CMDF MANDATE / CREATION

The Construction Manpower Development Foundation (CMDF), is an attached agency of the Department of Trade and Industry (DTI) which was created on November 28, 1980, through P.D. 1746, as one of the implementing Boards of the Construction Industry Authority of the Philippines (CIAP). The CMDF is mandated to enhance the competencies and capabilities of the human resources of the Construction Industry. The manpower resources of the industry include: craftsmen, engineers, project managers/supervisors and contractors. CMDF FUNCTIONS

The functions of CMDF are the following (Section 7 of the P.D. 1746):
- Draw-up an overall construction manpower development plan and relevant strategies;
- Develop and implement manpower training programs for the construction industry;
- Formulate and adopt construction skills standards and establish training and certification in coordination with the National Manpower and Youth Council (NMYC) (now TESDA);
- Recommend appropriate policies and measures to rationalize training and export of trained manpower in the construction industry in coordination with the Ministry of Labor and Employment (now the Department of Labor an Employment);
- Develop a funding mechanism in cooperation with the construction industry to enable it to carry out its functions by collecting fees and undertaking income-generating activities;
- Perform such other functions as may be assigned by the Authority. CMDF VISION

MAKATI CITY — The Construction Manpower Development Foundation successfully conducted the Trainers Training and Certification Program (TTCP) Free Public Offering 2026 on 11–14 and 18–19 May 2026 at St. Giles Hotel Makati as part of its continuing efforts to strengthen trainer competencies and enhance the quality of learning delivery within the construction industry.

The program is centered on mainstreaming competency-based learning and instruction across the construction training ecosystem. It aims to ensure that training delivery is aligned with industry competency standards by equipping participants with modern and practical teaching approaches, sound instructional design principles, and effective facilitation techniques to help deliver more engaging and high-quality learning experiences within the construction industry.

A total of 19 individuals successfully completed both the training and assessment and certification components of the program last 18–19 May 2026.

The graduates represented various industry associations and professional organizations, including ASHRAE Philippines, Society of Philippine Electrotechnical Constructors and Suppliers (SPECS), Asian Institute of Construction Project Management Practitioners Inc. (AICPMP), Philippine Constructors Association Inc. (PCA), Philippine Concrete Industry Association (PCIA), BIM Philippines, and CMDF personnel being developed as future trainers.

The diversity of participating organizations reflects CMDF’s continuing efforts to engage and strengthen competencies across the industry’s key sectors and professional disciplines.

Through initiatives such as the TTCP, CMDF continues to advance the professionalization of industry trainers and support the development of a competent, industry-responsive, and globally competitive construction workforce for the Philippines.

CLARK, PAMPANGA, April 25, 2026 — The Construction Manpower Development Foundation (CMDF) successfully conducted a seminar on Equipment Management at the SMX Convention Center in Clark, Pampanga, providing construction and engineering professionals with practical knowledge on effective equipment lifecycle management.

The seminar covered the full scope of equipment management—from selection and acquisition to operation, maintenance, and replacement—while emphasizing lifecycle optimization, repair decision-making, and the application of preventive, predictive, and corrective maintenance strategies. Participants also explored modern tools and systems for monitoring, recording, and managing equipment fleets to improve asset availability, operational efficiency, and productivity.

Through technical discussions, applied exercises, and scenario-based activities, 30 attendees strengthened their understanding of effective equipment management systems and learned how to evaluate maintenance frameworks and develop integrated approaches to fleet and repair management. By the end of the program, participants were expected to demonstrate strong competency in equipment management concepts through a post-training assessment.

The seminar was led by Engr. Efraim Kenneth Perez, who shared valuable industry expertise and practical guidance to support participants in implementing data-driven maintenance strategies for sustainable equipment performance.

Through initiatives such as this, CMDF continues to advance the professional development of construction practitioners and reinforce industry standards in operational excellence.

DASMARIÑAS, CAVITE, April 27-28, 2026 — The Construction Manpower Development Foundation (CMDF), in partnership with BIM Philippines, successfully conducted the Fusion Training Pilot Program for the Technological University of the Philippines (TUP)–Cavite as part of its continuing digitalization and academe-linkage initiatives.

The two-day program was participated in by 28 Civil Engineering students and 11 faculty members, providing participants with foundational exposure to Building Information Modeling (BIM) concepts through Autodesk Fusion and parametric 3D modeling.

Designed as an entry-level intervention, the training aimed to develop core modeling competencies that serve as the foundation for more advanced BIM workflows and digital construction applications. Through guided hands-on exercises, participants learned constrained sketching, part modeling, and basic assembly modeling while gaining an appreciation of precision, spatial relationships, and component interaction within a system. Basic rendering and visualization techniques were likewise introduced to strengthen participants’ ability to communicate design intent and better understand digital design processes.

TUP-Cavite was identified as one of CMDF’s pilot academe partners due to its demonstrated openness to innovation, digital learning, and industry-linked developmental initiatives. The pilot forms part of CMDF’s broader efforts to strengthen BIM awareness and digital readiness among higher education institutions offering engineering and construction-related programs.

Beyond technical capability-building, the initiative also supports CMDF’s broader objective of encouraging more young Filipinos to consider careers in the construction industry. Industry discussions and studies have pointed to growing challenges in attracting young talent into the sector, particularly due to perceptions surrounding working conditions and the nature of construction work. In response, CMDF and its partners are exploring digitalization and emerging technologies as pathways to help reposition the industry as more innovative, technology-driven, and future-oriented for the younger generation.

Insights and lessons from the pilot implementation are expected to guide the future rollout and refinement of similar initiatives across other partner institutions in support of the construction industry’s continuing digital transformation and stronger academe-industry collaboration.

Should the Fusion Training Pilot series prove successful, CMDF and BIM Philippines plan to roll out more structured supplemental training pathways to help prepare students for entry-level BIM-related roles such as Junior BIM Modeler, BIM Support Staff, or BIM Coordination Assistant.

CLARK, PAMPANGA, April 23, 2026 — The Construction Manpower Development Foundation (CMDF), in partnership with the Philippine Concrete Industry Association - PCIA , conducted the Introduction to Concrete Petrography seminar at the SMX Convention Center Clark.

The one-day program brought together 34 engineers, materials scientists, and construction professionals to deepen their understanding of the relationship between geology, concrete materials, and structural performance.

Led by industry experts Ms. Leonila M. Bron, Chelly Mei N. Tanpoco, Nancy R. Aguda, and Maria Elizabeth S. Laus, the seminar provided participants with practical knowledge on aggregates, minerals, cement types, testing methods, and strategies for assessing and improving concrete durability.

Participants gained valuable insights into diagnosing concrete deterioration, evaluating material suitability, and applying mitigation measures to address challenges such as aggregate reactivity, carbonation, and environmental impacts.

Through this initiative, CMDF and PCIA continue to equip construction professionals with specialized technical expertise that supports stronger, safer, and more resilient infrastructure development.

DASMARIÑAS CITY, CAVITE, April 14, 2026 — The Construction Manpower Development Foundation (CMDF) conducted the Drone 101: Basic Drone Operations Seminar for the Bureau of Fire Protection (BFP)–Dasmariñas Fire Officers at the Construction Manpower Development Center (CMDC) in Dasmariñas, Cavite.

This initiative marks CMDF’s first collaboration with the BFP, building on its earlier partnership with the Department of Labor and Employment (DOLE), where drone technology was introduced to enhance the capabilities of labor inspectors in conducting site inspections. Applying the same principle, CMDF and BFP R4A Dasmariñas City Fire Station are now jointly exploring how emerging technologies, such as drones, can be effectively leveraged for fireground assessment, disaster response, and emergency operations.

Recognizing the growing value of drone technology in public safety, the program was designed to equip participants with essential knowledge and practical skills in basic drone operation, safety protocols, and its application in firefighting and emergency response scenarios.

The one-day training brought together ten (10) Fire Officers, providing them with a comprehensive introduction to drone technology. The session was facilitated by Mr. Cataquian and Engr. Gredoña, who guided participants through key operational concepts, safety protocols, and real-world applications. The session also included hands-on drone flying exercises, allowing participants to directly apply what they learned and gain practical experience in basic drone controls and maneuvering.

Beyond basic operations, the program emphasized the importance of integrating drone technology into firefighting and rescue efforts. Drones enhance situational awareness by delivering real-time aerial visuals, enabling responders to assess incidents more effectively and make timely, informed decisions. They are particularly useful in identifying fire hotspots, monitoring fire spread, and accessing hazardous or hard-to-reach areas, ultimately improving both operational efficiency and personnel safety.

Conducted with the shared objective of strengthening drone operation competencies, the initiative supports the long-term development of a future-ready, technology-enabled firefighting and emergency response workforce. The session concluded with strong interest from participants to further advance their skills through Drone 102: Advanced Drone Operations, as well as the potential rollout of Drone 101 training in other BFP offices to expand its reach and impact.

Please be advised that the 2nd floor offices of the Construction Industry Authority of the Philippines (CIAC, CMDF, and PODCB) will continue to be temporarily closed due to the ongoing repair of electrical wires.

To ensure the safety of employees, the aforementioned offices are adopting a remote work arrangement from March 30 to April 10, 2026.
