𝘚𝘰𝘶𝘳𝘤𝘦: 𝘜𝘯𝘪𝘷𝘦𝘳𝘴𝘪𝘵𝘺 𝘔𝘦𝘮𝘰𝘳𝘢𝘯𝘥𝘶𝘮 𝘕𝘰. 13 𝘴𝘦𝘳𝘪𝘦𝘴 2026

To All University Officials, Teaching and Non-Teaching Personnel, and Students

1. In compliance with 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗖𝗶𝗿𝗰𝘂𝗹𝗮𝗿 (𝗠𝗖) 𝗡𝗼. 𝟭𝟭𝟰issued by the Office of the President of the Philippines, directing all government agencies, including State Universities and Colleges, to adopt energy conservation measures, and anchored on 𝗖𝗦𝗖 𝗠𝗖 𝗡𝗼. 𝟲, 𝘀. 𝟮𝟬𝟮𝟮 𝗮𝗻𝗱 𝗖𝗦𝗖 𝗠𝗖 𝗡𝗼. 𝟭, 𝘀. 𝟮𝟬𝟮𝟱,which provide the policies and guidelines on 𝗙𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝗪𝗼𝗿𝗸 𝗔𝗿𝗿𝗮𝗻𝗴𝗲𝗺𝗲𝗻𝘁𝘀 in the government to mitigate power demand and address the impact of rising petroleum and energy costs, as well as directives from the Commission on Higher Education (CHED) on the conduct of Online Classes, Pampanga State University shall implement appropriate flexible work arrangements.

2. In line with the foregoing, the following schedule shall be observed:
• 𝗙𝗮𝗰𝘂𝗹𝘁𝘆 𝗺𝗲𝗺𝗯𝗲𝗿𝘀 shall conduct 𝗢𝗻𝗹𝗶𝗻𝗲 𝗖𝗹𝗮𝘀𝘀𝗲𝘀 on 𝗔𝗽𝗿𝗶𝗹 𝟭𝟬, 𝟭𝟲, 𝟭𝟳, 𝟭𝟴, 𝟮𝟯, 𝟮𝟰, 𝟮𝟱, 𝟯𝟬, 𝗮𝗻𝗱 𝗠𝗮𝘆 𝟮, 𝟮𝟬𝟮𝟲.
• 𝗪𝗼𝗿𝗸-𝗙𝗿𝗼𝗺-𝗛𝗼𝗺𝗲 (𝗪𝗙𝗛)arrangement for non-teaching personnel shall be observed on 𝗔𝗽𝗿𝗶𝗹 𝟭𝟬, 𝟭𝟳, 𝗮𝗻𝗱 𝟮𝟰, 𝟮𝟬𝟮𝟲 except for personnel providing essential services such as security and utility services, who shall continue to report onsite as necessary.

3. 𝗜𝗺𝗺𝗲𝗱𝗶𝗮𝘁𝗲 𝘀𝘂𝗽𝗲𝗿𝘃𝗶𝘀𝗼𝗿𝘀 shall assign specific tasks to their unit personnel for inclusion in their Accomplishment Reports, while Deans, Campus Directors and Principal shall monitor online classes to ensure continuity and quality of instruction.

4. During regular onsite classes and office operations, all officials, employees, and students are strictly enjoined to observe energy conservation measures in accordance with the provisions of the aforementioned Memorandum Circulars.

5. Further, in pursuant to 𝗖𝗛𝗘𝗗 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗻𝗼. 𝟭𝟬𝟵 𝘀𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝟮𝟬𝟮𝟲 issued by the Office of the Chairperson, 𝗲𝘅𝘁𝗿𝗮𝗰𝘂𝗿𝗿𝗶𝗰𝘂𝗹𝗮𝗿 𝗮𝗻𝗱 𝗯𝗲𝗻𝗰𝗵𝗺𝗮𝗿𝗸𝗶𝗻𝗴 𝗮𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀 𝗮𝗿𝗲 𝗽𝘂𝘁 𝗼𝗻 𝗵𝗼𝗹𝗱 𝘂𝗻𝘁𝗶𝗹 𝗳𝘂𝗿𝘁𝗵𝗲𝗿 𝗻𝗼𝘁𝗶𝗰𝗲.

6. All issuances not consistent with this memorandum are deemed superseded.

𝗖𝗮𝗻𝘃𝗮𝘀 𝗟𝗠𝗦 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 | March 12, 2026

Building on the success of the initial session, the 2nd Canvas LMS Training was successfully conducted last March 12, 2026, continuing the university’s commitment to strengthening digital learning initiatives at Pampanga State University.
The training was attended by the deans and directors of the university and was conducted in partnership with the Management Information Systems Office and the Library Services Office, in collaboration with CE Logic.
The activity was also graced by the presence of Dolores T. Quiambao, Vice President for Student Affairs and Services and Director of GAD Focal Point System whose support highlights the university’s strong commitment to advancing technology-enabled and student-centered learning.
This follow-up session further enhanced participants’ knowledge and skills in utilizing Canvas LMS as a platform for effective course management, digital instruction, and collaborative learning. The training reinforces the University’s ongoing efforts to empower academic leaders in maximizing technology to support innovative, accessible, and inclusive education.

𝗘-𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗟𝗶𝗯𝗿𝗮𝗿𝘆 𝗣𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹 | March 12, 2026

Last March 12, 2026, librarians and library staff from all campuses of Pampanga State University once again participated in an 𝗘-𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 aimed at enhancing their knowledge and skills in accessing and utilizing the university’s digital information resources.
The training focused on key academic databases and platforms including Gale, VitalSource, AccessEngineering, and Scopus. Participants were guided on how these platforms can support research, teaching, and learning by providing reliable scholarly materials and digital content.
Through this activity, the library personnel strengthened their capability to effectively assist students, faculty, and researchers in maximizing the use of the university’s electronic resources. This initiative reflects the continuing commitment of the library to improve digital literacy and promote efficient access to quality academic information.

𝗦𝗲𝗺𝗶𝗻𝗮𝗿 𝗼𝗻 𝗖𝘂𝘀𝘁𝗼𝗺𝗲𝗿 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 | March 12, 2026

Last March 12, 2026, librarians and library staff from all campuses of Pampanga State University gathered for the Seminar on 𝗖𝘂𝘀𝘁𝗼𝗺𝗲𝗿 𝗦𝗲𝗿𝘃𝗶𝗰𝗲: 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗶𝗻 𝗟𝗶𝗯𝗿𝗮𝗿𝗶𝗲𝘀 𝗮𝗻𝗱 𝗪𝗼𝗿𝗸 𝗘𝘁𝗵𝗶𝗰𝘀, aimed at strengthening the culture of service excellence and professionalism in library operations.

The seminar featured Dr. Maria Mercedez M. Haz, Director of the La Consolacion University of the Philippines Library, as the guest speaker. She shared valuable insights on delivering outstanding customer service in libraries while upholding strong work ethics in the workplace.

The activity provided an opportunity for library personnel across the university to enhance their professional skills, reflect on best practices in library service, and reaffirm their commitment to providing responsive, inclusive, and user-centered library services.

𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗼𝗳 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 (𝗠𝗢𝗔) 𝗦𝗶𝗴𝗻𝗶𝗻𝗴 𝗖𝗲𝗿𝗲𝗺𝗼𝗻𝘆

The Pampanga State University Library Services Office across all campuses successfully formalized a partnership with the Bulacan Agricultural State College (BASC) Library through a Memorandum of Agreement (MOA) signing held last March 10, 2026.

This collaboration marks a significant step toward strengthening academic cooperation, enhancing library services, and promoting the sharing of knowledge resources between the two institutions. Through this partnership, both libraries aim to support research, learning, and innovation within their academic communities.

Pampanga State University expresses its gratitude to Bulacan Agricultural State College for this meaningful collaboration. Together, we continue to foster stronger academic networks and provide greater opportunities for our students, faculty, and researchers.

The Library Services Office officially opened the 3-Day Book Fair 2026 last March 10, 2026, bringing together a wide selection of books and learning resources for students, faculty, and staff.

The event aims to promote a love for reading, support academic learning, and provide the university community with access to diverse and updated publications from participating publishers and book suppliers. Attendees are encouraged to explore the collection, discover new titles, and take part in this celebration of knowledge and literacy.

The Book Fair will run for three days, offering an exciting opportunity for everyone to engage with books and learning materials that support education, research, and personal growth.
