1503CDC Pays Courtesy Call to DPWH Caraga Regional Office

August 11, 2026 | Butuan City โ€” Personnel of the 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, together with Sgt Bonifacio Cebuala (Inf) PA, Training NCO, and Cpl Kenneth Jumamil (Inf) PA, paid a courtesy call to Hon. Sabeniano D. Caliao Jr., OIC, Regional Director of the Department of Public Works and Highways (DPWH) Regional Office XIII.

The courtesy visit was conducted to express the 1503CDC's sincere appreciation to DPWH Caraga for its invaluable support in the implementation of the construction of two buildings at Headquarters 1503CDC, Brgy. Magpayang, Mainit, Surigao del Norte, funded through the TIKAS Project.

The 1503CDC extends its gratitude to DPWH Caraga for its continued partnership and support in strengthening the facilities and capabilities of the Philippine Army's Community Defense Program in the Caraga Region.

1503CDC Commemorates the 77th International Humanitarian Law (IHL) Commemoration

03 August 2026 | Mainit, Surigao del Norte โ€“ Personnel of the 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, together with the reservist personnel of the 1503rd Ready Reserve Infantry Battalion (1503RRIBn) and the ROTC Cadets of Surigao del Norte State University (SNSU)โ€“Mainit Campus, participated in the Flag Raising Ceremony in observance of the 77th International Humanitarian Law (IHL) Commemoration held at Headquarters 1503CDC, Brgy. Magpayang, Mainit, Surigao del Norte.

As part of the ceremony, the participants solemnly recited the Revised International Humanitarian Law Pledge, reaffirming their commitment to uphold and promote the principles of humanity, protect human dignity during armed conflict, and respect International Humanitarian Law. LTC Bayon also delivered the message of GEN ANTONIO G NAFARRETE PA, Chief of Staff, Armed Forces of the Philippines, emphasizing the AFP's steadfast commitment to the promotion, observance, and application of International Humanitarian Law in the performance of its constitutional mandate.

This activity highlights the continued dedication of 1503CDC in fostering discipline, professionalism, and respect for human rights and the rule of law among its personnel, reservists, and ROTC cadets.

July 26, 2026 | Mainit, Surigao del Norte โ€“ The 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, successfully hosted the Quarterly Mustering of the 1503rd Ready Reserve Infantry Battalion (1503RRIBn) headed by LTC ROMEL C DE LA CRUZ PA (RES), Acting Battalion Commander.

The activity primarily focused on the accounting and updating of reservists' records, ensuring that personnel information remains accurate and current to support the effective administration and operational readiness of the battalion.

As part of the program, Ms. Zenda C. Camacho, Fiscal Controller of PHILHEALTH Surigao City, conducted an information drive on the Yakap Program, providing the officers and enlisted reservists with valuable updates on healthcare benefits, membership services, and programs available to them and their qualified dependents.

The activity underscores the commitment of the 1503CDC to maintaining a responsive and mission-ready reserve force while promoting the welfare of its personnel through continuous coordination with partner government agencies.

23 July 2026 | Alegria, Surigao del Norte โ€“ Personnel of the 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, together with the Advance ROTC Cadets and Cadettes of the Surigao del Norte State University (SNSU) Mainit Campus ROTC Unit, actively participated in the Municipal-Wide Clean-Up Drive and Canal Dredging conducted in the Municipality of Alegria.

The activity was spearheaded by the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Alegria, under the leadership of Hon. Dominador G. Esma Jr., Municipal Mayor and Chairperson of the Municipal Disaster Risk Reduction and Management Council (MDRRMC).

Also present during the activity was Hon. Nicanor D. Ape, Barangay Captain of Barangay San Juan, Alegria, Surigao del Norte, together with members of the Barangay Council and community volunteers who joined hands in promoting environmental protection, flood prevention, and community resilience.

The activity underscores the importance of collaboration among the Local Government, the Philippine Army, ROTC cadets, Barangay Officials, and the community in advancing environmental stewardship, volunteerism, and disaster preparedness toward building a safer, cleaner, and more resilient Alegria.

Gotinga, MD, FPPS, Medical Center Chief II.

Also present during the signing ceremony were Atty. Clayton Edgar M. Delgado, CAO, CRA-HOPSS; Ms. Jacqueline A. Macalino, SWO IV, CRH-MSW; and Mr. Ronil Salmayor, Finance Officer, CRH. 14 July 2026 | Surigao City, Surigao del Norte โ€“ Personnel of the 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, together with MAJ JULIUS A ELLEZO (INF) PA, Deputy Director, paid a courtesy call to Dr. Cheryl A. Gotinga, MD, FFPS, Medical Center Chief II of Caraga Regional Hospital.

The meeting focused on the finalization and scheduling of the Memorandum of Understanding (MOU) signing between Caraga Regional Hospital and the 15th Regional Community Defense Group (15RCDG), RESCOM, Philippine Army, through the 1503CDC.

The proposed partnership aims to strengthen collaboration in providing quality healthcare services, medical support, and health-related programs for Reserve Force personnel, ROTC cadets, and other stakeholders. It also seeks to enhance cooperation in humanitarian assistance, disaster response, medical training, and other community-based initiatives that promote public service and nation-building.

09 July 2026 | Surigao City, Surigao del Norte โ€“ Personnel of the 1503rd Community Defense Center (1503CDC), led by LTC RODEL C BAYON GSC (MI) PA, Director, accompanied by 1LT ELMER R HIPOLITO PA (RES), Company Commander, "C" Coy, 1503 RRIBN, conducted an advocacy meeting with Dr. Karen L. Galanida, CESO V, Schools Division Superintendent of the Department of Education (DepEd), Surigao del Norte, to discuss the proposed integration of the ROTC Information Campaign for graduating Senior High School students in Surigao City.

Also present during the meeting were Dr. Segundino A. Madjos Jr., Ed.D., CESO VI, Assistant Schools Division Superintendent, and Ms. Marienelle R. Recamara, PDO I, DepEd Surigao del Norte.

The discussion highlighted the importance of strengthening the partnership between the Philippine Army and the Department of Education in promoting awareness of the Reserve Officers' Training Corps (ROTC) Program. The initiative aims to educate graduating Senior High School students on the value of ROTC in developing leadership, patriotism, discipline, and civic responsibility while encouraging them to become active contributors to nation-building.
