Sixty Citizen Armed Force Geographical Unit (CAFGU) Active Auxiliary personnel from 15 patrol bases in Apayao gathered on June 4 for the province's first-ever Apayao CAA and CADRE Summit at Agappawan Nature Farm in Lydia, Pudtol.
Carrying the theme "Strengthening Unity, Leadership, and Community Security," the two-day activity was organized by the 103rd Infantry Battalion (IB), Philippine Army (PA) in partnership with the Provincial Government of Apayao (PGA) through the Office of the Vice Governor (OVG).
Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan, who represented Governor Elias C. Bulut Jr. as Guest of Honor and Speaker, recognized the contribution of CAFGU members in maintaining peace and assisting communities during emergencies, disasters, and other situations requiring immediate response. She noted that CAFGU personnel occupy a unique position within their communities, allowing them to respond quickly to local concerns and serve as a link between residents and government agencies. Vice. Gov. Bulut-Cunan also assured participants of the Provincial Government's continuing support through livelihood, health, and social service programs for CAFGU members and their families.
She further pointed to the role of CAFGU personnel in helping protect forests, wildlife, and natural resources as Apayao continues to strengthen conservation efforts within its UNESCO-recognized Biosphere Reserve.
Moreover, in his message, Lieutenant Colonel Jimrhic B. Obias, commander of the 103rd Infantry Battalion, discussed the duties and responsibilities of CAA personnel in supporting peace and security operations.
He emphasized that detachment and unit commanders must fully understand their functions and perform them effectively to earn the confidence and respect of the communities they serve. Obias also thanked the PGA for supporting the summit, describing it as an opportunity to strengthen the CAA program and provide participants with updates and interventions relevant to their work.
The summit continues on June 5 with discussions on livelihood opportunities, social welfare programs, health services, environmental protection measures, mental health awareness, and other government initiatives.
