CMDF MANDATE / CREATION

The Construction Manpower Development Foundation (CMDF), is an attached agency of the Department of Trade and Industry (DTI) which was created on November 28, 1980, through P.D. 1746, as one of the implementing Boards of the Construction Industry Authority of the Philippines (CIAP). The CMDF is mandated to enhance the competencies and capabilities of the human resources of the Construction Industry. The manpower resources of the industry include: craftsmen, engineers, project managers/supervisors and contractors. CMDF FUNCTIONS

The functions of CMDF are the following (Section 7 of the P.D. 1746):
- Draw-up an overall construction manpower development plan and relevant strategies;
- Develop and implement manpower training programs for the construction industry;
- Formulate and adopt construction skills standards and establish training and certification in coordination with the National Manpower and Youth Council (NMYC) (now TESDA);
- Recommend appropriate policies and measures to rationalize training and export of trained manpower in the construction industry in coordination with the Ministry of Labor and Employment (now the Department of Labor an Employment);
- Develop a funding mechanism in cooperation with the construction industry to enable it to carry out its functions by collecting fees and undertaking income-generating activities;
- Perform such other functions as may be assigned by the Authority. CMDF VISION

Facilitated by Engr. Adrian Servillon, the seminar was attended by 49 construction industry professionals and stakeholders, including representatives from the Engineering Offices of the Iligan City Local Government Unit (LGU), the Department of Public Works and Highways (DPWH) 2nd District Engineering Office, the Mindanao State University โ€“ Iligan Institute of Technology (MSU-IIT) College of Engineering, and local government contractors in Iligan City.

The technical session focused on concrete quality, durability, and construction performance, with particular emphasis on hot-weather concreting. Key topics included the causes of concrete cracking during pre- and post-construction stages, common concrete surface defects, and the factors affecting concrete performance. The discussion underscored the critical role of proper planning, material selection, concrete handling and placement, curing, and quality control in preventing defects and minimizing construction risks.

The seminar also presented practical preventive measures and consolidated the major causes of concrete defects, enabling participants to apply appropriate quality-control practices to actual construction projects.

Overall, the program demonstrated the value of multi-sector collaboration among government agencies, academic institutions, contractors, professional organizations, and industry partners in strengthening technical competency and promoting best practices in concrete construction. Through programs such as this, CMDF and its partners contribute to the development of a competent construction workforce capable of delivering safer, more durable, and higher-quality infrastructure in the Philippines.

Following its first run on July 10, the second run of the training was conducted on August 17, providing CIAP employees with an opportunity to gain basic knowledge and practical experience in drone operations and explore its potential applications in the construction industry.

The training aimed to increase participantsโ€™ awareness of emerging technologies being adopted in the construction sector and provide them with a better understanding of how drone technology may support various functions and activities within CIAP.

Drone technology offers potential applications in areas such as site monitoring, aerial documentation, inspection, mapping, and progress monitoring. Within CIAP, these capabilities may complement activities that require visual documentation and site information. For instance, drones may potentially be used to support the inspection and documentation of CIAP offices, facilities, and buildings, providing aerial imagery that can help in monitoring building conditions, documenting areas that may be difficult to access, and supporting maintenance or assessment activities. Such applications may provide an additional, technology-driven means of gathering visual information and supporting more efficient monitoring and decision-making.

The training provided participants with foundational knowledge on drone components, basic flight operations, safety protocols, and proper handling. Through practical demonstrations and hands-on activities, participants were given an opportunity to better understand the capabilities of drones and their possible integration into existing work processes.

The initiative reflects CMDFโ€™s continuing efforts to promote innovation and digital transformation within the construction industry and to equip CIAP personnel with awareness of emerging technologies that may contribute to more efficient and technology-driven processes.

Through initiatives such as Drone 101, CMDF continues to support CIAP in fostering a workforce that is responsive to technological advancements and prepared to explore innovative solutions for the Philippine construction industry.

The training brought together participants from Cheng Yi Fire Extinguisher Trading to strengthen their technical knowledge and practical competencies in the proper testing, inspection, handling, maintenance, and use of portable fire extinguishers in accordance with applicable ๐—ฃ๐—ต๐—ถ๐—น๐—ถ๐—ฝ๐—ฝ๐—ถ๐—ป๐—ฒ ๐—ก๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐—ฎ๐—น ๐—ฆ๐˜๐—ฎ๐—ป๐—ฑ๐—ฎ๐—ฟ๐—ฑ๐˜€ (๐—ฃ๐—ก๐—ฆ).

DTI-BPS resource speakers led the technical sessions, providing participants with in-depth discussions on Philippine standards, testing methodologies, regulatory requirements, and industry best practices. Their expertise enabled participants to better appreciate the critical role of standards and conformity assessment in ensuring product quality, reliability, and public safety.

Through interactive lectures, technical discussions, and practical demonstrations, participants were equipped with valuable competencies that will allow them to apply their learning in realistic workplace scenarios. By the end of the program, participants had enhanced their competencies to support safer workplaces, improve service quality, and promote greater compliance with national quality and safety standards.

(ACEL), this is an Industry-Supported Program (ISP) that aims to strengthen the leadership capabilities of frontline construction supervisors in managing today's dynamic and high-pressure project environments.

Designed as an intensive one-day leadership development program, the training equipped participants with practical strategies to enhance decision-making, accountability, and team performance through competency-based learning, real-world case scenarios, and structured role-play. The session also addressed workforce management, cultural and generational diversity, safety leadership, and productivity improvement, enabling supervisors to lead cross-functional teams more effectively while driving consistent project performance.

CMDF recognizes ACEL for its continued support in promoting leadership development within the construction industry. By providing learning interventions that addresses the realities of modern construction management, this reinforces the shared commitment of CMDF and ACEL to developing capable supervisors who can lead safe, productive, and high-performing project teams.

Offered by the Association of Carriers and Equipment Lessors, Inc. (ACEL), this is an Industry-Supported Program (ISP) that aims to strengthen the technical competencies of professionals in the construction and heavy equipment sectors.

Designed for professionals involved in mechanical systems design, mobile equipment development, and industrial maintenance, the seminar provided an in-depth understanding of hydraulic power systems, covering the principles of hydraulic power transmission, key system components, open- and closed-loop hydraulic architectures, and circuit simulation techniques applied to mobile equipment.

Participants also enhanced their knowledge of hydraulic circuit analysis, advanced troubleshooting and diagnostics, preventive and corrective maintenance, hydraulic oil care and contamination control, filtration practices, and essential safety procedures. Practical sessions included the inspection and testing of solenoid valves, hydraulic hoses, and accumulators, equipping participants with the skills to improve equipment reliability, minimize downtime, and promote safe maintenance practices in the field.

CMDF thanks ACEL for its continued partnership in delivering relevant, industry-driven learning opportunities that advance the competencies of Filipino construction and engineering professionals. Through collaborative initiatives such as this ISP, CMDF remains committed to developing a highly skilled workforce equipped to meet the evolving demands of the construction and heavy equipment industries.
