) Standards and Grievance Redness Mechanism (GRM) among 8 groups of Re-documentation Completion Team held at La Terrazza Loizaโ€™s Pavilion, Casisang, Malaybalay City, Bukidnon on April 28, 2026.

This activity aimed to expand the understanding of all RCT groups to the Environmental and Social Safeguard (ESS) Standards to better provide quality work in implementing SPLIT Project among all municipalities in the province of Bukidnonโ€”emphasizing, from planning and ex*****on to monitoring and evaluation of the implementation, and their duties and responsibilities, code of conduct and discipline, compensation and benefits, and grievance mechanism.

Regional ESS coordinator CARPO Mabel P. Loyola elaborated the overview and standards of ESS, while RARAD Atty. Noel P. Carreon and Lea II/GRM Support Staff Kristiano Hebron S. Pocol for GRM. This activity included an open forum to give opportunities for all participants to clarify things out and raise questions regarding their rights, responsibilities, and GRM protocols and its processes.
