SARAI CeNTRO: Bringing Smart Agriculture to Cagayan Valley

The SARAI Centralized National Hub for Regional Operations (SARAI CeNTRO) brings smart agriculture closer to farmers and communities in Cagayan Valley through its participation in the 2026 Regional Science, Technology, and Innovation Week (RSTW) Cagayan Valley in Tuguegarao City.

From satellite and GIS-based crop monitoring to localized climate information, crop advisories, and digital decision-support tools, SARAI CeNTRO helps farmers, LGUs, and agricultural stakeholders turn data into timely and informed decisions.
From science to solutions, SARAI CeNTRO continues to support the use of science, technology, and innovation (STI) in building a more productive, climate-resilient, and sustainable agricultural sector.

The RSTW showcases science-based technologies and innovations that promote smarter, more resilient, and data-driven agriculture. The exhibit is ongoing at the Cagayan Coliseum, Tuguegarao City, Cagayan, from September 9–11, 2026.

Anchored on the theme “Siyensya, Teknolohiya at Inobasyon: Kabalikat sa Matatag, Maginhawa at Panatag na Kinabukasan,” and the regional banner “Science, Technology, and Digital Innovation: Driving Food Security, Sustainable Energy, and National Resilience,” the three-day celebration brings together government, academe, industry, communities, and innovation partners to showcase S&T initiatives that address pressing development challenges.

SARAI meets the Pineapple Capital of Bicol

Bringing smart, science-based agricultural technologies closer to farmers, communities, and stakeholders, the SARAI Bicol Exhibit showcases innovations that support sustainable production, climate resilience, and informed decision-making in the agriculture, aquatic, and natural resources (AANR) sector.

The exhibit is ongoing at the University of Camarines Norte Covered Court, Daet, Camarines Norte, from August 19 - 21, 2026, as part of the 2026 Regional Science, Technology and Innovation Week (RSTW) Bicol Region.

The celebration also features the SARAI Bicol Congress, where Ms. Maria Teresa L. De Guzman, Director of the PCAARRD-Agricultural Resources Management Research Division (ARMRD), serves as one of the plenary speakers, presenting “Smart AANR Innovations: Advancing Science-based Technologies for Sustainable Production, Climate Resilience and National Development.”

Held alongside Piñavation, the RSTW also highlights the thriving pineapple industry of Camarines Norte and its growing recognition as one of the leading pineapple-producing provinces in the Philippines.

M&E visit to SARAI Regional Hub strengthens partnerships in Davao Region

The Monitoring and Evaluation (M&E) visit to the SARAI Regional Hub in Davao Region (Region XI) provided an opportunity to assess the progress of the regional hub, and strengthen partnerships to further enhance the utilization of SARAI systems and technologies in the region.

More than assessing the implementation of the region, the visit served as a platform for dialogue and collaboration among SARAI partners and local stakeholders to determine how the system and technologies can be better aligned with the agricultural needs and priorities of the region. Discussions focused on strengthening the use of SARAI-generated information and technologies to provide practical, timely, and localized support for farmers, LGUs, and other agricultural stakeholders.

DOST-PCAARRD, through the Agricultural Resources Management Research Division (ARMRD), conducted the M&E visit together with the evaluators, Dr. Jessie C. Elauria, Dr. Marilyn M. Elauria, S&T Consultants, and Dr. Jasper G. Tallada of PhilRice.

During the visit, Ms. Ross Fievanni A. Inguillo, Alternate Focal/SRS II of DOST Davao Region, presented the Regional Hub’s strengthened partnerships with state universities and colleges (SUCs), including the University of Southeastern Philippines (USeP) and Davao del Sur College (DDSC), as well as the Department of Agriculture (DA) and LGU partners. These partnerships are vital in expanding the reach and increasing the utilization of SARAI systems and technologies in the region.

The ARMRD team and evaluators also met with the LGU of Bansalan, Davao del Sur, the first LGU partner of SARAI Davao Region. The engagement provided an opportunity to understand the municipality’s agricultural priorities and identify areas where SARAI technologies and services can be further utilized to address local needs.

Mr. Randy Albores, Committee Chair on Agriculture and Food, emphasized the importance of accurate agricultural and weather data in supporting local planning and development initiatives.

“We feel that we need accurate data,” said Mr. Albores, underscoring the LGU’s need for timely and science-based information to guide decision-making. He also welcomed the collaboration between DOST and LGU Bansalan, recognizing its potential to strengthen the municipality’s agricultural programs and initiatives. The LGU expressed interest in utilizing SARAI-generated maps and localized information as part of its information and communication efforts, particularly through simple, timely, and easy-to-understand advisories that farmers and other stakeholders can readily use.

Through strengthened partnerships and responsive technology deployment, SARAI CeNTRO continues to promote the use of timely, reliable, and localized agricultural information toward smarter planning, climate resilience, and more sustainable farming communities.

ARMRD Technologies Featured in 2026 RSTW in NCR

DOST-PCAARRD’s ARMRD recently brought smart farming to the front lines at the 2026 Regional Science, Technology, and Innovation Week (RSTW) Technology Exhibit held at the People’s Park in Valenzuela City.

Aligned with this year’s sub-theme, “Science, Technology, and Digital Innovation Driving Food Security, Sustainable Energy, and National Resilience,” PCAARRD-ARMRD proudly showcased smart agricultural innovations from the following three projects monitored by the division:

🌾 Project SARAI CeNTRO, a program rolling out SARAI technologies nationwide to deliver data-driven agricultural advisory and monitoring systems with the University of the Philippines Los Banos as the Central Hub and DOST Regional Offices as the local hubs in the region. The science-based information generated by SARAI aims to be translated into recommendations that help farmers reduce production risks, improve crop management, and adapt to changing climate conditions.

🚜 Agricultural Robot - Tomasino Innovation Systems (AGROTIS), a system developed by the University of Santo Tomas transforms commercial hand tractors into autonomous or GPS-guided machines. With this system, farmers can monitor and operate the hand tractor from a remote base station.

🥬 Towards Green Smart Cities: Improving Agricultural Supply Chain through Artificial Intelligence and Computational Intelligence, a project under De La Salle University is designed to improve the agricultural supply chain in Benguet Province through artificial and computational intelligence. Among the technologies generated by the project are: the Green Freshness Classification System or the e-Nose, the Intelligent Transport System, and the Green Chain+ Mobile Application.

By featuring these technologies in the three-day event hosted by DOST National Capital Region, DOST-PCAARRD continues to introduce smart tools such as precision farming, digital agriculture, remote sensing, and data analytics to the public which can help improve sustainability and resilience of the agricultural sector.

DOST in the News: In response to the possible impacts of this year’s El Niño phenomenon, the Department of Science and Technology (DOST)-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) introduced smart agricultural solutions to protect the agriculture, aquatic, and natural resources sectors while strengthening farmers’ livelihoods.

PCAARRD-funded project “Deployment of a Data-Driven Assessment System (M3DAS) of the Mechanization Resources of the Sugarcane Industry for Improved Mechanization and Field Productivity,” recently held data validation workshop for Pampanga Mill District.

Initial findings of the survey and analysis of results were presented, validated, and discussed among stakeholders. Participants include officials and staff of the Sugar Regulatory Administration (SRA) Luzon Agricultural Research and Extension Center; Department of Agriculture (DA)- Municipal Agriculture Office; DA-Regional Agricultural Engineering Division; sugarcane plantation farmers; and members of sugarcane cooperatives and associations in the province.

M3DAS or Mechanization Resource Mapping, Monitoring, and Data Analysis System uses a mobile survey application, a comprehensive database, and web maps of the location, ownership, condition, and other information on the machines and implements available for sugarcane production in the country.

The Center for Agri-Fisheries and Biosystems Mechanization (BIOMECH) of the College of Engineering and Agro Industrial Technology of the University of the Philippines Los Banos (UPLB) developed M3DAS through the leadership of Engr. Marife R. Santiago. The outputs will be useful in strategic planning, efficient budgeting, and effective identification, allocation and distribution of machines and implements for enhanced sugarcane production in the country.

This project is under the PCAARRD's Strategic S&T Program for Sugarcane and is supported, monitored and evaluated by PCAARRD’s Agricultural Resources Management Research Division.
