47 fisheries law enforcers successfully completed the Basic Fisheries Law Enforcement Training Course conducted by the Bureau of Fisheries and Aquatic Resources (BFAR) from March 23 to April 1, 2026, in Pagbilao, Quezon.

The 10-day training, held at the BFAR Fishery Law Enforcement Training Facility inside the National Brackishwater Fisheries Technology Center (NBFTC) compound, aimed to strengthen the foundational competencies of enforcement personnel from both the Central Office and regional offices.

Participants underwent a combination of classroom instruction, practical exercises, and simulation activities designed to prepare them for real-world fisheries law enforcement operations.

The training covered fisheries law enforcement, Monitoring, Control, and Surveillance (MCS) operations, inspection and documentation, evidence handling and case preparation, as well as checkpoint, landing denial, and market denial operations, with emphasis on safety and professional conduct.

The trainingโ€™s completion strengthens fisheries law enforcement and supports efforts to protect and sustainably manage marine resources.

Araw-araw, hinaharap ng ating mga mangingisda ang panganib ng dagat upang matustusan ang kanilang pamilya at komunidad.

Ang sama-samang pagkilos laban sa ilegal at labis na pangingisda ay mahalaga upang mapanatili ang kasaganaan ng ating yamang-dagat.

Sa pangisdaan, madalas ang nakikita natin ay mga kalalakihang pumapalaot sa dagat. Ngunit sa likod ng bawat bangkang umaandar, bawat matipunong kalamnan na nakikipagbuno sa alon para sa kabuhayan, ay may mga kababaihang umaaruga, tahimik at patuloy ring na lumalaban. Mga asawang sandigan ng pamilya na kumikilos habang ang kanilang mga kabiyak ay nakikipagsapalaran sa malayo at malawak na karagatan.

Kilalanin natin si Nanay Olivia Bautista, isang mapagmahal na asawa, maarugang magulang, at masigasig na presidente ng Kaisahan ng Maliliit na Mangingisda ng Ligtong (KAMMALIG).

Hindi man siya agad naging bahagi ng samahan, nagsimula siya bilang isang mapagkalingang asawa. Sa simpleng hangarin na siya'y makatulong, nagsilbi sya bilang kalihim ng grupo. Hanggang sa kalaunan, dahil sa kanyang kasipagan at natatanging pagganap sa kanilang grupo, siya ay hinirang bilang lider ng kanilang samahan.

Ngunit higit sa kanyang posisyon, ang tunay niyang papel ay bilang kaakibat ng kanyang mister at gabay ng kanyang mga anak. Isang asawang gumigising nang maaga upang ipaghanda ng baon ang kanyang mister bago ito pumalaot at isang inang gumagawa ng paraan tuwing kapos ang kita at walang huli sa dagat.
Sa kanilang tahanan, ang pangingisda ay hindi lang trabaho ng lalaki. Ito ay pinagtutulungang laban ng mag-asawa. Mula sa paghahanda, hanggang sa pagbebenta, hanggang sa pagharap sa mga pagsubok sa buhay.
Sa kanyang kwento, makikita natin na ang pagiging babae ay hindi lamang tungkol sa pagsunod o pag-alalay. Ito ay pagiging kaagapay, kapantay, at kalakasan. Ang kanyang mensahe para sa kapwa kababaihan, โ€œHuwag mong sasabihing babae ka lang. Sabihin mo, babae ako at malaki ang papel ko sa lipunan.โ€

Ngayong Buwan ng Kababaihan, binibigyang pugay natin ang mga asawang tulad ni Nanay Olivia, mga babaeng hindi lamang nasa likod, kundi kasama sa laban, sa pangarap, at sa tagumpay ng kanilang Samahan at pamilya.

The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources (DA-BFAR) is pressing ahead with nationwide fuel assistance ramping up support for Filipino fisherfolk as surging global oil prices squeeze livelihoods and threaten food supply.

While awaiting the signing of a supplemental agreement by the Development Bank of the Philippines (DBP), which will unlock an additional P50 million for some 15,000 more municipal fisherfolkโ€”particularly in 5th class municipalitiesโ€”the bureau said it is continuing disbursements using remaining funds from last year to avoid any disruption in assistance.

The fuel subsidy program, already in place before the latest geopolitical tensions in the Middle East, forms part of DA-BFARโ€™s broader push to protect livelihoods and reinforce national food security amid volatile oil markets.

Agriculture Secretary Francisco P. Tiu Laurel Jr. said the government would not allow external shocks to derail the livelihood of small-scale fishers. โ€œGlobal fuel volatility should not come at the expense of our fisherfolkโ€™s survival,โ€ he said. โ€œWe are moving promptly to ensure assistance reaches them without delay because keeping our fishing boats running means keeping food on Filipino tables and sustained livelihoods for our fishers.โ€

More than 10,000 fisherfolk nationwide have so far benefited from the ongoing rollout. Regions VII and V recorded the highest numbers, with 4,356 and 3,334 beneficiaries, respectively, as distributions continue from March 16 to 26. Other regionsโ€”including I, II, III, VI, VIII, and XIIโ€”are also covered, with a mix of completed, partial, and scheduled releases.

DA-BFAR said it is working closely with the DBP to fast-track the supplemental agreement and ensure the timely release of additional funds.

Under the Fuel Assistance Program, each qualified fisherfolk beneficiary receives a one-time P3,000 subsidy. Assistance is released through cash cards for those with access to fuel stations, while cash vouchers are issued in remote areas to ensure no one is left behind.

The bureau said it remains focused on mobilizing resources and strengthening inter-agency coordination to keep interventions timely, inclusive, and responsive to the needs of the fisheries sector.

With fuel costs still under pressure, DA-BFAR underscored that sustained support for fisherfolk remains critical to safeguarding both livelihoods and the countryโ€™s food supply.

Naghatid ang BFAR CALABARZON ng Fisheries Training at Fisherfolk Caravan sa Municipality of San Francisco, Quezon katuwang ang Lokal na Pamahalaan sa pamamagitan ng kanilang Municipal Agriculture Office.

Sa nasabing aktibidad, nagsagawa ng mga pagsasanay patungkol sa tamang paraan ng pagproseso ng isda tulad ng pagpapatuyo, pagbuburo, at pag-uusok upang madagdagan ang kita ng mga mangingisda at mas mapaganda ang kalidad ng kanilang mga produkto. Ito ay dinaluhan ng mga miyembro ng mga grupo sa Barangay Pagsangahan at Don Juan Verselo o DJV. Nagkaroon rin ng pagsasanay sa paggawa ng asin bilang paghahanda sa pagtanggap nila ng proyektong Asinan na cooking method.

Kasama rin sa aktibidad ang pag assists sa pagpaparehistro ng mga mangingisda sa FishR at BoatR, pag-aayos at pag-update ng listahan, at pamamahagi ng fuel subsidy cards sa mga kwalipikadong benepisyaryo.

Bukod sa mga pagsasanay, nag-ikot rin at nagkaroon ng kosultasyon na pinangunahan ni Regional Director Sammy Malvas para sa livelihood identification at area validation upang matukoy ang iba pang mga proyektong maaari at angkop na maibigay sa mga samahan ng mangingisda, tulad ng drying equipment, product storage, at bagoongan.

Patuloy ang BFAR CALABARZON sa paghahatid ng mga programa at serbisyong magpapalakas at magpapaunlad sa kabuhayan ng ating mga mangingisda.
