๐Ÿ„๐Ÿƒ Cows, Carabaos, and Cross-Cultural Connections

For almost two years, JICA Volunteer, Dr. NAGASHIMA Hiromi, a veterinarian from Tokyo, worked with dairy cows in Dumaguete City and carabaos at the Philippine Carabao Center in Ubay, Bohol.

Drawing from her experience across Japan, Dr. Nagashima shared her practical knowledge of animal health, disease detection, diagnostics, vaccination, and quarantine with local partners.

Her involvement in investigating a major buffalo disease outbreak highlighted the power of preparedness and collaboration.

More than knowledge, she leaves behind shared experiences and lessons that will continue to support healthier livestock and communities. ๐Ÿ’š

JICA and the Ministry of Health (MOH)โ€“BARMM jointly conducted a three-day Program Structuring Training-Workshop on August 24 to 26, 2026 in Cotabato City. This is the first in a series of capacity-building activities under JICAโ€™s Budget Process Management Support for MOH, led by Mr. HORI Kohei, the JICA-BARMM Advisor on Institutional Development.

The workshop outputs will be further developed through technical training and hands-on coaching on Program Expenditure Classification (PREXC) indicator setting, costing, and indicative procurement planning toward FY2028 implementation-ready budget proposals.

The three-day activity brought together 45 participants from MOH and related institutions, attended by Deputy Minister of Health Dr. Zul Qarneyn M. Abas, JICA Senior Representative HASHIMOTO Hidenori, and representatives from the Ministry of Finance, Budget and Management (MFBM), Bangsamoro Planning and Development Authority (BPDA), Department of Budget and Management Regional Office XII (DBM RO XII), and MOH officials across BARMM, and marked an important step in strengthening MOHโ€™s capacity for program and project planning and budget preparation.

This capacity-building workshop will strengthen the MOHโ€™s results-based program and project design toward the development of implementation-ready FY2028 budget proposals. Participants from the MOH Regional Office, Integrated Provincial Health Offices (IPHOs), and City Health Offices (CHOs) worked on actual program and project ideas by focusing on aligning program objectives and expected results to realistic budgeting and implementation requirements.

Representatives and resource persons from MFBM, BPDA, and DBM RO XII also shared inputs on budget proposal requirements and evaluation frameworks, helping participants better understand how program design connects with planning, budgeting, and public financial management processes.

Eight Filipino government officials from different regions and agencies across the Philippines trained in Japan under JICA's Knowledge Co-Creation Program (KCCP) for Young Leaders on Urban Environmental Management from August 17 to September 3, 2026.

During the program, they learned about Japan's environmental policies, legal frameworks, and local government initiatives, with a focus on waste management and water pollution control. Through lectures, site visits, and discussions with Japanese stakeholders, they explored practical solutions and developed action plans suited to their respective institutions. On behalf of the participants, Engr. Janina Alanis Miles Umali, the batch leader, expressed the batch's commitment to making the most of the learning experience in Japan and applying their newfound knowledge to become better public servants who will contribute to the country's development.

In a message for the participants, Senior Representative UENO Yoshiyuki encouraged them to share and apply their learning through practical initiatives for cleaner, healthier, and more sustainable Philippine cities.

JICAโ€™s scholars under the KCCPโ€™s Group and Region Focus (GRF), Country Focus (CF), and Long-Term Training Program (LTTP) schemes are preparing to pursue masterโ€™s and doctoral degrees in some of Japanโ€™s most prestigious universities including, Akita University, Chuo University, GLOBIS University, International University of Japan, Kyushu University, Nagoya University, National Graduate Institute for Policy Studies, Niigata University, Osaka University, University of Tsukuba, Yamagata University, and Yokohama National University.

On 28 August, JICA Philippines hosted the Send-off Ceremony to deepen the scholarsโ€™ knowledge on JICAโ€™s cooperation in their respective sectors and prepare them for their departure to Japan.

Their journey is especially meaningful as Japan and the Philippines celebrate the 70th anniversary of the normalization of diplomatic relations this year. As representatives of the Philippines and their respective agencies, the scholars now become part of this continuing story of friendship and cooperation.

During the ceremony, Senior Representative UENO Yoshiyuki encouraged the scholars to strengthen the bonds between the two countries through the knowledge they gain and the connections they build in Japan. He also encouraged them to remain connected with the JICA Alumni Association of the Philippines upon their return.

A final Joint Coordination Committee (JCC) Meeting was held on September 4 in Makati City prior the last symposium on SATREPS-BaCaDM, where Philippine and Japanese partners reviewed the project's achievements, discussed sustainability efforts, and reaffirmed their commitment to advancing agricultural research and development.

Participated by JICA Senior Representative HASHIMOTO Hidenori, Department of Agriculture โ€“ Bureau of Plant Industry OIC-Assistant Director Geronima Eusebio, Central Luzon State University President Dr. Evaristo Abella, Tamagawa University President Dr. Kazuhito Obara, and SATREPS-BaCaDM Project Chief Advisor Dr. Kyoko Watanabe of Tamagawa University, and attended by 60 stakeholders from the academe and farmer groups, the forum served as a platform for key project members and partners to present the contributions to strengthening disease management in banana and cacao production.

From research to impact, SATREPS-BaCaDM demonstrates how collaborative science, validated in Philippine conditions, can support more resilient farmers, communities, and livelihoods.

The Japan International Cooperation Agency (JICA) and the Department of Public Works and Highways (DPWH) recently signed the Records of Discussion (R/D) for three new Technical Cooperation Projects (TCPs), namely:

โ— The Project for Capacity Development of Road Structures and Large-Scale Bridge Replacement and Rehabilitation;
โ— The Project for Strengthening Urban Drainage Management Capacity in the Philippines; and
โ— The Project for Capacity Building for Comprehensive Development and Management of Road Tunneling Projects in the Philippines

These projects will strengthen DPWH's institutional and technical capacities in the lifecycle management of roads, tunnels, bridges, and urban drainages through sharing of Japanese technical expertise, strengthened coordination, and trainings. Once TCP-shared expertise and outputs are applied later in actual construction, Filipinos can expect a more secure travel along EDSA, reduced flood risk in Buendia-Maricaban area, and improved connectivity through road tunnel networks.

By investing in people, JICA and DPWH seek to ensure that the benefits of cooperation extend beyond individual projects and contribute to resilient public infrastructures and better services for Filipinos.

JICA Philippines congratulates Dr. Gian Paolo Corpuz, Veterinarian III of the Department of Agriculture-Bureau of Animal Industry (DA-BAI), for completing his Masterโ€™s in Public Health at the Nagasaki University School of Tropical Medicine and Global Health, under JICAโ€™s Knowledge Co-Creation Program (KCCP) โ€“ Advanced Training Program for Fostering Global Leaders on Infectious Disease Control to build Resilience against Public Health Emergencies.

Championing the implementation of the One Health Approach in disease surveillance and detection, Dr. Corpuz focused his graduate research on the topic of โ€œUnderstanding Barriers to the Successful Implementation of the Rabies Data Share System (RaDSS).โ€ Through his study, baseline information on the timeliness of reporting, user accessibility, and responsiveness of Philippine Local Government Units (LGUs), can be identified and utilized in reporting of rabies cases, information sharing, and improve government response to outbreaks. Dr. Corpuz also had the opportunity to present the study at the โ€œStakeholdersโ€™ Collaboration for Environmental Protection in Minamata City: Safeguarding the Environment for Future Generationsโ€ during the 65th Global Health Joint Conference, organized by the Japanese Society of Tropical Medicine.

As he returns to the Department of Agriculture, he brings with him valuable knowledge and skills that will contribute to advancing rabies control efforts in the Philippines and safeguarding communities from the threat of this deadly disease.

JICAโ€™s Science and Technology Research Partnership for Sustainable Development Project for the Development of Novel Disease Management Systems for Banana and Cacao (SATREPS-BaCaDM) culminates years of partnership with Banana and Cacao Forum in Davao City from September 1 to 2, 2026.

The events provided venue for the project teams to present breakthrough technologies and practical solutions developed to address plant diseases affecting two of the countryโ€™s most important agricultural commodities: banana and cacao.

Present in the forum were JICA Senior Representative HASHIMOTO Hidenori together with the SATREPS-BaCaDM project team from Tamagawa University and Central Luzon State University led by Dr. Kyoko Watanabe, Chief Advisor of BaCaDM project, and Dr. Ariel Mactal, deputy project director. JICA anticipates that these results will be widely adopted under the leadership of relevant organizations, such as the Department of Agriculture and Davao City Government, and applied to future banana and cacao production initiatives.

JICAโ€™s commitment, reflected through the achievements of the SATREP-BaCaDM project, continues to turn research and innovation into practical solutions that help Filipino farmers protect their crops and livelihoods.

The Imus Retarding Basin, developed under the Imus Sub-Project of the Flood Risk Management Project for Cagayan River, Tagoloan River, and Imus River (FRIMP-CTI), was formally turned over to the Cavite Provincial Government on September 1, 2026, marking an important milestone in strengthening flood risk management in Imus and Bacoor.

The turnover ceremony brought together JICA Chief Representative BABA Takashi and national and local officials including Cavite Governor Francisco Gabriel Remulla, former Cavite Governor and DILG Secretary Jonvic Remulla, DPWH Secretary Vince Dizon, and DPWH Senior Undersecretary Emil Sadain.

A first-of-its-kind flood management reservoir, it provides an important solution by temporarily storing excess floodwater and reducing peak flood discharges before the water is gradually released back to the Imus River. These basins complement the ongoing Cavite Industrial Area Flood Risk Management Project funded by JICA and shield residential areas while securing Cavite's industrial zone.

JICA recognizes that this milestone is only possible with the strong cooperation of DPWH, Cavite Provincial Government, the City Government of Imus, local stakeholders, consultants, and contractors.

More than a transfer of ownership, the facility's turnover represents the shared responsibility and sustained cooperation of Japan and the Philippines for safer, more resilient and climate-adapted communities. ๐Ÿ‡ฏ๐Ÿ‡ต๐Ÿค๐Ÿ‡ต๐Ÿ‡ญ

JICA formally turned over essential medical equipment under the Project for Strengthening Services in Maternal and Child Health and Nutrition Improvement in BARMM (Ina-WataNu BARMM Project) to the Ministry of Health of the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in Cotabato City on August 27, 2026.

Attended by Minister of Health Dr. Kadil Sinolinding, JICA Senior Representative HASHIMOTO Hidenori and representatives from local government units and recipient healthcare facilities, the ceremony marked another milestone in the cooperation between JICA and BARMM Government.

The equipment will help strengthen the capacity of healthcare providers and facilities to respond to maternal and neonatal health needs, contributing to safer pregnancies, healthier newborns, and stronger health systems in BARMM. Recipient healthcare facilities have expressed their strong commitment to utilize and maintain the equipment properly and improve maternal and child health services. Through the Ina-WaTaNu BARMM Project, JICA, MOH-BARMM, local government units, and healthcare workers continue to work together to reduce preventable maternal and neonatal deaths and improve health outcomes for mothers and children across the Bangsamoro region.
