Fifteen (15) Micro, Small, and Medium Enterprises (MSMEs) from the trading sector in Calanasan, Apayao enhanced their financial literacy and business management capabilities through the Financial Literacy Training conducted by the Department of Trade and Industry (DTI)โ€“Apayao through Negosyo Centerโ€“Calanasan using the Business Expense Savings Training (BEST) Game.

The activity formally opened with an inspiring message from Mr. Joey C. Agubo, Executive Assistant III of the Local Government Unit (LGU) of Calanasan. He emphasized the importance of actively participating in government-led interventions and capacity-building programs that help strengthen local enterprises and contribute to the municipalityโ€™s economic growth and development.

The training was facilitated by Ms. Daisy J. Quimoyog, Senior Trade-Industry Development Specialist and Small and Medium Enterprise Development Division (SDD) Head of DTIโ€“Apayao. Through the interactive BEST Game methodology, participants gained practical knowledge and skills in budgeting, cash flow management, savings, and sound financial decision-making. The simulation-based approach enabled participants to better appreciate the importance of financial planning in achieving business sustainability and long-term success.

Through this initiative, participating MSMEs were equipped with essential financial management tools and strategies that can help improve business operations, increase profitability, and build more resilient enterprises.

DTIโ€“Apayao remains steadfast in its commitment to empowering MSMEs through financial literacy programs and enterprise development initiatives that promote inclusive and sustainable economic growth across the province.

LUNA, APAYAO โ€“ The Department of Trade and Industry (DTI) Apayao Provincial Office actively participated in the Ugnayan sa Barangay and Serbisyo Caravan conducted on May 28 and June 2, 2026, in the barangays of San Gregorio and Marag, Luna, Apayao, respectively.

Joining various national government agencies, DTI-Apayao provided information and assistance on its key programs and services aimed at empowering aspiring entrepreneurs, supporting the growth of micro, small, and medium enterprises (MSMEs), and promoting consumer welfare. Among the services highlighted were Business Name Registration (BNR), entrepreneurship and skills development training programs, financing facilitation, business advisory services, and opportunities for market promotion through trade fairs and exhibits.

The activity served as a valuable platform for bringing government services directly to communities, ensuring that residents, entrepreneurs, and consumers have greater access to programs that can help improve their livelihoods and economic opportunities.

The participation of DTI-Apayao underscores the government's continuing commitment to inclusive and people-centered service delivery by making essential programs and services more accessible, especially in grassroots communities.

The Ugnayan sa Barangay and Serbisyo Caravan will continue its rollout in other selected barangays on June 4, 16, and 17, 2026, further strengthening the government's efforts to connect citizens with vital public services and development initiatives.

The Department of Trade and Industry (DTI)โ€“Apayao, through the Comprehensive Agrarian Reform Program (CARP), successfully conducted a ๐“๐ซ๐š๐ข๐ง๐ข๐ง๐  ๐จ๐ง ๐๐š๐ค๐ข๐ง๐  ๐š๐ง๐ ๐๐š๐ฌ๐ญ๐ซ๐ฒ on June 1, 2026, in Conner, Apayao.

The activity was actively participated in by the twenty (20) Agrarian Reform Beneficiaries (ARBs) from the Agrarian Reform Communities (ARCs) of RIMALIPAD-NABA and Calaoan.

It aimed to enhance the participantsโ€™ knowledge and skills in baking and pastry production that promotes the value-adding of locally available agricultural produce.

The trainer, Ms. Lunadita Uniana, an entrepreneur and owner of Moon Treat Food Products, generously shared her expertise and experiences in processing locally produced raw materials into nutritious and marketable food products. She introduced various baking and pastry-making techniques through hands-on demonstration and emphasized the importance of using locally sourced raw materials, particularly banana, which is abundant in the locality.

Ms. Uniana also provided valuable discussions on Good Manufacturing Practices (GMP). She emphasized the importance of proper hygiene, sanitation, food safety, quality control, and compliance with production standards in baking and pastry operations. In addition, she shared her practical insights on packaging, pricing, and costing, highlighting how to determine production costs, set competitive yet profitable prices. She also added different factors to consider in selecting appropriate packaging to improve product appeal and marketability.

Overall, the activity contributed to the empowerment of the ARBs. They acquired additional skills in baking and pastry that shall serve as an alternative source of household income, promote the productive use of local resources, and support sustainable community development.

Building Sustainable and Resilient MSMEs!

The Department of Trade and Industryโ€“Cordillera Administrative Region (DTI-CAR), together with its Provincial Offices including DTI-Apayao, spearheaded the Intermediate Training on Sustainability Reporting under Project SPARK on May 27, 2026 through a hybrid set-up. The activity was facilitated by Mr. Vincent de Paz of the Global Reporting Initiative (GRI) and participated in by MSMEs and Green Economic Development (GED) Focals across the Cordillera Administrative Region, seven (7) MSMEs came from Apayao.

The training provided participants with valuable insights on sustainability reporting, inclusive sustainable development, resource efficiency, and proper solid and hazardous waste management. Participants were encouraged to identify practical and achievable sustainability practices that can be integrated into their business operations to reduce costs, strengthen environmental responsibility, and promote the well-being of employees and communities.

During the workshop proper, participants developed their initial SPARK Sustainability Plans using the prescribed template. The activity guided them in identifying sustainability hotspots, setting target outcomes, establishing baseline figures, and formulating strategies toward more sustainable and resilient business operations.

Through initiatives like Project SPARK, DTI continues to empower MSMEs to become environmentally responsible, competitive, and resilient contributors to inclusive economic growth.

The (PMSMEDC) convened its 2nd Quarter Meeting on May 26, 2026, bringing together government agencies and private sector partners to strengthen collaboration and align development initiatives geared toward inclusive and sustainable community growth in the province.

During the meeting, council members discussed several priority programs and policy initiatives aimed at enhancing the local business environment and supporting the growth of micro, small, and medium enterprises (MSMEs) in Apayao. Among the key agenda tackled were:

โ€ข Updating of the MSMED Plan
โ€ข Updating of the Local Investment and Incentive Code
โ€ข Establishment of Coffee and Cacao Farm Schools in the province
โ€ข Institutionalization of Kadiwa ng Pangulo and establishment of a Kadiwa Center

To further strengthen coordination and maximize available resources, council members were encouraged to submit their respective Work and Financial Plans (WFPs) to support the harmonization of programs and augmentation of limited financial resources among national line agencies.

The meeting reaffirmed the councilโ€™s commitment to fostering stronger partnerships, promoting local enterprise development, and creating more opportunities for Apayaoโ€™s MSMEs and agricultural communities.

DTI-Apayao Monitors Compliance with Fair Trade Laws in Conner and Pudtol, Apayao

LUNA, APAYAO โ€“ The Department of Trade and Industry โ€“ Apayao Provincial Office (DTI-Apayao), through its Consumer Protection Division, conducted Fair Trade Laws monitoring activities in 34 business establishments in the municipalities of Pudtol and Conner, Apayao for the month of May 2026.

The inspection assessed compliance with key consumer protection regulations, including the Business Name Law, Price Tag Law, To***co Regulation Act of 2003, and the Product Standards Law. The establishments visited, primarily sari-sari stores, variety stores and Service and Repair Enterprises, were found compliant with the applicable Fair Trade Laws.

The monitoring activity aims to promote a transparent, honest, and competitive marketplace by ensuring adherence to trade standards on proper pricing, product quality, and consumer safety.

In support of this initiative, DTI-Apayao distributed informational materials on Fair Trade Laws to business owners to reinforce their role in maintaining a trustworthy marketplace and to enhance awareness of consumer protection regulations.

DTI-Apayao Empowers PWDs in Pudtol through Consumer Advocacy

PUDTOL, APAYAO โ€“ The Department of Trade and Industry โ€“ Apayao Provincial Office (DTI-Apayao) successfully conducted a Consumer Advocacy for Persons with Disabilities (PWDs) on May 25, 2026, at the EKB Club House in Poblacion, Pudtol, Apayao.

The activity gathered 14 PWD participants and was conducted in coordination with the Local Government Unit of Pudtol through the Municipal Social Welfare and Development Office (MSWDO).

The advocacy session aimed to strengthen responsible consumerism among PWDs by enhancing their awareness of consumer rights and responsibilities, promoting wise financial practices, and providing guidance on consumer complaint procedures. Participants were also oriented on key consumer protection laws, particularly those safeguarding and enforcing the discount privileges and other rights of PWDs.

The active participation and meaningful engagement of the attendees highlighted the importance of sustained collaboration in advancing the welfare of PWDs. As a result, the LGU-Pudtol expressed its firm commitment to reorganize the PWD association and facilitate the selection of officers who will serve as partners in promoting and protecting the rights and privileges of PWDs in the municipality.

In addition, DTI-Apayao introduced the programs and services of Negosyo Centerโ€“Pudtol to encourage greater participation of PWDs in entrepreneurial and economic opportunities within the community.

The participants conveyed their appreciation for the initiative and affirmed their commitment to practicing responsible consumerism while actively advocating for the protection and promotion of PWD rights.

Mentees from Apayao participated in the Government Services Forum today, May 19, 2026, as part of the Kapatid Mentor ME Program. The activity aimed to equip MSME mentees with valuable information on government programs and services that support business growth and development.

The forum also served as a venue for collaboration and networking between mentees and partner government agencies, including Bureau of Internal Revenue, Small Business Corporation, Food and Drug Administration, Department of Information and Communications Technology Cordillera Administrative Region, Department of Agriculture Cordillera Administrative Region, Department of Science and Technology, and Department of Labor and Employment.

During the forum, mentees learned about various government programs and services, including financing assistance, digitalization initiatives, product development support, and the DOLE Adjustment Measures Program (AMP), which provides assistance and interventions for workers and businesses affected by economic challenges.
