Luna claims elusive Provincial Meet title, ends Pudtol’s 10-year reign

Ten years of chasing the provincial crown ended for Luna on Saturday, September 5, as it captured the 2026 Apayao Provincial Athletic Meet overall championship, ending Pudtol’s decade-long reign at the top of the province’s biggest school sports competition.

Luna finished the meet with 125 gold, 113 silver, and 91 bronze medals, pulling well ahead of longtime champion Pudtol, which settled for first runner-up with 82 gold, 95 silver, and 116 bronze medals.

The title had long eluded Luna despite repeatedly finishing among the strongest delegations in the Provincial Meet. This year, the host municipality finally broke through with a 43-gold advantage over Pudtol.

Flora also turned in a strong campaign to take second runner-up with 64 gold, 47 silver, and 63 bronze medals. Calanasan followed in third runner-up with 61 gold, 64 silver, and 62 bronze medals.

Conner placed fourth runner-up with 40 gold, 43 silver, and 41 bronze medals, followed by Santa Marcela with 39 gold, 31 silver, and 44 bronze medals. Kabugao completed the standings with 19 gold, 22 silver, and 23 bronze medals.

While Luna’s championship was the biggest story of the meet, the final medal table also showed how much tighter the competition has become outside the top two. Flora and Calanasan both crossed the 60-gold mark, while Conner and Santa Marcela finished with medal hauls that kept several events competitive until the final day.

The improving numbers come as the municipalities put greater attention on grassroots sports, giving younger athletes more opportunities to train and compete before reaching the provincial level. The results have given Apayao a wider pool of athletes from which to build its delegation for regional competition.

For the host municipality, however, this meet will be remembered for finally getting the championship it had pursued for years. For the powerhouse Pudtol, a decade at the top ends after setting the standard that the rest of the province spent years trying to catch.

The Provincial Meet now turns its attention to the Cordillera Administrative Region Athletic Association (CARAA) Meet in Abra, where the best performers from the seven municipalities will carry one banner as members of Apayao Eagles.

After competing against one another for three days, the province’s top young athletes will soon become teammates.

Congratulations to the Municipality of Luna, Overall Champion of the 2026 Apayao Provincial Athletic Meet!

After years of finishing within striking distance of the championship, Luna finally takes the top spot, a proud moment for its student-athletes, coaches, teachers, parents, and the entire municipality.

Congratulations as well to Pudtol, Flora, Calanasan, Santa Marcela, Conner, and Kabugao for a well-fought meet. More than 3,000 young athletes carried their municipal colors with pride and gave Apayao three days of spirited competition.

MEDAL TALLY | The race for the overall title of the 2026 Apayao Provincial Athletic Meet has reached its final day, with Luna holding a commanding lead at 105 gold medals as of 3:05 PM, September 5.

Pudtol follows with 64 gold medals, while Flora has 58, Calanasan 37, Santa Marcela 35, Conner 29, and Kabugao 18.

These are the latest partial and official results from the third and final day of competition. The official awarding of winners will be held on September 10 during the Management Committee (ManCom) Meeting of SDO Apayao.

Congratulations to all seven delegations and to the thousands of yApayao student-athletes who competed in this year’s Provincial Athletic Meet.

MEDAL TALLY | Luna remains on top of the partial and official medal standings of the Apayao Provincial Athletic Meet 2026 with 53 gold, 50 silver, and 31 bronze medals as of 7:00 PM today, September 4.

Pudtol follows with 33 gold, 43 silver, and 42 bronze medals, while Santa Marcela is next with 27 gold, 19 silver, and 16 bronze medals.

Calanasan has 24 gold, 26 silver, and 25 bronze medals; Flora, 13 gold, 10 silver, and 21 bronze; Conner, 8 gold, 10 silver, and 14 bronze; and Kabugao, 2 gold and 6 bronze medals.

The standings remain partial as more events are completed.

Cluster 4 wins PCSA TikTok Challenge; Clusters 1, 6 finish second, third

Cluster 4 won the TikTok Challenge held during the opening activities of the 126th Philippine Civil Service Anniversary (PCSA) on September 4 at the Apayao Eco-Tourism and Sports Complex Grandstand in San Gregorio, Luna.

The group received the ₱25,000 top prize.

Cluster 4 is composed of the Philippine National Police (PNP), Apayao State College (ASC), Department of the Interior and Local Government (DILG), Cooperative Development Authority (CDA), Land Transportation Office (LTO), Philippine Statistics Authority (PSA), Department of Science and Technology (DOST), Department of Information and Communications Technology (DICT), Highway Patrol Group (HPG), and Crime Laboratory.

Cluster 1 finished second and received ₱20,000. It is composed of the Department of Public Works and Highways (DPWH), Regional Trial Court (RTC), Public Attorney’s Office (PAO), Municipal Circuit Trial Court (MCTC), Parole and Probation Office, Civil Service Commission (CSC), Land Registration Authority (LRA), and Provincial Prosecutor’s Office (PPO).

Cluster 6, composed of the Provincial Government of Apayao (PGA) and Office of the Congresswoman, placed third and received ₱15,000.

The other participating clusters received ₱10,000 each as consolation prizes.

Government employees from the participating clusters performed their respective TikTok entries as part of the opening-day competition.

The program also included the presentation of cluster muses before the start of the other PCSA activities.

This year’s PCSA carries the theme, “Bawat Kawani, Lingkod Bayani: May Puso, Dangal at Galing Para sa Bayan.”

Apayao opens month-long celebration of 126th Philippine Civil Service Anniversary

The Province of Apayao officially opened its month-long celebration of the 126th Philippine Civil Service Anniversary (PCSA) today, September 4, at the Payanan Grandstand, with government employees from various offices and agencies taking part in the opening activities.

This year’s celebration carries the national theme, “Bawat Kawani, Lingkod Bayani: May Puso, Dangal at Galing Para sa Bayan,” which puts emphasis on compassion, integrity, and competence in government service.

The opening program began with a parade of representatives from the province’s seven participating clusters, followed by the presentation of cluster muses, banner hoisting, and a TikTok challenge participated in by government employees.

Board Member Hector Pascua welcomed the participating public servants and expressed appreciation for their dedication and contributions to the province.

Gilbert Badua, Senior Human Resource Specialist of the Civil Service Commission (CSC) Apayao Field Office, then led the Panunumpa ng Kawani ng Gobyerno.

OIC Provincial Human Resource Management Officer Loyd Rio Karl Sion subsequently administered the Oath of Amateurism to athletes who will represent their respective clusters in the sports activities lined up for the celebration.

The opening program also signaled the start of activities scheduled throughout September, including sports and employee-centered events aimed at promoting wellness, camaraderie, inter-agency cooperation, and quality public service.

Gov. Bulut calls on civil servants to turn unity into better service, community action

Governor Elias C. Bulut, Jr. called on government employees to carry the unity shown during the Philippine Civil Service Anniversary (PCSA) celebration into their daily work and into activities that directly benefit communities in Apayao.

Speaking during the opening program, Gov. Bulut recalled how the provincial government began strengthening its Civil Service Month activities during his first term in 2010, when participation among local offices and national government agencies was still being developed.

He said the celebration has changed significantly over the years, growing from simple discussions over prizes into an annual activity that employees now look forward to for the camaraderie, competition, and shared pride it creates among the province’s workforce.

Gov. Bulut thanked the participating civil servants for the effort they put into the opening activities. “Agyaman nak unay, I really appreciate each and everyones effort for showing our unity, not only in development, but most especially in similar occasions like this,” he said.

He also encouraged employees to carry the same energy into their regular duties. “Naragsak iti riknak karkaro nga ma-inspire tayo nga agtrabaho babaen iti performances tayo,” Bulut added.

Beyond the sports and cultural activities, the governor urged government workers to support socio-civic efforts for vulnerable sectors, including persons facing mental health concerns.

He announced that the month-long celebration will include cause-oriented activities such as a Fun Run, Fun Walk, and Fun Ride with a ₱100 registration fee to help support local mental health programs. A province-wide blood donation drive will also be conducted for government hospitals.

Gov. Bulut closed by thanking the public for the trust given to his administration and underscored the importance of unity in sustaining Apayao’s development over the long term.

DILG-Apayao chief urges civil servants to serve with compassion, integrity, excellence

Department of the Interior and Local Government (DILG)-Apayao Provincial Director Marleen M. Guerzon urged government employees to uphold compassion, integrity, and excellence in public service during the opening of the 126th Philippine Civil Service Anniversary (PCSA) today, September 4, at the Apayao Grandstand.

Serving as guest speaker, Guerzon said heroism in government is often found in the daily work of employees who carry out their responsibilities with dedication and sincerity.

Drawing from this year’s theme, “Bawat Kawani, Lingkod Bayani: May Puso, Dangal at Galing Para sa Bayan,” she described puso as serving the public with compassion and patience, dangal as maintaining honesty and integrity, and galing as improving one’s skills and providing quality service.

“Behind every document we process is a story. Behind every request is a need. Behind every number in a report is a person,” Guerzon said.

She urged government workers to remain responsive to changing public needs by learning new skills, improving systems, and making better use of innovation in the workplace.

Guerzon also reminded civil servants that their role goes beyond holding a government position and carries a responsibility to the people they serve.

“Let us bring puso in our service, let us protect our dangal, let us pursue galing, and let us always remember that everything we do is para sa bayan,” she said.

She closed her message by stressing that public service does not require recognition for an employee’s work to matter. For Guerzon, every honest and dedicated act of service can make a difference in the lives of the people.
