Subject: Statement on the Shooting Incident at Barangay Linibunan, Madrid, Surigao del Sur
To the Citizens of Madrid, Surigao del Sur,
It is my duty to inform you of a serious incident that transpired last night. At approximately 11:37 PM on July 6, 2024, a concerned citizen reported a shooting at the Tennis Court in P-5, Barangay Linibunan. The victim, Mr. Jimmy M. Daray, a 48-year-old District Head of the Land Transportation Office (LTO) in Tandag City and resident of P-4, Barangay Mangga, Madrid, sustained multiple gunshot wounds. He was promptly taken to Madrid District Hospital and subsequently referred to Adella Serra Ty Memorial Medical Center in Tandag City, and later transferred to Davao City. We are relieved to report that Mr. Daray is currently in stable condition.
Preliminary investigation indicates that Mr. Daray and his companions were gathered beside the tennis court when an unidentified suspect, wearing a black jacket and bonnet, approached from approximately 13 meters away and discharged several shots. Mr. Daray attempted to seek cover but was struck in the neck, right palm, and right leg. His companion, Mr. Reynaldo V. Badiang, sustained a minor injury from a splinter. The suspect fled the scene on a black XRM motorcycle with an unidentified accomplice.
The Philippine National Police (PNP) personnel, led by PLT Arnel R. Pejo, promptly responded to the incident. Ongoing efforts include a thorough investigation, manhunt operations, and checkpoints to identify and apprehend the suspect. The Scene of the Crime Operatives (SOCO) team, led by PCAPT Welvor B. Ilaygan, has collected critical evidence from the scene, including multiple empty shells and a pair of eyeglasses belonging to the victim.
We unequivocally condemn this act of violence in the strongest possible terms. Such actions have no place in our community, and we will not tolerate any threats to the safety and security of our citizens.
We extend our support to the families of Mr. Daray and Mr. Badiang during this challenging time. The local government is committed to ensuring that justice is served and will fully support the ongoing investigation.
