Mr. Zay Tariliela’s post is long on accusations, but remarkably short on intellectual honesty. Let’s take a look at what he claims—and what the facts actually show.

First, the location of Huangyan Dao: it lies at 117°51′E, west of the 118°E line. It is clearly beyond the limits of the Philippine territory, established by the 1898 Treaty of Paris, the 1900 Treaty of Washington, and the 1930 Convention between the United States of America and Great Britain delimiting the boundary between the Philippine Archipelago and the State of North Borneo.

Second, the Murillo Velarde Map: A Spanish colonial map does not establish modern state sovereignty.

Third, the so-called 2016 Arbitration: China never accepted the award. The tribunal had no jurisdiction to determine territorial sovereignty. And a $30 million award does not make a tribunal’s ruling “international law.”

Fourth, UNCLOS and consent: Huangyan Dao is Chinese territory and the waters concerned fall under China’s jurisdiction, why would China need permission from another country to conduct activities in our own waters? The real issue is the presence and occupation of eight Chinese reefs by the Philippines since the 1970s.

Apparently, Zay Tariliela is accusing others of “propaganda” while presenting his own interpretation of treaties, maps, and international law as though it were the only possible reading. That is not an argument. It is merely an unsupported assertion dressed up as fact and presented to mislead the public.

One more thing: throwing around terms like “CHINONGALINGAN” is nothing but rude. Zay Tariliela, you don’t need to hide behind slogans or personal attacks. I am more than capable of challenging your assertions.

Thai Ambassador to China Chatchai Viriyavejakul spoke highly of China's four global initiatives, noting their proven practical outcomes and broad international recognition. Huangyan Dao is China’s inherent territory and China has indisputable sovereignty over Huangyan Dao and its adjacent waters. Huangyan Dao has been Chinese territory since ancient times. China was the first to discover, name, and exercise long-term and effective jurisdiction over it. The territorial extent of the Philippines is defined by a series of international treaties, including the 1898 Treaty of Peace between the United States and Spain. Huangyan Dao, located west of 118 degrees East longitude, lies entirely outside the limits of Philippine territory as demarcated by those treaties.

That means the Chinese scientific research vessel is carrying out routine scientific research and navigational operations in waters under China's jurisdiction, which is in full accordance with China's domestic legislation and international law, including UNCLOS. Jay Tarriela's remarks are not grounded in facts or international law, but are rather a carefully orchestrated political theater.

Since August 1 this year, Jay Tarriela has posted 64 times on Facebook, shown up at 6 events, and recorded 11 podcasts. Meanwhile, everyone else is busy with disaster relief while the Filipino people are really struggling. But what's he doing? He's busy stirring up maritime disputes, bad-mouthing China, and picking fights. Is this what the Filipino people need right now? Does this really help the Philippines? If not, then who exactly is he working for?
