📣 𝐃𝐀-𝐏𝐇𝐈𝐋𝐑𝐈𝐂𝐄 𝐋𝐁 𝐈𝐒 𝐇𝐈𝐑𝐈𝐍𝐆! 📣

DA-Philippine Rice Research Institute Los Baños is looking for qualified applicants for the Science Research Specialist I position under Contract of Service status.

With supervision and guidance from the Immediate Supervisor,
performs the following functions for the Rice Competitiveness and
Enhancement Fund (RCEF) in Area of Responsibility: Quezon;

A. RCEF Seed Delivery and Distribution

1. Conduct periodic validation of areas, planting schedules, and list
of beneficiaries within area of coverage;
2. Provide accomplishments and changes in guidelines, protocols,
and updates in mobile application programs, and systems to LGUs
and RFO.
3. Coordinate, confirm seed allocation, and delivery schedules with
LGUs as reflected in the weekly delivery schedule monitoring
platforms;
4. Prepare necessary documents for delivery, inspection (MSAR,
IAR, DS), and distribution (FAR, QR codes, seed inventory and
stock cards);
5. Supervise RCEF seed delivery in designated drop-off points and
turn-over of documents for delivery, inspection and distribution;
6. Assist in RCEF Seed inspection to ensure quality and integrity
of seeds for conventional and Binhi E-Padala distribution;
7. Coordinate and assist LGUs in syncing seed distribution data
using RSMS;

B. Seed Documentation, Syncing, and Monitoring

8. Weekly monitoring of seed distribution and inventory in LGUs;
9. Collect and validate FAR and FSSF and submit based on
deadlines;
10. Conduct and validate inventory of undistributed seeds after
distribution cut-off for documentation through stock cards and seed inventory reports;
11. Facilitate documentation of seeds for donation and submit to
branch unit and PhilRice CES, if applicable;
12. Investigate seed complaints and respond accordingly based on
guidelines;

C. Support to other Seed and Extension Activities

13. Assist in the activities of SSGCA when needed;
14. Assist in delivery and distribution of IEC materials and KSLs;
15. Serve as resource person in extension and station invitations
when available;
16. Assist in the Variety Field Trials (VFT) project, as needed;
17. Assist in the activities under the fertilizer recommendation
using MOET, as needed;
18. Travel to and assist in PhilRice activities such as Lakbay Palay,
exhibits, trainings and workshops, in Region 4A and 4B and other
regions, as required;

D. Other Duties

19. Comply with rules, IMS policy, procedures, programs, and
projects of PhilRice; and
20. Perform other tasks that may be assigned by the Immediate
Supervisor and higher PhilRice management officials from time to
time.

I. Program Implementation, Coordination, and Communication
1. Lead and implement communication and advocacy activities for
the Healthier Rice and Be RICEponsible campaigns.
2. Develop and produce gender-responsive Information, Education,
and Communication (IEC) materials and communication
knowledge products in support of campaign implementation.
3. Manage digital communication platforms and social media
dissemination for Healthier Rice and Be RICEponsible initiatives.
4. Produce and disseminate media content, including news and
feature stories, to promote campaign activities and
accomplishments.
5. Coordinate and implement information dissemination activities,
including text blasts and broadcast communication engagements.
6. Provide communication support for campaign-related activities and other advocacy initiatives as needed.
7. Coordinate and support campaign champion engagement across
branch stations to strengthen localized advocacy efforts.
8. Support communication and advocacy initiatives for the
revitalization of the Half-Cup Rice Ordinance.

II. Stakeholder Engagement and Governance
9. Assist in building and maintaining strong partnerships with Local
Government Units (LGUs), Agricultural Extension Workers
(AEWs), farmer groups, cooperatives, and community leaders to
enhance awareness and adoption of the Healthier Rice Program.
10. Represent the program in local coordination meetings, stakeholder forums, and related events.
11. Support capacity-building initiatives for local partners and farmer organizations, ensuring they are equipped with knowledge about the Healthier Rice Program.
12. Assist in outreach and communication with various stakeholders
within the deployment areas.

III. Monitoring and Reporting
13. Document all briefings, meetings, consultations, and dialogues
with partners and stakeholders.

IV. Logistics and Administration
14. Maintain an organized inventory and tracking system for all
program inputs (e.g., seeds, training kits, and extension materials).
15. Ensure proper documentation, filing, and safekeeping of reports, records, and field data.
16. Attend and/or organize meetings, workshops, and conferences as required.
17. Serve as Officer of the Day at the Public Assistance and Complaints Desk, providing guidance and assistance to visitors and
staff as scheduled.
18. Perform other related duties and responsibilities as may be
assigned by authorized supervisors.
19. Comply with Institutional Management System (IMS) policies and participate in institutional activities as required.

Hindi hadlang ang Habagat noong Agosto 18 upang magkaisa ang DA-RFO MIMAROPA, Office of the Provincial Agriculture, Provincial Government Environment and Natural Resources Office, Municipal Agriculture Offices, at DA-PhilRice upang talakayin ang mga climate risk maps at adaptation plans na nabuo sa pamamagitan ng participatory mapping workshops na pinangunahan ng proyektong Climate-Smart Maps for Strengthening the Adaptation Plans of Rice Farming Communities (CS Map).

Zubiri, Provincial Agriculturist, “Alam natin na ang gobyerno ay matiyagang nagbibigay ng malaking pondo pagdating sa research and we know na ang research ay foundation ng ating iba’t ibang teknolohiya…So itong group activity natin ay tingin ko na makakatulong para sa preparation ng LGUs as a whole, from the province, municipal, barangay, hanggang sa national level kasi makikita natin kung ano pang pwedeng gawing preparations to make sure na mabawasan o mapaliit yung magiging epekto ng climate change lalo na ngayon na meron tayong declaration ng Super El Nino.”

Mula sa Policy Brokering workshop na isinagawa, napagkasunduan na gagamitin ang mga outputs bilang reference sa pag update ng kanilang Local Climate Change Adaptation Plan at magbibigay ng Statement of Support ang Provincial Government para sa adoption ng CS Maps at adaptation plans na nirekomenda ng proyekto para sa mas matatag na rice farming communities sa hamon ng pabago-bagong klima.
