Congressman Jon Lazatin
CARMELO “JON” B. LAZATIN II – “The Working Cong” – is the incumbent Congressman representing the First District of Pampanga. He is currently serving his 2nd term as Representative of the First District, which includes Angeles City, Mabalacat City, and the Municipality of Magalang.
Cong. Jon continues to employ the Lazatin brand of public service. Through his legislative work, he has shown that he gives premium on the inclusivity of the various marginalized sectors of his constituency, especially the agriculture sector, women, the youth, and Persons with Disability.
This is proven by his track-record and evidenced by the various bills he sponsored and co-authored, including:
• Promoting the universal access to quality tertiary education
• Strengthening assistance to all farmers through free irrigation
• Increasing the Maternity Leave Period to 100 Days for Female Workers in the Government Service and in the Private Sector
• Providing for the Mandatory PhilHealth Coverage of All Persons with Disability
• Providing Free WI-FI Internet Access in Public Areas
Not limiting his public service to legislative work, Cong. Jon endeavored to concretize infrastructure projects. Noteworthy are the following constructions, which he helped propose and initiate:
• DISTRICTWIDE INFRASTRUCTURE PROJECTS
- Construction and Rehabilitation of roads and drainages in all 87 barangays of the First District
- Construction and Rehabilitation of Covered Courts, Barangay Halls, Multipurpose Buildings, Day Care and Evacuation Centers, Senior Citizen Buildings, and funeral homes (Burulan)
- Slope protection for local bridges
- Foot bridges
- DepEd School buildings and workshop buildings
• INFRA PROJECTS TO DECONGEST TRAFFIC
- Widening of Pulung Cacutud Bridge, Construction of New Bridge (Overpass NLEX) Brgy Pulong Maragul to Brgy Pulung Cacutud,NLEX SCTEX connecting roads projects to ease the traffic in Magalang to Angeles;
- Cutcut Flyover, a multiyear funding together with Senator Lito Lapid
- Different Bypass roads within Angeles City
- Replacement of Malabanias Bridge in front of the former PIH
Cong. Jon is also known for heeding calls beyond the demands of his congressional office. He funded his personal advocacy programs where he was able to reach out and help his constituents in the District by providing free medicines. His office started with 70 types of maintenance medicines. To date, his office provides almost 700 types of medicines. He was also able to provide for anti-rabies vaccinations with full doses to more than 1,000 beneficiaries district-wide with the assistance of the Animal Bite Center in Barangay Dapdap.
Cong. Jon was also the forerunner of the 1st Congressional Cup where all 87 barangays participated in the basketball league, represented by one basketball team. A total of 1,305 players were given free basketball uniforms plus cash prizes for the elimination, semi-final, and final rounds of the game. He also financially supported civic programs of different sectors in the District.
Other worthy projects funded by the national government thru Cong Jon’s initiative include:
• DEPARTMENT OF HEALTH (DOH)
- 78M Hospital Bill assistance, hemodialysis sessions and medicines, chemotherapy sessions and medicines, laboratory and diagnostic examinations, metal implants, eye surgeries in Government medical institutions (JBLMRH, RLMMC, Mabalacat District Hospital and Balitucan District Hospital)
- 10M for Hospital Bill assistance, laboratory and diagnostics, Eye surgeries Private Hospitals (Dr. Amando Garcia Medical Center, Angeles Medical Center, St Raphael Foundation Medical Center, St. John Medical Center, Holy Family Medical Center)
• DEPARTMENT OF SOCIAL SERVICES AND DEVELOPMENT (DSWD)
- Financial assistance for hospital bills in private hospitals, burial assistance
- Medical Assistance for medical procedures and medicines
- Assistance in Crisis Situations (Food assistance) given to more than 2,500 beneficiaries since the start of the pandemic tapping different sectors of the community
• DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) TUPAD (Panghanapbuhay sa Ating Disadvantaged, Displaced Workers)
- More than 3500 beneficiaries in 2017 and 2018
- 2019 to 2021 – More than 7000 beneficiaries during the pandemic given to different sectors such as pastoral councils, GPTA, LGBTQ, transport groups, vendors, barangay and medical frontliners, PWD’s and other underemployed and individuals who lost their jobs because of the pandemic
• COMMISSION ON HIGHER EDUCATION (CHED) TULONG DUNONG PROGRAM
- Scholarship grants to college students
- Scholarship grants to 5,130 Currently enrolled college students both in private and public schools in college level
- 1,935 students who already graduated benefitting from the same program
• Technical Education and Skills Development Authority (TESDA)
- 2,820 beneficiaries under different programs/courses
- Welding, Caregiving, Automotive, Electrical, Wiring, Electronics, Computer Hardware, Organic Farming, Manicure/Pedicure, Hairdressing
• DEPARTMENT OF AGRICULTURE (DA)
- Distribution to various Farmer’s Association and Cooperative in the District 98M Fertilizers, Hybrid and certified seeds, Cacao and coffee seedlings, various vegetable seeds, various agricultural units such as but not limited to hand tractors, combine harvester, thresher, reaper, transplanter, vertical dryer, shallow tube wells
- 120M Farm to market roads – access roads for farmers to connect easily with their target clients for their produce
• NATIONAL IRRIGATION AUTHORITY (NIA)
- Distribution of more than 150 shallow tube wells to farmers districtwide
Cong. Jon shall continue to be the pro-active and dynamic leader that we have seen him to be. With his unblemished track-record, Cong. Jon shall serve as representative who has proven himself as one who listens and heeds the demands of his district.
