In the Philippines, under the Constitution, a majority of all Senate members constitutes a quorum to do business. Since there are 24 senators, at least 13 senators must be present.
• If there is no quorum (fewer than 13 present): The Senate cannot conduct legislative business. Those present may only adjourn the session or compel the attendance of absent members according to Senate rules.
• If a quorum still exists despite the majority bloc’s absence: The Senate may continue its session and transact business.
• Senators who are absent without sufficient cause may be subject to measures authorized by Senate rules, including being compelled to attend.
