Matapos ang mahigit tatlong dekada, ganap nang hawak ng mga miyembro ng tatlong asosasyon
mula sa Marikina City ang katibayan ng pagmamay-ari ng lupang kanilang tinitirhan matapos silang opisyal na pagkalooban ng mga titulo ng Social Housing Finance Corporation (SHFC) at Department of Human Settlements and Urban Development (DHSUD) ngayong araw, Agosto 27.

Sa pangunguna nina DHSUD Secretary Jose Ramon Aliling, SHFC President and CEO Federico Laxa, at Marikina City 2nd District Rep. Atty. Miro Quimbo, iginawad ang 73 titulo—36 sa kababaihan at 37 sa kalalakihan—sa mga miyembro ng Solid Santan HOA, Inc., Samahang Pinagkaisang Maralita ng Santan HOA, Inc., at The Juancho Pacheco HOA, Inc. sa isinagawang seremonya sa Fortune Barangay Hall bilang bahagi ng pagdiriwang ng ika-38 anibersaryo ng
Community Mortgage Program (CMP).

Ang seremonya ay bahagi ng patuloy na pagsusulong ng DHSUD at SHFC sa mga programang pabahay sa ilalim ng Expanded Pambansang Pabahay para sa Pilipino (4PH) Program ng administrasyon ni Pangulong Ferdinand Marcos Jr.

Sa kanyang mensahe, binigyang-diin ni President Laxa na ang title awarding ay sa kanyang pinakapaboritong okasyon dahil dito niya nakikita ang tunay na saya ng mga benepisyaryo. Aniya, “Dito ko talaga nakikita na napakasaya ng mga tao. Very appreciative ang mga
benepisyaryo—nakikita mo talagang nakangiti sila at masayang-masaya sa pagkuha ng titulo.” Dagdag pa niya, ayon mismo sa mga benepisyaryo, ang CMP ay isang programang may puso.

Samantala, ipinunto naman ni Atty. Miro Quimbo ang kahalagahan ng pagkakaroon ng sariling tahanan para sa bawat pamilya. Aniya, “Ang pabahay talaga ang pinakamahalagang bagay para sa ating lahat. Bagamat mas marami tayong natatanggap na batikos kaysa papuri, isipin na lang natin na sa bawat tahanan at bawat bahay, naroon ang walang humpay na kaligayahan at katahimikan na hatid ng ating programa.”

Nagpaabot naman ng suporta at pasasalamat si Fortune Barangay Captain Rafael Teope, na isa
rin sa mga tumanggap ng titulo.

Nagpasalamat din ang mga pangulo ng tatlong asosasyon—sina Felisa Hernandez ng Solid Santan HOA, Inc., Elpidio Felipe ng Samahang Pinagkaisang Maralita ng Santan HOA, Inc., at Ricardo Calunsag, Jr. ng The Juancho Pacheco HOA, Inc.—sa pagkakaloob ng mga titulong matagal nilang pinagsikapang makamit at bayaran.

Dumalo rin sa pagdiriwang mula sa DHSUD sina Senior Undersecretary Eduardo Robles, Jr., Director Mario Mallari, at Director Paul Ray Hong, kasama ang mga opisyal at kawani ng SHFC na sina Acting Executive Vice President Atty. Leo Deocampo, Mega Manila Vice President Engr. Elsa Juliana Calimlim, Finance and Comptrollership Vice President Dante Anabe, Accounts Management Cluster – NCR Central, North and Substitution Vice President Prandy Vergara, Treasury Vice President Jason Yap, at High Density Housing Head Joseph Eisma.

𝐑𝐄𝐀𝐃 | Through the Strategy for the Inclusive Mainstreaming of People’s Living Entitlements (SIMPLE) Program, the Social Housing Finance Corporation (SHFC) and the Intramuros Administration (IA) successfully relocated 193 informal settler families from the Banana Island Community in Manila to their new homes in Morong, Rizal.

The families have joined the Intramuros Community Homeowners’ Association, Inc. in Sitio Tukip, Barangay Lagundi, where nearly 200 families previously relocated from the Balon and Pagong communities in November 2024 have also settled.

Through this project, SHFC and the IA provide informal settler families with secure land tenure, improved living conditions, and long-term livelihood opportunities, while supporting efforts to preserve the historical integrity and heritage of the Walled City.

𝐒𝐇𝐅𝐂 𝐜𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐞𝐬 𝟑𝟖𝐭𝐡 𝐂𝐌𝐏 𝐚𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲 𝐰𝐢𝐭𝐡 𝐥𝐚𝐧𝐝 𝐭𝐞𝐧𝐮𝐫𝐞 𝐚𝐧𝐝 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐥𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐢𝐧 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐂𝐢𝐭𝐲

ZAMBOANGA CITY–– The Social Housing Finance Corporation (SHFC), under the leadership of President and CEO Federico Laxa, marked the 38th anniversary of the Community Mortgage Program (CMP) with back-to-back initiatives promoting urban poor empowerment in Zamboanga City on August 18–19.

On August 18, the SHFC Zamboanga Branch, in partnership with the Department of Human Settlements and Urban Development (DHSUD) Region IX, the Zamboanga city government, and the Confederation of Zamboanga City Homeowners’ Association, Inc., conducted "HOAnWay: The Road to HOA Compliance under the 2024 Revised IRR of RA 9904” in Barangay Tetuan.
Led by Zamboanga Branch Manager Gina Lumbre, the orientation-workshop guided CMP communities in strengthening local governance and complying with updated regulations.

It also featured the ceremonial awarding of 23 land titles to 11 female and 12 male beneficiaries from the CIUPD HOAI and St. Peter’s Compound HOAI, providing families with secure land tenure after years of collective effort.

Meanwhile, on August 19, SHFC joined hands with the Department of Labor and Employment (DOLE) Region IX and the Presidential Commission for the Urban Poor (PCUP) to turn over a ₱1.4 million community-based water refilling station in Boalan, Zamboanga City.

Funded through the DOLE Integrated Livelihood Program (DILP), the project addresses limited access to safe and affordable drinking water across three SHFC project sites while creating sustainable livelihood opportunities. The Boalan Homeowners Federation, composed of an 18-member cooperative—17 women and one man—was selected as the grant recipient based on the community’s needs and its strong commitment to gender-inclusive leadership.

The social enterprise is expected to benefit 667 families through affordable drinking water and long-term income opportunities.

The turnover was attended by PCUP CEO and Chairperson Michelle Anne Gonzales and DOLE Region IX Regional Director Albert Gutib and representatives from other partner agencies.

These initiatives reflect the legacy of the CMP’s 38-year journey under the “Bahay, Buhay, Magandang Kinabukasan,” demonstrating that the program goes beyond providing land tenure by helping communities build sustainable livelihoods and more resilient futures.

𝗣𝗔𝗡𝗢𝗢𝗥𝗜𝗡 | Sa pagdiriwang ng ika-38 taon ng Community Mortgage Program (CMP), opisyal nang iginawad ng Social Housing Finance Corporation (SHFC) at Department of Human Settlements and Urban Development (DHSUD) ang tseke para sa pambili ng lupang kinatitirikan ng tatlong komunidad sa Naga City, Camarines Sur.

Kabilang sa mga komuninad na natupad na ang pangarap na magkaroon ng seguridad sa paninirahan ang Mabolo Village Homeowners' Association, Inc. (HOAI) Phases 1 at 2, at ang Saint Joseph HOAI.

Sa tulong ng ECMP, nabigyan ng SHFC ng kapanatagan ng loob ang mahigit 400 pamilya mula sa tatkong samahan.

Samahan ninyo kami at tunghayan ang nakakaantig na kuwento nina Rowena, Marissa, at Nilo at kung paano nila natupad ang kanilang pangarap na magkaroon ng sariling tahanan sa tulong ng SHFC.

Sa tulong ng programang ito sa ilalim ng Expanded Pambansang Pabahay para sa Pilipino (4PH) Program ni Pangulong Ferdinand Marcos Jr., layunin nitong tiyakin na mabigyan ng disente, abot-kayang pabahay at iangat ang antas ng pamumuhay ng bawat pamilyang Pilipino.

The Social Housing Finance Corporation (SHFC) received strong support from members of the House of Representatives during today’s Committee on Appropriations briefing on the proposed FY 2027 budget of the Department of Human Settlements and Urban Development (DHSUD) and its attached agencies.

Several lawmakers recognized SHFC’s continuing efforts to provide safe, decent, and affordable housing for low-income Filipino families through its various housing initiatives under President Ferdinand Marcos, Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, implemented by the DHSUD under the guidance of Secretary Jose Ramon Aliling.

Quezon City 6th District Rep. Marivic Co-Pilar lauded SHFC under the leadership of President and CEO Federico Laxa for prioritizing onsite development through the Enhanced Community Mortgage Program (ECMP).

“Sa SHFC ang pinaka-maganda, ’yung hindi pa uso ang Expanded 4PH nandiyan na ang CMP at ngayon ay inenhance ang Community Mortgage Program through Pres. Laxa. Ito yung kapag na-demolish, aalisin ka, ililipat ka sa ibang lugar, pero because of Enhanced Community Mortgage Program, onsite ang mga housing projects, hindi nadi-displace 'yung mga pamilya. I move for the increase of budget of SHFC and other attached agencies of SHFC,” she said.

Marikina City 2nd District Rep. Atty. Miro Quimbo, meanwhile, praised SHFC’s problem-solving approach and institutional integrity under President Laxa.

“Itong ating CMP sa ilalim ng Social Housing Finance Corporation. Genuinely, I think [Pres. Laxa] represents a bureaucrat who is able to find solutions. Kapag may problema, parating may sagot. Nagpapasalamat ako kay CEO Laxa na wala kaming nilapit sa kanya na hindi ginawan ng solusyon. At lahat po ’yan ang CMP, so wala pong kalokohan diyan, wala pong pinagkakaitaan.
’Yan po ay serbisyo lang na matagal nang inaasam-asam ng ating mga kababayan,” he said.

Cagayan de Oro 2nd District Rep. Rufus Rodriguez shared his positive experience with the CMP and expressed his support for SHFC’s proposed 2027 budget.

“During the time of Vice President Noli De Castro, SHFC acquired many properties in Cagayan de Oro. You acquired properties in different barangays, and the Vice President went there to award the titles. You then developed the properties, and the beneficiaries paid on a monthly basis. That was a very good experience. Now, I agree with the ₱4.660-billion budget for the Enhanced Community Mortgage Program. We have to do that to ensure that our poor residents who need lots and houses will be given the opportunity to have them,” he said.

Quezon City 5th District Rep. Patrick Michael Vargas highlighted the direct impact of SHFC’s housing initiatives on his constituents, particularly in Novaliches, where many families face economic hardship.

“I am just here to manifest my support sa agency na ito. Sa DHSUD, hindi ninyo po nakalimutan ang aking distrito, District 5, Quezon City, Novaliches, where we have a large number of constituents living below the poverty line. With the help of SHFC, kay Pres. Laxa, na mukhang ang dami niyo pong natulungan dito, this year we are opening 300 units in the district, and next year, another 1,200 units,” he said.

The expressions of support come as DHSUD and SHFC seek adequate funding to sustain their housing initiatives and reach more families in need of secure, decent, and affordable homes.

SHFC is seeking approximately ₱4.6 billion for FY 2027 to expand its programs and respond to the growing demand for shelter financing. Aside from the ECMP, SHFC implements vertical housing projects in urbanized areas across the country, as well as the High Density Housing (HDH) Program for families living along waterways in Metro Manila. SHFC also partners with the Department of Transportation (DOTr) on resettlement projects for families displaced by the North-South Commuter Railway Extension Project and with the Intramuros Administration on housing for families affected by the rehabilitation of the Walled City.

The SHFC contingent at the briefing was led by President Laxa and Acting Executive Vice President Atty. Leo Deocampo.
