The suspect, a 28-year-old Filipino station loader employed by the Integrated Workers Service Cooperative (IWSCOOP) and a resident of Muntinlupa City, was intercepted after an Aviation Security (AVSEC) screener assigned at the checkpoint discovered a small red pouch concealed around the suspectโ€™s waist. A subsequent manual inspection of the pouch led to the discovery of suspected illegal drugs and improvised drug paraphernalia.

Following the discovery, the incident was immediately reported to the PNP Aviation Security Group (AVSEGROUP), NAIA Police Station 3 (NPS 3), which coordinated with the Philippine Drug Enforcement Agency (PDEA) K9 Team and conducted paneling on the recovered pouch. The Narcotics Detection Dog โ€œJellyโ€ gave a positive alert, indicating the possible presence of illegal drugs.

Recovered from the suspect were one heat-sealed transparent plastic sachet containing approximately 0.5 gram of dried leaves believed to be ma*****na with an estimated standard drug price of PhP60.00, two improvised pipes, and two employee identification cards bearing the suspectโ€™s name.

After PDEA conducted validation, the arresting officers informed the suspect of the nature of his offense and constitutional rights in a language he understood. Authorities also utilized an alternative recording device during the arrest process.

The marking and inventory of the seized evidence were witnessed by representatives from the media and barangay officials in accordance with established procedures.

The suspect and the confiscated pieces of evidence were subsequently turned over to the NAIA Inter-Agency Drug Interdiction Task Group (IADITG) for proper documentation and further disposition. The seized substances will undergo laboratory examination at the PDEA Laboratory Services in Quezon City.

The suspect now faces charges for violating Sections 11 and 12, Article II of Republic Act No. 9165.

PNP AVSEGROUP Director, PBGEN Dionisio Bartolome Jr, commended the alertness and coordination of airport security and law enforcement personnel, โ€œWe emphasize that the PNP AVSEGROUP remains steadfast in keeping the countryโ€™s airports safe from all forms of illegal activities, even the smallest acts that may hinder normal airport security operations.

PNP REINFORCE PERFORMANCE REVIEW AMONG UNITS TO STRENGTHEN OPERATIONAL ACCOUNTABILITY

The Philippine National Police (PNP) has once again reminded all unit heads, regional directors, and provincial leaders to strictly undertake a review of their operational and administrative accomplishments under the Enhanced Managing Police Operations of the PNP Focus Agenda, following recent instances of relief actions within some units. The reminder reinforces earlier directives aimed at ensuring that all offices remain aligned with performance expectations and continue to deliver measurable results in key policing priorities nationwide.

The directive underscores the organizationโ€™s continuing push to raise the bar of police performance across all levels, ensuring that every unit remains aligned with ongoing initiatives such as the Safer Cities Initiative, sustained reduction of focus crimes, and intensified operations against illegal gambling, loose fi****ms, and wanted persons, among others.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., emphasized that the review is part of a continuing effort to strengthen leadership accountability and improve field performance.

โ€œAng layunin natin dito ay masigurong tuloy-tuloy ang pag-improve ng serbisyo ng bawat unit,โ€ he said. โ€

He added that commanders are expected to take ownership of their unitsโ€™ performance and ensure that operational targets are consistently achieved.

โ€œWe are reminding our leaders to take a hard look at their accomplishments and make the necessary adjustments. Kung may kailangang ayusin, ayusin natin agad. Ang mahalaga ay maramdaman ng tao ang resulta ng ating trabaho,โ€ the Chief PNP said.

In line with the directive, personnel and unit leadership found to be underperforming following evaluation may be reassigned or relieved from their posts to give way to more capable officers who can better execute operational priorities.

Following the assessment, the Police Regional Office 1 (PRO1) has issued an order relieving eleven personnel, which includes one provincial director, eight chiefs of police, and two division heads. Earlier, the Police Regional Office 4A also implemented a similar action involving three personnel as part of efforts to strengthen leadership effectiveness and operational performance.

The PNP clarified that these measures are part of continuing reforms to ensure that all units remain responsive, results-oriented, and fully aligned with national policing priorities.

This initiative reflects the PNPโ€™s sustained commitment to disciplined leadership, stronger operational outcomes, and improved public service delivery as it advances Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

The total value of the seized items was placed at around โ‚ฑ900,000.00. The suspect is now under police custody for proper documentation and the filing of appropriate charges.

Patuloy nating paiigtingin ang ating operasyon upang maprotektahan ang publiko,โ€ the Chief PNP said.

He also reminded the public to remain vigilant and report any suspicious fuel-related activities, especially amid the ongoing oil supply challenges.

Ang kaligtasan at kaayusan ay responsibilidad nating lahat,โ€ he added.

The operation underscores the PNPโ€™s strengthened efforts to curb illegal activities affecting essential resources, in line with its Focused Agenda on Enhanced Managing Police Operations, and supports the broader direction of President Ferdinand R. Marcos Jr. in ensuring energy security and public safety.

The PNP, through Maritime Group assures the public of its continued vigilance in safeguarding coastal and maritime areas against unlawful acts, reinforcing its commitment to a service that is responsive and felt by the peopleโ€”Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
