This is the official page of the Institution Development Division (IDD) of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD). The Institution Development Division (IDD) plans, develops, evaluates, monitors and implements programs and projects that would develop human resources and inst

itutions, specifically those of the NAARRDN to undertake R&D on agriculture, aquatic, forestry and natural resources sectors. Functions

Human Resource Development Unit (HRDU)

* Initiates the formulation of an overall strategy for human resource development;

* Develops technical assistance program to solve specific problems in research administration, and technology transfer/adoption;

* Assesses the needs for in-service trainings and technical assistance of the NARRDS;

* Manages PCAARRD's HRD Program for the NARRDS (degree/non-degree program, thesis and re-entry);

*Assists the regional consortia/NARRDN in assessing the existing human resources and prepares the human resource development plans and programs in coordination with PCAARRD divisions;

*Formulates, plans, programs policies and strategies related to the management and operation of the HRD Center (HRDC) in consultation with other PCAARRD units; and

* Coordinates generation of funds for the activities and operation of the HRDC. Facilities Development and Management Unit (FDMU)

*Assesses research equipment/materials and infrastructure requirement and their utilization;

*Assists the centers/consortia in developing and implementing approved equipment and infrastructure development and management programs;

*Prepares and initiates the major infrastructure, equipment and material procurement and management requirement of the secretariat; and

*Provides technical and financial assistance in the upgrading or improvement of facilities in the NARRDN and the secretariat.

𝗖𝗼𝗻𝗴𝗿𝗮𝘁𝘂𝗹𝗮𝘁𝗶𝗼𝗻𝘀, 𝘂𝗚𝗥𝗘𝗔𝗧 𝘀𝗰𝗵𝗼𝗹𝗮𝗿𝘀!

STAARRDEC proudly congratulates the eleven (11) BS Biology major in Microbiology students of Cavite State University (CvSU) who have successfully completed their undergraduate journey as DOST-PCAARRD uGREAT Scholars!

Their undergraduate research experience formed part of the PCAARRD-funded project, “Bean2Cup Quality of Liberica and Excelsa Coffee: Fermentation Metagenome and Metabolome Profiling in Response to Indigenous Starter Cultures,” implemented at CvSU in Indang, Cavite. The project is led by Mr. Angelbert D. Cortes, Director of the National Coffee Research Development and Extension Center (NCRDEC) and faculty member of the CvSU Department of Biological Sciences.

Their remarkable academic achievements make this milestone even more special: 1 Summa Cum Laude, 2 Magna Cum Laude, and 6 Cum Laude among the graduates.

The Undergraduate Research and Education Assistantship for Technology (uGREAT) Program is one of DOST-PCAARRD’s human resource development initiatives that provides undergraduate students with opportunities to participate in real-world R&D projects and be mentored by researchers.

𝐇𝐀𝐏𝐏𝐄𝐍𝐈𝐍𝐆 𝐍𝐎𝐖: The Training-Workshop on Preparation and Packaging of Proposal Addressing the Industry Strategic S&T Plans and Programs (ISPs) officially commenced today, August 17, 2026, at Hotel Marciano, Calamba, Laguna.

The opening program featured the welcome remarks of DOST-PCAARRD Executive Director Dr. Reynaldo V. Ebora. The five-day workshop, running from August 17-21, 2026, brings together resource persons Dr. Miriam Caryl Carada, Dr. Maria Kristina G. Alinsunurin, Prof. Wilfredo B. Carada, and Prof. Nelson Jose Vincent B. Querijero.

The International Graduate Research and Education Assistantship for Technology (iGREAT) Program conducted a Monitoring Session for the iGREAT Scholars under the PhilDOST–ACIAR Fellowship Program.

The activity became a platform to monitor the progress of the scholars' respective research projects, assess the alignment of their academic performance with their approved study plans, address any challenges encountered during their graduate studies, and gather insights to further strengthen the program’s scholarship support mechanisms.

The opening program featured the welcome remarks of DOST-PCAARRD Executive Director Dr. Reynaldo V. Ebora and a message from Institution Development Division (IDD) Director Dr. Fezoil Luz C. Decena.

The first session, titled “Foundations and Structuring Your Manuscript,” is being delivered by the workshop resource person, Licensed Veterinarian and Vice President for Research and Development of Cebu Technological University–Cebu City, Dr. Adrian P. Ybañez.
