SOLEDRRMO INC. IN PARTNERSHIP WITH CIVIL DEFENSE REGION VIII CONDUCTS PUBLIC SERVICE CONTINUITY PLAN (PSCP) TRAINING COURSE – BATCH 2

The SOLEDRRMO Inc., in partnership with Civil Defense Region VIII, successfully conducted the Public Service Continuity Planning (PSCP) Training Course – Batch 2 for the LGUs of Hinundayan, Liloan, Malitbog, Padre Burgos, Maasin City, San Juan, and Abuyog (Leyte) on March 24–27, 2026, held at Cacao Mountain Resort, Maasin City, Southern Leyte.

This capacity-building initiative was spearheaded under the leadership of Heddy C. Carbonilla, LPT, MAEd, MCDRM, SOLEDRRMO Inc. President, with the guidance of Civil Defense Region VIII Regional Director Joel C. Erestain, CSEE, aimed at strengthening LGU preparedness and ensuring the continuity of essential government services during emergencies and disasters.

Public Service Continuity Planning (PSCP) Training Course Objectives
• Strengthen the capacity of LGUs to develop and implement Public Service Continuity Plans.
• Ensure the continuous delivery of critical government services during disasters, emergencies, or disruptions.
• Identify essential functions, critical resources, and key personnel necessary for sustained operations.
• Enhance coordination, risk assessment, and contingency planning within local government systems.
• Promote institutional resilience and operational readiness among participating LGUs.

SOLEDRRMO INC. CONDUCTS RAPID DAMAGE ASSESSMENT AND NEEDS ANALYSIS (RDANA) TRAINING – BATCH 1

The SOLEDRRMO Inc., successfully conducted the Rapid Damage Assessment and Needs Analysis (RDANA) Training – Batch 1 for the LGUs of Libagon, Padre Burgos, Liloan, Hinunangan, Anahawan, and Maasin City on March 17–20, 2026, held at Cacao Mountain Resort, Maasin City, Southern Leyte.

This capacity-building initiative was spearheaded under the leadership of Heddy C. Carbonilla, LPT, MAEd, MCDRM, SOLEDRRMO Inc. President, with the guidance of Civil Defense Region VIII Regional Director Joel C. Erestain, CSEE, aimed at strengthening LGU capabilities in conducting systematic, timely, and accurate damage assessment and needs analysis, ensuring informed decision-making and efficient disaster response operations.

Rapid Damage Assessment and Needs Analysis (RDANA) Training Course Objectives
• Strengthen the capacity of LGUs to conduct rapid and accurate disaster damage assessment.
• Enhance LGU skills in data collection, analysis, and reporting for informed decision-making.
• Improve coordination and information management during disaster response operations.
• Support the development of evidence-based response and recovery planning.
• Promote efficient and organized post-disaster assessment systems among LGUs.

DAY 1 & DAY 2 HIGHLIGHTS | March 13–14, 2026
SOLEDRRMO Inc. 1st Quarter Conference

Disaster Risk Reduction and Management Officers from across Southern Leyte convened for the SOLEDRRMO Inc. 1st Quarter Conference, strengthening collaboration, coordination, and shared commitment toward advancing disaster risk reduction and management initiatives in the province.

The conference opened with welcome remarks from Hon. Lou Bienvenido G. Laplap, Vice Mayor of the Municipality of San Juan, representing Municipal Mayor Hon. Reynaldo D. Saludo, with the activity hosted by the Municipal Disaster Risk Reduction and Management Office of San Juan headed by MDRRMO Sir Clarence Mantua.

Participants were honored by the presence of Mr. Rey M. Gozon, Chief of the Disaster Risk Reduction and Management Division of the Office of Civil Defense Region VIII, followed by a message from PDRRMO Dr. Danilo A. Atienza, and Dir. Joel S. Erestain, CSEE, Regional Director of OCD Region VIII, emphasizing the importance of strengthening local DRRM systems and collaboration among LGUs.

A key highlight of the activity was the Gawad KALASAG Caravan Orientation, facilitated by Ms. Sher Rysiah M. Saises, Chief of the Operations Section, and Mr. Neko P. Tupaz, Gawad KALASAG Alternate Focal of OCD Region VIII, guiding LGUs on the standards and preparations for the Gawad KALASAG Awards for Excellence in Disaster Risk Reduction and Management and Humanitarian Assistance.

Participants also attended the Orientation on the DOST Memorandum of Agreement, with a backgrounder presented by PDRRMO Dr. Danilo A. Atienza, followed by the orientation conducted by Mr. Mark Anthony Degamo of DOST, highlighting the integration of science and technology in strengthening disaster preparedness and risk-informed planning.

The activity was led by SOLEDRRMO Inc. President Ms. Heddy C. Carbonilla, LPT, MAEd, MCDRM, together with DRRM Officers from across Southern Leyte.

Day 2 concluded with an organizational meeting of SOLEDRRMO members, discussing financial updates, SEC General Information Sheet (GIS) compliance, organizational policies, and DRRM programs and initiatives for 2026, reinforcing transparency, coordination, and the organization’s shared direction.

The activity was made possible through the strong support of the Provincial Government of Southern Leyte led by Governor Hon. Damian G. Mercado through the Provincial Disaster Risk Reduction and Management Office headed by Dr. Danilo A. Atienza.

A productive two-day gathering filled with learning, collaboration, and renewed commitment toward building safer, stronger, and disaster-resilient communities across Southern Leyte.

The SOLEDRRMO Inc. 1st Quarter Conference officially commenced with the Gawad KALASAG Caravan Orientation, bringing together Disaster Risk Reduction and Management Officers from across the Province of Southern Leyte to strengthen coordination and advance DRRM initiatives among local government units.

Participants were warmly welcomed by Hon. Lou Bienvenido G. Laplap, Vice Mayor of the Municipality of San Juan, representing Municipal Mayor Hon. Reynaldo D. Saludo, with the activity hosted by the Municipal Disaster Risk Reduction and Management Office of San Juan headed by MDRRMO Sir Clarence Mantua.

An inspiring message was delivered by Mr. Rey M. Gozon, Chief of the Disaster Risk Reduction and Management Division of the Office of Civil Defense Region VIII, followed by a message from PDRRMO Dr. Danilo A. Erestain, CSEE, Regional Director of the Office of Civil Defense Region VIII, highlighting the importance of collaboration and strengthening DRRM systems among local government units.
