Under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, and through the collaborative efforts of the City Social Welfare and Development Office (CSWDO) social workers, concerned barangay officials, and law enforcement authorities, a reported missing minor from a neighboring province was successfully located and safely reunited with her family.

Upon receiving a referral and request for assistance from the concerned social welfare office, immediate coordination and verification activities were undertaken to determine the whereabouts of the child. Through inter-agency collaboration and field validation, the minor was located in Pampanga and safely turned over to her parents.

This successful intervention highlights the importance of prompt reporting, community cooperation, and strong coordination among social welfare agencies and law enforcement partners in ensuring the protection and welfare of children.

It also serves as a reminder to parents and guardians of the importance of maintaining open communication and providing proper guidance to their children, especially during their formative years. Early involvement in romantic relationships without adequate parental guidance may expose minors to risks and situations that can affect their safety, well-being, and overall development. Strengthening family communication, supervision, and emotional support remains essential in protecting children and helping them make informed and responsible decisions.

In compliance with child protection laws and confidentiality protocols, identifying information about the minor and the parties involved has been withheld.

The activity gathered officials and employees of the City Government of Mabalacat in a display of unity, patriotism, and commitment to public service. The weekly flag ceremony serves as an avenue to strengthen camaraderie among government personnel and reaffirm their dedication to delivering quality services to the Mabalacat City community.

Led by Ms. Tanglao, CSWDO personnel joined fellow city government employees in paying tribute to the Philippine flag and reflecting on their shared responsibility as public servants in promoting the welfare and development of Mabalacateรฑos.

A total of 2,046 TODA drivers in Mabalacat City received assistance during the DSWD 3rd Batch Cash Relief Assistance (CRA) Payout held on May 28, 2026, at Waltermart Dau, Mabalacat City.

The payout activity was attended by various city officials and stakeholders who expressed their continued support for the transport sector. In her message, CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, extended her heartfelt gratitude to City Mayor Gerald Guttrie P. Aquino, Vice Mayor Jun Castro, the members of the City Council, and DSWD Field Office III for their unwavering support and partnership in providing assistance to TODA drivers and their families.

City Mayor Gerald Guttrie P. Aquino delivered an inspiring message highlighting the continuous progress and development projects in Mabalacat City. He emphasized the importance of the Waltermart venue while sharing updates regarding the upcoming convention center project targeted for next year. The Mayor also discussed several ongoing initiatives including free franchise assistance, priority turnover projects within Mabalacat District, the establishment of Mabalacatโ€™s own hospital, and the development of a more organized and accessible One Stop Shop in Camachiles.

Mayor Aquino likewise assured the TODA drivers that additional financial assistance for the transport sector is currently being processed, recognizing the hardships they endure daily in providing for their families. He also reiterated the city government's commitment to implementing health programs that will benefit every Mabalaquenian.

Vice Mayor Jun Castro and City Councilor Patricia Acorda also conveyed their messages of support during the event. Meanwhile, Board Member Christian Halili assured beneficiaries that aside from DSWD assistance, support from the local government and the provincial government will continue to reach the transport sector.

Also present during the activity was former Mayor Marino โ€œBokingโ€ Morales, who joined city officials in showing support to the beneficiaries.

The successful conduct of the payout was made possible through the dedicated efforts of the CSWDO social workers and staff who facilitated the verification and assessment processes prior to the distribution of assistance.

CSWDO Conducts MANCOM Meeting for Upcoming Programs and Activities ๐Ÿ’™

The Mabalacat City Social Welfare and Development Office (CSWDO) conducted its Management Committee (MANCOM) Meeting on May 26, 2026, at the CSWDO Conference Room under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, to discuss upcoming programs, activities, and operational plans for the months of June and July 2026.

The meeting was presided over by CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW, and attended by unit heads and representatives from the Administrative Unit, Training Unit, Planning Unit, Women and Child Protection Unit (WCPU), Santungan Center, Document Representative Unit, and Kanlungan Center.

During the meeting, the participants discussed important schedules, updates, and preparations for various institutional activities and collaborative programs aimed at strengthening the delivery of social welfare services in the city.

Among the key agenda discussed were the upcoming June and July 2026 activities, including the implementation of the JICA Volunteer Program, preparations for the State of the City Address (SOCA), and the first deployment of Psychology Interns from the City College of Angeles (CCA) on June 8, 2026.

The committee also discussed the officeโ€™s participation in the Independence Day Celebration on June 12, the submission of budget proposals on June 30, and preparations for the Cityhood Celebration on July 21, 2026. In addition, plans for the Testimonial and Awarding of Employees scheduled on July 23, 2026, were also presented and coordinated among the concerned units.

The meeting served as an avenue for collaboration, planning, and alignment of goals among the different CSWDO units to ensure efficient implementation of programs and continued delivery of responsive and quality social welfare services to the community.

The meeting was facilitated by Santungan Head Mr. Aljen Supan, RSW, under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, with a message of support and encouragement delivered by CSWDO Operations Head Ms. Elsie Dela Cruz, RSW. Present during the activity were Santungan Social Workers, House Parents, and Administrative Staff who actively participated in the discussion and assessment of ongoing programs and services.

Among the key highlights discussed during the meeting were case updates and residentsโ€™ current status, including behavioral progress, incidents, concerns, and issues related to non-compliance. Updates regarding the residentsโ€™ health condition, educational status, and psychosocial development were also presented to ensure that interventions remain responsive to their needs.

House parents likewise shared their observations and experiences in handling the daily activities and behavior of the residents, contributing valuable insights for the improvement of center operations and rehabilitation strategies.

The conference also reviewed various activities conducted during the quarter, including meetings, Life Skills Intervention (LSI), KKDK sessions, educational support, livelihood initiatives, and skills training programs aimed at promoting positive behavioral change and personal development among the residents.

In preparation for the succeeding months, upcoming scheduled activities and intervention plans were discussed, along with operational challenges and issues encountered during program implementation. Additional concerns and announcements raised by staff members were also addressed to further strengthen teamwork, coordination, and service delivery within the facility.

MABALACAT CITY l A case conference was successfully conducted on May 25, 2026, at Kanlungan para sa mga Bata at Babae, headed by Ms. Patricia Paula Razon, RSW, under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM, to discuss the educational arrangements and academic support for clients currently staying at the center.

The conference gathered representatives from the CSWDO Women and Child Protection Unit (WCPU), the Mabalacat Department of Education (DepEd), Principal of Camachiles Elementary School, Kanlungan Social Workers, and the CSWDO Head of Operations Ms. Elsie Dela Cruz, RSW.

The meeting focused on identifying appropriate educational interventions and school placement arrangements to ensure the continuous learning, development, and overall welfare of the clients under the centerโ€™s care. A total of 201 TODA members each received โ‚ฑ5,000 financial assistance through the Cash Relief Assistance (CRA) Program implemented by DSWD Region III. The Department of Social Welfare and Development (DSWD) Region III successfully conducted the Cash Relief Assistance (CRA) distribution for Tricycle Operators and Drivers Associations (TODA) beneficiaries in Mabalacat City on May 22, 2026, at Jade Hall, Lot Only, Xevera, Brgy. Tabun.

DSWD Region III led the registration and payout operations while also addressing beneficiariesโ€™ concerns regarding incorrect information and other discrepancies through the proper grievance procedures. The agency assured the beneficiaries that the program was created to provide support and assistance while carefully following national implementation guidelines.

The City Social Welfare and Development Office (CSWDO) of Mabalacat, under the leadership of Ms. Josephine B. Tanglao, RSW, MMPM, together with CSWDO personnel and social workers, assisted in the identification, validation, certification, and endorsement of eligible beneficiaries.

City Mayor Gerald Guttrie Aquino also attended the activity and expressed his continued support for the TODA sector. During his message, Mayor Aquino emphasized the city governmentโ€™s ongoing initiatives and programs related to health facilities, command center enhancement, peace and order, and the continuous provision of assistance to TODA members affected by the continuing energy crisis.

The activity was also conducted with the support of City Vice Mayor Jun Castro and the City Council Members, who continuously advocate programs and initiatives that provide assistance and relief to vulnerable sectors in the community.

The initiative seeks to provide immediate financial relief to affected drivers, ensure an organized and transparent distribution process, and strengthen cooperation among government agencies involved in the implementation of the program.

Santungan (Bahay Pag-asa Ning Ciudad Mabalacat) conducted a meaningful group activity focused on Problem Solving and Positive Decision-Making for the children under its care.

The activity was facilitated by Santungan Head Mr. Aljen Supan, RSW, under the guidance of CSWDO Head Ms. Josephine B. Tanglao, RSW, MMPM. House parents also served as co-facilitators during the activity, providing guidance to the residents throughout the activity.

Participants were divided into groups and were given different real-life scenarios and guide questions designed to strengthen their critical thinking, emotional awareness, and responsible decision-making skills.
