Strengthening Skills, Livelihood, and Opportunities for the People of the Second District

A productive courtesy visit and coordination meeting was held with representatives from Technical Education and Skills Development Authority and the Department of Agriculture at RC Farm, San Vicente, Makilala, Cotabato, hosted by Rudy S. Caoagdan.

Present during the meeting were:

• Provincial Director RELLY A. LEYSA, MPA
• Administrator RONILO D. JUEVESA, JR.
• TESDS II MONSOUR L. GAMBET
• ELMA DELANTE, Agricultural Program Coordinating Officer (APCO) of Central Mindanao Integrated Agricultural Research Center
• NORMA C. CAPUYAN, President of Integrated Peace Advocates Farmers Association
• Mr. Tomas Moneva, Legislative Officer of Congressman Caoagdan

The discussion focused on strengthening collaboration among the Office of Congressman Caoagdan, TESDA, and the Department of Agriculture for the implementation of technical skills training programs intended for Former Rebels (FRs) and other constituents of the Second District.

The proposed training programs include:
• Agricultural Production for Poultry and Swine
• Masonry
• Carpentry
• Driving

To further support the beneficiaries, starter kits and incentives shall also be provided to successful graduates of every program to help them start productive and sustainable livelihoods.

This initiative reflects the shared commitment of the participating agencies and organizations in promoting peace, empowerment, skills development, and inclusive growth for the communities of the Second District.

Padayong Suporta Alang sa Muslim Community ug Kalamboan sa Kabarangayan

Mibisita kang Congressman Rudy S. Caoagdan, DPA sa RC Farm, San Vicente, Makilala, Cotabato si Barangay Chairman Jaynodin Patadon Isla sa Barangay Patadon, Kidapawan City, Cotabato uban ang iyang mga kaubanan ug opisyales.

Sa maong panagkita, gipadayag ni Congressman Caoagdan ang iyang padayong suporta sa atong mga kaigsoonang Muslim, lakip na ang mga proyekto ug programa nga gipatuman sa barangay alang sa kalamboan ug panaghiusa sa komunidad.

Gipakita usab ang pagrespeto ug pakighiusa sa pagsaulog sa Eid’l Adha — usa sa labing mahinungdanong pista sa Islam nga nailhan isip “Feast of Sacrifice,” simbolo sa pagtuo, paghalad, ug pagtabang sa isigkatawo.

Ang maong panaghiusa nagpakita sa lig-on nga kooperasyon tali sa liderato ug katawhan alang sa kalinaw, panag-uban, ug padayong kalamboan sa komunidad.

Padayon nga Liderato, Kalambuan sa Kabarangayan

Mibisita ang mga opisyales sa Barangay Idaoman, President Roxas, Cotabato sa RC Farm, San Vicente, Makilala, uban sa pagpangulo ni Barangay Chairman Alvin "Benjie" C. Maguad. Atol sa maong panagtigom, ilang gipadayag ang dakong pagpasalamat kang Cong. Rudy S. Caoagdan, DPA tungod sa iyang suporta ug paningkamot aron masiguro ang pagtukod sa usa ka 2-Storey Multi-Purpose Building alang sa Barangay Idaoman.

Nagpabilin nga lig-on ang suporta sa kongresista alang sa katawhan ug sa mga kabarangayan sa Distrito Dos sa Probinsiya sa Cotabato. Usa kini sa iyang mga prayoridad nga adbokasiya aron mapalambo ang batakang serbisyo ug mapalig-on ang panaghiusa sa komunidad.

Pinaagi sa padayon nga liderato ni Congressman Caoagdan, masiguro ang kalidad ug matinud-anong panerbisyo alang sa katawhan. Ang maong proyekto mahimong usa ka sentro ug sangtuwaryo sa serbisyo publiko diin ang mga opisyales sa barangay mahimong instrumento sa pagpaabot sa mga batakang panginahanglanon sa katawhan.

A Historic Partnership for Mt. Apo Wildlife Conservation and Indigenous Empowerment

May 26, 2026, Today marks a meaningful milestone as the University of the Philippines Los Baños and the Obo Monuvu Indigenous Tribal Community formally signed a Memorandum of Agreement (MOA) at Brgy. Perez, Kidapawan City for the conduct of a research study on the proposed Mt. Apo Wildlife Rescue and Conservation Center.

The agreement symbolizes the unity of science, environmental protection, and respect for indigenous rights. Representing UPLB was Dr. Tomas Reyes, while the Obo Monuvu Indigenous Tribal Community was represented by Datu Radin Igwas. The event was facilitated by the National Commission on Indigenous Peoples Cotabato Provincial Office represented by Engr. Leonardo Aguanan and Jeric Guerra, ensuring the recognition and protection of ancestral domain and indigenous participation.

Also present during the signing were representatives from the Mindanao Development Authority, including PPPDO Marjorie Apurado, and Joey Recimilla representing the office of Congressman Rudy S. Caoagdan.

The proposed Mt. Apo Wildlife Rescue and Conservation Center is anchored on House Bill 7430 authored by Congressman Rudy Caoagdan. The research study is funded by the National Research Commission of the Philippines and supported through MinDA Board Resolution No. 114-14-2023.

This initiative is more than a research project — it is a commitment to protect the rich biodiversity of Mount Apo while honoring the culture, heritage, and stewardship of the Obo Monuvu people for future generations.

Congratulations to All Graduates of 2026

Today, my heart is filled with pride as we celebrate the success of our scholars — Charlie Dave Acloba Pandia, Jerome Lecera Recosana, and Jonel Omacal Sanggulian — graduates of the Bachelor of Science in Criminology, Batch Sandakilab Class of 2026 of Makilala Institute of Science and Technology.

These young men stayed at RC Farm in Barangay San Vicente, Makilala while pursuing their studies under my educational support program, where we provided allowance and assistance to help them finish college.
Their journey reminds us that perseverance, hard work, and determination can overcome life’s challenges.

Charlie Dave Acloba Pandia of Barangay Bangkal, Magpet, who allegedly lost both parents at an early age;

Jonel Omacal Sanggulian of Barangay Bangkal, Magpet, son of a farmer and a housewife;

and Jerome Lecera Recosana of Barangay Junction, Kidapawan City, whose father works as a carpenter —
all proved that dreams can become reality through education.

As your Congressman, I remain committed to advancing accessible and free college education and to strengthening institutions like Makilala Institute of Science and Technology so more young people will have the opportunity to succeed.
