CSWDO CONDUCTS RICE STUBBING FOR BANTAY BAYAN RICE SUBSIDY AND FACED ASSESSMENT FOR MABALAQUENIAN SCAVENGERS 💙❤️

LOOK — The City Social Welfare and Development Office (CSWDO) conducted rice stubbing on October 23, 2026, at Jade Hall, Xevera Lot Only, Barangay Tabun, Mabalacat City, in preparation for the distribution of rice subsidy allowances to Mabalaquenian Bantay Bayan members. On the same day, the CSWDO also conducted a Family Assistance for Community Empowerment and Development (FACED) Assessment for Mabalaquenian scavengers to assess their circumstances and identify their needs for appropriate social welfare assistance.

The rice stubbing activity aims to ensure the organized preparation and proper allocation of rice subsidies for Bantay Bayan personnel in recognition of their contributions to maintaining peace, order, and community safety.

The initiative acknowledges the support and assistance of the National Government in providing the rice subsidy allowance, which serves as additional support for Bantay Bayan members in recognition of their service to their communities.

The activities were conducted under the leadership of City Mayor Gerald Guttrie M. Aquino, with the support of City Vice Mayor Jun Castro and the members of the Sangguniang Panlungsod. These were facilitated by the CSWDO team, led by CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, and spearheaded by CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW, together with social workers and other personnel.

The initiative also recognizes the continuing collaboration of the Provincial Government of Pampanga, under the leadership of Governor Lilia “Nanay” Pineda and Vice Governor Delta Pineda, and the Department of Social Welfare and Development Field Office III (DSWD FO III) City Link Team, led by Mr. Jerald Yutuc, under the leadership of Regional Director Venus F. Rebuldela.

The activities likewise received support from barangay officials and Ms. Leni Rabino, NANAY Community Head in Pampanga, whose assistance contributed to coordination and implementation.

Through these initiatives, the CSWDO continues to strengthen its commitment to delivering social welfare services and assistance to various sectors of the community. CSWDO EMPOWERS SOLO PARENT APPLICANTS THROUGH WEEKLY ORIENTATION 🩷

MABALACAT CITY — The City Social Welfare and Development Office (CSWDO) continues to strengthen its support for solo parents through its weekly Solo Parent Orientation, attended by thirty (30) applicants on October 22, 2026, at Jade Hall, Xevera Lot Only, Barangay Tabun, Mabalacat City.

Conducted every Thursday, the orientation serves as an avenue for solo parent applicants to learn more about their legal rights, benefits, responsibilities, and the various programs and services offered by the City Government and other concerned agencies.

The activity was facilitated by the CSWDO Solo Parent Unit, headed by Ms. Agatha Basilio, together with the unit staff, under the supervision of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM.

A key component of the session was the discussion on Republic Act No. 11861, or the Expanded Solo Parents Welfare Act, led by CSWDO staff member Ms. Cerone Amir M. Velasco, CSWDO Social Media Account Officer. The discussion highlighted the law's important provisions, particularly the additional benefits, assistance, and social protection measures available to qualified solo parents.

Participants were also guided on the qualifications, requirements, and responsibilities associated with solo parent recognition, helping them better understand how to access available benefits and maximize the support provided by government programs.

Through its continuing weekly orientation, the CSWDO remains committed to empowering solo parents through information dissemination, awareness-building, and improved access to essential social welfare services. CSWDO FACILITATES HONORARIA PAYOUT FOR VAWC BARANGAY DESK OFFICERS 💙❤️

MABALACAT CITY — Twenty-seven (27) Violence Against Women and Children (VAWC) Barangay Desk Officers received their September honoraria on October 21, 2026, through the monthly salary subsidy payout in recognition of their essential role in protecting women and children and providing support within their respective communities.

The payout was conducted under the leadership of City Mayor Gerald Guttrie P. Aquino, with the support of City Vice Mayor Jun Castro and the members of the Sangguniang Panlungsod, reaffirming the City Government’s commitment to supporting frontline workers dedicated to preventing and addressing violence against women and children.

Through the guidance of the City Social Welfare and Development Office (CSWDO), headed by Ms. Josephine B. Tanglao, RSW, MMPM, the city continues to strengthen programs and support mechanisms that promote the protection, safety, and well-being of individuals and families affected by abuse and violence.

The release of honoraria was facilitated through the City Treasurer’s Office as part of the regular financial support provided to VAWC Barangay Desk Officers, who serve as frontline responders and help connect victims and their families with appropriate assistance and services at the barangay level.

Beyond financial assistance, the initiative recognizes the dedication, compassion, and commitment of these officers in promoting awareness, protecting vulnerable individuals, and fostering safer and more responsive communities.

LOOK — The City Social Welfare and Development Office (CSWDO) continued the implementation of the Family Assistance Card in Emergencies and Disasters (FACED) Assessment for 13 barangay tanods representing 27 barangays in Mabalacat City on October 21, 2026, at Jade Hall, Xevera Lot Only, Barangay Tabun.

The activity was conducted under the leadership of City Mayor Gerald Guttrie M. Aquino, with the support of City Vice Mayor Jun Castro and the members of the Sangguniang Panlungsod. It was facilitated by the CSWDO team led by CSWDO Head Ms. Josephine B. TAGAYTAY CITY — City Social Welfare and Development Office (CSWDO) Head Ms. Josephine B. Tanglao, RSW, MMPM, presented the office’s proposed budget for Fiscal Year 2027 during the budget deliberation held on October 21, 2026, in Tagaytay City.

The presentation highlighted the CSWDO’s continuing commitment to strengthening social welfare programs and services for the benefit of Mabalaquenian individuals, families, and vulnerable sectors of the community.

The budget deliberation served as an opportunity to present the office’s proposed funding requirements and priorities in support of its various programs, projects, and activities, ensuring the continued delivery of responsive, accessible, and sustainable social welfare services.

Under the leadership of City Mayor Gerald Guttrie P. CSWDO CONTINUES WEEKLY MILK DISTRIBUTION TO SUPPORT CHILDREN’S NUTRITION IN SELECTED CHILD DEVELOPMENT CENTERS 💙❤️

MABALACAT CITY — The City Social Welfare and Development Office (CSWDO) continues to strengthen its efforts to promote proper nutrition and healthy development among young children through its weekly milk distribution program in selected Child Development Centers (CDCs) across the city.

On October 20, 2026, the CSWDO facilitated the distribution of 75 pieces of 180-ml Jersey pasteurized milk to 300 identified Early Childhood Care and Development (ECCD) beneficiaries as part of its ongoing initiative to provide nutritional support to children during their formative years.

The milk supplies were provided by the Department of Social Welfare and Development Field Office III (DSWD FO III) headed by Regional Director Ms. Venus Rebuldela, RSW, reinforcing the shared commitment to addressing the nutritional needs of children, particularly those from vulnerable and underserved communities.

The activity was facilitated by Ms. Juliet Concepcion, RSW, of the CSWDO, under the guidance and supervision of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM.

CSWDO LEADS ORIENTATION AND ORGANIZATIONAL ALIGNMENT FOR THE ESTABLISHMENT OF THE SDEC IN MABALACAT CITY 💙❤️

LOOK — The City Social Welfare and Development Office (CSWDO) conducted the Orientation and Organizational Alignment for the Establishment and Operationalization of the Special Drug Education Center (SDEC) on October 19, 2026, at Side Griller Restaurant, Barangay Mabiga, Mabalacat City, Pampanga.

With the theme, “Building Partnerships for a Drug-Free Mabalacat City: Introducing the Special Drug Education Center,” the activity aimed to strengthen collaboration among city government offices, barangays, youth representatives, and partner agencies in establishing and operationalizing the SDEC as part of the city's continuing efforts to promote drug prevention and community-based education.

The activity was held under the leadership of City Mayor Gerald Guttrie P. Aquino, with the support of City Vice Mayor Marcos “Jun” Castro and the members of the Sangguniang Panlungsod, particularly Hon. Marjorie Grace M. Sambo, Committee Chair on Social Services, Women and Children, and Gender and Development (GAD); Hon. Victor Rene V. Ong, Committee Chair on Peace and Order; Hon. Patricia Ann Acorda; Hon. Ike Morales; Hon. Errole Jake Soliven; and Hon. Benny Jocson.

CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, delivered the welcome remarks, emphasizing the importance of coordinated efforts in strengthening social welfare initiatives and building a safer, healthier, and drug-free community. Meanwhile, Ms. Dianne Lorin T. Tolentino-LGOO VI of the Department of the Interior and Local Government (DILG) Mabalacat City delivered a special message highlighting the importance of establishing the SDEC.

The program was hosted by the CSWDO Planning and Policy Division, headed by Mr. Ricardo Tuazon, RSW. The opening and context-setting overview was led by Ms. Catherine Tubig, RSW, OIC of the SDEC, who provided the participants with an overview of the initiative and its significance in strengthening the city's drug prevention efforts. Ms. Precious Villanueva, RSW, Social Welfare Officer III (SWO III), introduced the resource speaker for the session.

Mr. Glenn M. Guillermo, Chief of the Preventive Education and Community Involvement Section, served as the resource speaker, leading the discussion on understanding the SDEC and its role in community-based drug prevention and education.

The session covered key topics, including Understanding the SDEC; SDEC Programs and Services; SDEC Team and Stakeholders; and Coordination, Linkage, and Referral Mechanisms. These discussions provided participants with a clearer understanding of the center's functions, the services it intends to deliver, the responsibilities of involved stakeholders, and the importance of establishing effective coordination and referral systems among concerned offices and partner agencies.

The activity also featured Stakeholder Sharing and Discussion: “Mapping Our Network,” which encouraged participants to identify existing resources, strengthen linkages, and explore opportunities for collaboration in implementing SDEC programs and services. An open forum followed, providing participants with the opportunity to raise questions, exchange insights, and clarify concerns regarding the establishment and operationalization of the center.

The session concluded with the awarding of certificates and a token of appreciation, with the participation of WCPU Unit Head Ms. Shiela Joy Velasco, recognizing the contributions and involvement of the resource speaker and other individuals who helped make the activity possible.

Through this initiative, the CSWDO continues to strengthen inter-agency coordination, stakeholder engagement, and community partnerships toward the effective establishment and sustainable implementation of the Special Drug Education Center.
