The Local Government Unit of Luna strengthened its fire prevention and emergency readiness efforts with the assumption of SFO3 Arsenio M. Valdez Jr. as the newly designated Acting Municipal Fire Marshal of the Bureau of Fire Protection (BFP) Luna.

The LGU also recognized the service of Fire Inspector Roderick L. Moskito, who served as Acting Municipal Fire Marshal from July 5, 2024 to August 17, 2026. Through Sangguniang Bayan Resolution No. 202, Series of 2026, the LGU conveyed its profound commendation for his dedicated and exemplary service.

SFO3 Valdez and FINSP Moskito paid a courtesy visit to Mayor Gary N. Pinzon and members of the Sangguniang Bayan, reaffirming the strong partnership between the LGU and BFP in protecting lives and properties across the municipality.

Further strengthening BFP operations, the LGU turned over two motorcycles for fire prevention and patrolling activities. The units were funded through the utilization of the LGU’s 20% share from Fire Code Fees Collection, providing BFP personnel with enhanced mobility for inspections, patrols, and community fire prevention activities.

The initiative advances SDG 11 – Sustainable Cities and Communities through strengthened disaster preparedness and community safety, SDG 16 – Peace, Justice and Strong Institutions through responsive public safety institutions, and SDG 17 – Partnerships for the Goals through sustained LGU-BFP collaboration.

𝗟𝗚𝗨 𝗟𝘂𝗻𝗮 𝗗𝗿𝗮𝘄𝘀 𝗦𝗽𝗶𝗿𝗶𝘁𝘂𝗮𝗹 𝗚𝘂𝗶𝗱𝗮𝗻𝗰𝗲 𝗳𝗼𝗿 𝗩𝗮𝗹𝘂𝗲𝘀-𝗗𝗿𝗶𝘃𝗲𝗻 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗿𝘃𝗶𝗰𝗲

The Local Government Unit (LGU) of Luna opened the month of September with a gathering of faith and reflection as municipal officials and employees came together for a First Friday Mass on September 4 at the Shrine of Our Lady of Namacpacan, Saint Catherine of Alexandria Parish, Victoria, Luna, La Union.

Led by Municipal Mayor Gary N. Pinzon and the members of the Sangguniang Bayan, the LGU sponsored the celebration as an opportunity to strengthen spiritual unity and seek guidance in carrying out the responsibilities of public service.

The mass highlighted the call to serve with a heart anchored in Christ, compassion, humility, and genuine concern for others.

In his homily, Rev. Fr. Carlo N. Boado reminded the local officials and employees that public service is a responsibility that calls for a heart willing to serve others. He emphasized the importance of carrying Christian values into the workplace and translating faith into meaningful service to the community. The celebration also underscored the importance of values-based governance with integrity, compassion, and concern for the common good.

For the LGU of Luna, the First Friday Mass serves as a continuing reminder that effective governance begins with a strong sense of purpose and a genuine commitment to serve the people.

The activity supports Sustainable Development Goal 16: Peace, Justice and Strong Institutions, particularly in promoting accountable, inclusive, and values-driven institutions that work for the welfare of all Luna Bannuars.

Due to the anticipated continued heavy rainfall associated with the enhanced Southwest Monsoon (Habagat) and poor air quality caused by haze, all levels of public and private schools in the Municipality of Luna shall shift to alternative learning modes today, September 4, 2026, in accordance with Malacañang Memorandum Circular No. 134, s. 2026.

📚 No face-to-face classes.

Strengthening coordination across government mandates, the Municipality of Luna convened its Third Quarter Joint Meeting of the Municipal Anti-Drug Abuse Council (MADAC), Municipal Peace and Order Council (MPOC), and Municipal Disaster Risk Reduction and Management Council (MDRRMC) on September 3, 2026, at the Tourism Office.

Led by Municipal Mayor Gary N. Pinzon, the joint meeting brought together local government offices, law enforcement and security agencies, and other partner institutions to align efforts on peace and order, public safety, anti-illegal drug initiatives, disaster preparedness, and community resilience.

Mayor Gary emphasized the importance of unified government action, noting that the mandates of the different councils and agencies often intersect and should not be addressed in isolation. By working together, institutions can maximize their respective capacities and respond more effectively to the needs and concerns of the community.

The meeting provided a venue for the presentation of agency accomplishments and updates, as well as discussions on continuing programs, operations, incidents, preparedness activities, and other matters requiring inter-agency coordination.

The respective council agendas reflected the breadth of the joint effort. MADAC tackled accomplishment reports and remaining anti-illegal drug programs; MPOC reviewed its first-semester accomplishments, BFP and police updates, and peace and order initiatives; while MDRRMC focused on disaster risk reduction programs, operations, incident reports, and upcoming DRRM activities.

Also presenting their plans and accomplishments were LTC Jessie W. Barroga, Battalion Commander of the 24th Infantry Battalion, 7th Infantry Division; Reynante T. Rabilas, Acting Warden of the BJMP Balaoan District Jail; and SFO3 Arsenio M. Valdez Jr., newly designated Acting Fire Marshal of the Bureau of Fire Protection (BFP).

The joint meeting underscores Luna’s commitment to a whole-of-government approach, recognizing that safer and more resilient communities are built when institutions move beyond individual mandates and work toward shared priorities.

The initiative supports SDG 16: Peace, Justice and Strong Institutions and SDG 11: Sustainable Cities and Communities through coordinated governance, public safety, disaster preparedness, and collective action.

Luna’s young legislators are making their mark on the national and international governance stage as Sangguniang Bayan Members Kyle Hannah R. Pinzon and Imee V. Villa were selected to participate in the Executive Education for Young Legislators Batch 2 at the National University of Singapore’s Lee Kuan Yew School of Public Policy (NUS-LKYSPP).

The selection places the two Luna legislators among only 100 young legislators chosen from across the Philippines, reflecting their demonstrated competence, leadership potential, and commitment to advancing responsive local governance.

Their inclusion is particularly notable in the regional context. Only four young legislators from the entire Province of La Union were selected for the program, with just seven representatives coming from Region 1. Pinzon and Villa therefore form half of La Union’s select four and a significant portion of the region’s seven-member delegation.

The distinction highlights the growing capacity of Luna’s young legislators to engage in high-level learning platforms and contribute to discussions on the future of local governance.

Over seven weeks, the executive education program exposes participants to global perspectives and emerging governance challenges, including artificial intelligence, cybersecurity, climate resilience, innovation, and people-centered public service.

For Pinzon and Villa, the opportunity goes beyond personal and professional development. The knowledge, perspectives, and best practices gained from NUS-LKYSPP are intended to be brought back to Luna and translated into policies and initiatives responsive to the needs of Luna Bannuars.

Their participation underscores Luna’s continuing investment in capable and forward-looking young leaders who can help shape a more transparent, innovative, accountable, and people-centered local government.

The initiative contributes to Sustainable Development Goal (SDG) 16: Peace, Justice and Strong Institutions, by strengthening leadership and institutional capacity for effective and accountable governance, and SDG 13: Climate Action, through enhanced understanding of climate resilience and adaptive governance.
