Housing policy doesnโ€™t stop at compliance โ€” it can also have an impact on the price of a home.

Under the balanced housing requirement, developers must allocate a portion of their projects for socialized housing, with different requirements for horizontal and vertical developments.

The discussion on ANCโ€™s The Boardroom also looks at the escrow option and how compliance costs may affect overall project costs. As SHDA Chief Marketing Officer Regina Hahn-Siy explains, the amount involved can ultimately โ€œtrickle down to how much the house will sell for.โ€

SHDA continues to support constructive discussions on how balanced housing compliance can be made more responsive and sustainable, and is open to exploring alternative compliance mechanisms under RA 7279 and working with stakeholders on possible improvements to the Lina Law to further ensure that housing remains affordable, inclusive, and accessible for Filipinos.

During the SHDA Kapihan and Regional Visit Southern Mindanao in Davao City, Ms. Grace Camaganacan, Department Manager III of the Business Development Department - Mindanao of Pag-IBIG, shared the latest housing programs, financing options, incentives, and initiatives supporting the delivery of housing for Filipino families. The discussion also covered developments in housing processes, including efforts toward streamlined permitting and accreditation, updated socialized housing, and financing opportunities.

Engr. Ruby Rose Lora, Technical Assistant I, Zoning Enforcement Division of the Office of the City Planning and Development Coordinator (OCPDC), discussed Davao Cityโ€™s planning and development direction, including the ongoing update of its Comprehensive Land Use Plan for 2028โ€“2040, zoning and land use planning, climate- and disaster-informed development, and opportunities for private sector participation in the planning process.

How long does it take before a housing project can actually be sold?

For housing developers, the process can take years from the acquisition of land to securing a License to Sell. When socialized housing compliance is factored in, the timeline can extend to three years or more.

In ANCโ€™s The Boardroom, SHDA National President Kerwin Padua discussed how regulatory requirements have affected the application process โ€” and how recent changes could help remove some of these hurdles.

SHDA actively advocates for the ease of doing business in the housing sector, including through its work with the Anti-Red Tape Authority (ARTA). The association also supports the digitization of permitting and licensing requirements as a practical step toward faster, more efficient housing delivery.

For an industry tasked with helping address the countryโ€™s housing needs, efficient permitting and sound regulation are essential to delivering homes faster and more effectively.
