CSWDO JOINS 2026 GAWAD KALASAG VALIDATION FOR COMPONENT LGUs IN PAMPANGA 💙❤️

Under the leadership of City Mayor Gerald Guttrie M. Aquino, with the support of City Vice Mayor Jun Castro and the members of the City Council, the Mabalacat City Social Welfare and Development Office (CSWDO) participated in the 2026 Gawad KALASAG Validation for Component Local Government Units (LGUs) in Pampanga, held today, September 7, 2026, at the Provincial Disaster Risk Reduction and Management Office (PDRRMO), City of San Fernando, Pampanga.

The activity brought together key national government agencies and local government offices, including the Office of Civil Defense (OCD), Department of the Interior and Local Government (DILG), Department of Social Welfare and Development Field Office III (DSWD FO III), Mabalacat City Social Welfare and Development Office (CSWDO), and the Mabalacat City Disaster Risk Reduction and Management Office (CDRRMO) headed by Mr. Jeffrey Santos, as part of the assessment and validation process for the 2026 Gawad KALASAG.

Representing the CSWDO were CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM; CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW; and CSWDO personnel Mr. Richmond Tanglao and Mr. Rolly Sibal.

The Gawad KALASAG is a national recognition program that highlights excellence in disaster risk reduction and management (DRRM), preparedness, response, and resilience. The validation process provides an opportunity to assess the systems, programs, policies, capabilities, and collaborative mechanisms established by LGUs in ensuring the safety and well-being of their communities.

For the CSWDO, participation in the validation underscores the vital role of social welfare and protection in disaster risk reduction and management. This includes ensuring that the needs of children, older persons, persons with disabilities, families, and other vulnerable and at-risk sectors are considered in disaster preparedness, response, recovery, and rehabilitation.

The activity likewise highlights the importance of strong inter-agency coordination and partnership. The collaboration among OCD, DILG, DSWD FO III, CDRRMO, CSWDO, and other stakeholders strengthens the local government's capacity to provide a coordinated, inclusive, and people-centered response to disasters and emergencies.

With the continued support and direction of the City Government of Mabalacat under the leadership of Mayor Gerald Guttrie M. Aquino, Vice Mayor Jun Castro, and the City Council, the CSWDO remains committed to strengthening social protection and humanitarian response mechanisms and contributing to a safer, more resilient, and disaster-prepared Mabalacat City.

YOKOHAMA TIRE PHILIPPINES, INC. CONDUCTS OCULAR VISIT AT SANTUNGAN BAHAY PAG-ASA 💙❤️

The City Social Welfare and Development Office (CSWDO) welcomed Mr. Patrick P. Pineda, PR and CSR Supervisor of Yokohama Tire Philippines, Inc., during an ocular visit to Santungan Bahay Pag-asa on September 7, 2026, in preparation for the company’s upcoming community outreach program.

The activity was conducted under the supervision of Mr. Aljen L. Supan, RSW II, Officer-in-Charge of Santungan Bahay Pag-asa, and under the guidance and leadership of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM.

The visit focused on assessing the current condition of the facility and identifying the priority needs of the children and the center. The information gathered during the ocular assessment will serve as a basis for Yokohama Tire Philippines, Inc. in determining the appropriate assistance and support that may be provided to Santungan Bahay Pag-asa through its community outreach initiative.

The CSWDO recognizes the valuable role of private-sector partners in supporting programs and services for children and other vulnerable sectors. Through meaningful collaboration, assistance can be better aligned with the actual needs of the beneficiaries and the institutions providing care and protection to them.

PYAP MABALACAT CITY CHAPTER RECOGNIZED AS OUTSTANDING YOUTH ORGANIZATION AT STATE OF THE YOUTH ADDRESS 💙❤️

MABALACAT CITY — The Pag-Asa Youth Association of the Philippines (PYAP) Mabalacat City Chapter was recognized for its exemplary leadership, outstanding service, and significant contributions to youth development and community empowerment during the State of the Youth Address (SOYA) held on September 3, 2026, at the SMX Convention Center, Clark, Mabalacat City.

The recognition was conferred through the Mabalacat City Youth Achievers Award, where PYAP – Mabalacat City Chapter was honored as an Outstanding Registered Youth and Youth-Serving Organization in recognition of its meaningful programs, community initiatives, and continuing efforts to empower young people and promote positive social change.

The award serves as a testament to the organization's commitment to creating opportunities for young people to actively participate in community development and become partners in building a more inclusive and empowered society.

Adding to the recognition, PYAP Mabalacat City Chapter's “Aeta Reads: A Journey to Literacy” project was likewise recognized for its exemplary efforts in developing and implementing an outstanding youth project that significantly contributed to youth empowerment, community development, and the promotion of active citizenship among the youth of Mabalacat City.

The awards were presented during the celebration of International Youth Day 2026, carrying the theme “Different Contexts, Common Aspirations.” The event brought together City Government officials, department and unit heads, youth leaders, and youth-serving organizations from across Mabalacat City in celebration of the accomplishments, aspirations, and contributions of the City's young people.

The occasion was graced by City Mayor Gerald Guttrie P. CSWDO RECEIVES 1,000 KILOGRAMS OF RICE FROM ANONYMOUS DONOR 💙❤️

MABALACAT CITY — Continuing the outpouring of support for families affected by the Southwest Monsoon (Habagat), the City Social Welfare and Development Office (CSWDO) received a generous donation of 200 packs of rice, with each pack containing 5 kilograms, from an anonymous donor.

The donation amounts to a total of 1,000 kilograms or one metric ton of rice, which will be utilized as part of the City's continuing relief efforts for families affected by the recent flooding and adverse weather conditions.

The anonymous contribution reflects the spirit of malasakit and bayanihan, demonstrating that assistance does not always have to come with recognition. Through this generous act, an unnamed donor has chosen to quietly extend help to families who are facing difficult circumstances.

The donated rice will be properly accounted for and distributed by the CSWDO to identified families and communities in need, in coordination with the City's ongoing disaster response and relief operations.

CSWDO RECEIVES RELIEF BOXES FROM CLARK DEVELOPMENT CORPORATION THROUGH A CLARK CARES PROJECT 💙❤️

MABALACAT CITY — Continuing the collective effort to provide immediate assistance to families affected by the Southwest Monsoon (Habagat), the City Social Welfare and Development Office (CSWDO) received 200 relief boxes donated by the Clark Development Corporation (CDC) through its A Clark Cares Project on September 3, 2026.

The donation forms part of the relief efforts under CDC's “Malasakit at Bayanihan” Series, aimed at extending support to families affected by flooding in communities surrounding the Clark Freeport and Special Economic Zone.

Each relief box contains 5 kilograms of rice, two cans of meat loaf, two cans of corned beef, and one pack of biscuits, providing families with essential food supplies during the continuing effects of the Habagat. Based on the acknowledgement receipt, the donation has an estimated value of ₱100,000, or ₱500 per relief box.

The donated relief goods are intended to assist affected families in Barangay Dolores and Barangay Tabun, Mabalacat City, as part of ongoing relief operations responding to the impact of the southwest monsoon.

The donation was formally documented through the CSWDO's Donation/Acknowledgement Receipt, reflecting the continuing partnership between the City Government of Mabalacat and private-sector stakeholders in extending assistance to communities in need.

CSWDO RECEIVES ADDITIONAL MODULAR TENTS FROM DSWD FIELD OFFICE III 💙❤️

MABALACAT CITY — The City Social Welfare and Development Office (CSWDO) continues to strengthen its response to families affected by the Southwest Monsoon (Habagat), as CSWDO personnel and staff received an additional 99 Modular Tents from the Department of Social Welfare and Development Field Office III (DSWD FO III) on September 3, 2026.

The additional shelter assistance comes a day after the CSWDO received 500 Family Food Packs (FFPs) and 99 Sleeping Kits from DSWD FO III on September 2, further expanding the assistance being provided to affected families beyond immediate food and basic necessities.

The provision of the Modular Tents aims to help address the temporary shelter needs of families whose homes have been affected or who may require a safe and temporary place of refuge due to the impact of the Habagat.

This latest augmentation is part of the continuing coordinated response of the City Government of Mabalacat and DSWD Field Office III, following the field assessment, validation, and documentation conducted by the CSWDO Team in various affected barangays on August 17–19, 2026.

The field assessment provided crucial information on the conditions and immediate needs of affected households, allowing the City Government to coordinate with national government agencies and mobilize appropriate resources for disaster response and recovery.

MABALACAT CITY – The Yakap-Bayan Program (YBP) and Multi-Disciplinary Team (MDT) successfully conducted its 3rd Quarter Meeting on September 3, 2026, at Side Griller Restaurant, Brgy. Mabiga, bringing together members of the YBP-MDT and partner stakeholders to discuss program accomplishments, implementation updates, emerging concerns, and upcoming activities aimed at strengthening rehabilitation, aftercare, and community reintegration services.

Representing City Mayor and YBP-MDT Chairperson Hon. Gerald Guttrie P. Aquino, CSWDO Head and YBP-MDT Vice Chairperson Ms. Josephine B. Tanglao, RSW, MMPM, delivered the message of support. She expressed gratitude to the Lord for His continued guidance and acknowledged the unwavering support of Mayor Geld Aquino, City Vice Mayor Hon. Jun Castro, the members of the Sangguniang Panlungsod, and particularly City Councilor Hon. Victor Rene V. Ong, Chairperson on Public Order, Safety and Security and YBP-MDT Core Member, for their continued commitment to the implementation of the program.

The meeting opened with the reading of the previous meeting’s minutes, facilitated by Ms. Catherine E. Tubig, RSW, YBP-MDT Technical Working Group member and Social Welfare Officer III.

A key agenda item was the presentation of the Balay Silangan Accomplishment Report, led by Dr. Ann Mary U. Tolentino, City Health Officer and YBP-MDT Core Member. The presentation highlighted the number of Recovering Persons Who Use Drugs (RPWUDs) enrolled, the number of clients currently undergoing intervention, as well as the completed and ongoing interventions being provided to program beneficiaries.

Dr. Tolentino also provided updates on referrals and rehabilitation services, including the status of clients referred to the Bataan Rehabilitation Center, emphasizing the importance of sustained coordination in ensuring that clients receive appropriate treatment and rehabilitation support.

Meanwhile, Ms. Catherine E. Tubig, RSW also presented updates on the implementation of the SDEC Program, providing the team with relevant information on its continuing activities and implementation.

Adding an important preventive and youth-focused perspective to the discussions, Ms. Elsie S. Dela Cruz, RSW, YBP-MDT Secretariat and Social Welfare Officer II, facilitated a sharing on current trends in drug and substance use among high school students. The discussion underscored the importance of strengthening preventive interventions, awareness initiatives, and collaborative efforts that address emerging risks among young people.

Ms. Dela Cruz likewise presented the schedule of upcoming activities, allowing the members of the YBP-MDT to align their respective commitments and ensure coordinated implementation of the program’s succeeding activities.

The meeting also provided an opportunity for the members to discuss matters concerning Yakap-Bayan aftercare services, monitoring mechanisms, referrals, and inter-agency coordination, reinforcing the need for a clear and responsive referral pathway for individuals undergoing recovery and rehabilitation.

The meeting was attended by members of the CSWDO Secretariat and representatives of the LGU Mabalacat YBP-MDT Core Members, who reaffirmed their shared commitment to strengthening collaboration and enhancing the delivery of comprehensive services for individuals in recovery, rehabilitation, and community reintegration.

The 3rd Quarter YBP-MDT Meeting serves as a vital platform for regular coordination, program monitoring, knowledge-sharing, and collaborative planning. Through the continued commitment of the LGU and its partner agencies, the Yakap-Bayan Program remains focused on providing holistic, sustained, and community-based support that empowers beneficiaries toward sustainable recovery and productive participation in the community.

CSWDO RECEIVES ADDITIONAL FOOD PACKS AND SLEEPING KITS FROM DSWD REGION III 💙❤️

MABALACAT CITY — Continuing its efforts to provide timely and responsive assistance to families affected by the Southwest Monsoon (Habagat), the City Social Welfare and Development Office (CSWDO) received additional augmentation assistance from the Department of Social Welfare and Development Field Office III (DSWD FO III) on September 2, 2026.

The latest augmentation consisted of 500 Family Food Packs (FFPs) and 99 Sleeping Kits, which will be utilized to support families whose homes and daily lives were affected by the recent adverse weather conditions.

The assistance follows the 2,000 Family Food Packs previously received by the CSWDO from DSWD Region III on August 20, 2026, following the field assessment and validation conducted by the CSWDO Team in affected communities across Mabalacat City.
The continuing provision of augmentation assistance underscores the importance of the on-the-ground assessment, validation, and documentation conducted by CSWDO personnel during the height of the Habagat.

These efforts enabled the City Government to identify the immediate needs of affected families and coordinate with partner agencies for appropriate and timely interventions.

The City Government of Mabalacat, under the leadership of City Mayor Gerald Guttrie P. Aquino, City Vice Mayor Jun Castro, and the City Council Members, remains committed to strengthening its disaster response mechanisms and ensuring that no affected family is left without appropriate support during times of need.

CSWDO Provides Food Assistance to Additional Evacuated Families Affected by Habagat in Sapang Biabas 💙❤️

MABALACAT CITY — In response to the effects of the Southwest Monsoon (Habagat), the City Social Welfare and Development Office (CSWDO) extended immediate assistance to additional evacuated families affected in Sapang Biabas, on September 1, 2026.

The relief response is part of the City Government of Mabalacat’s continuing commitment to provide immediate and responsive assistance to families affected by disasters and emergencies, under the leadership of City Mayor Gerald Guttrie M. Aquino, together with City Vice Mayor Jun Castro and the City Council Members.

A total of eleven (11) additional evacuated families affected by Habagat received Family Food Packs (FFPs) from the CSWDO to help address their immediate food needs following the incident. Prior to the distribution of assistance, Family Assistance Card in Emergencies and Disasters (FACED) was conducted by CSWDO personnel to assess the condition and immediate needs of the affected families. The response was carried out under the leadership of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, with operations supervised by CSWDO Operations Head Ms. Elsie Dela Cruz, RSW.

The activity was made possible through the collaborative efforts of CSWDO social workers and personnel, Sapang Biabas Barangay Officials, and the DSWD Field Office (FO) Team, working together to ensure that assistance reached the families in need.
