READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

The DILG Looc Office attended the 1st Semester CY 2026 Barangay Assembly Day of Barangay Guitna (March 21, 2026) and Barangay Burol (March 22, 2026). The activity highlighted the barangays’ continued commitment to maintaining a clean and green environment through strengthened community participation and collective action.

The communities were encouraged to take an active role in promoting environmental sustainability, proper waste management, and overall community well-being, in line with the theme: “Nagkakaisang Barangay Tungo sa Kalinisan, Kaayusan, Kapayapaan at Kaunlaran.”

MLGOO Riznette Kathleen S. Sales, RN, DPA convened the members of the Municipal Management Coordinating Committee (MMCC) for its 1st Quarter Meeting CY 2026. The meeting was attended by Looc Deputy Chief of Police PLT Romelyn D Macawili, PMSg Charlie John B Pacaunsis, BFP Acting Fire Marshall SFO1 Joseph T Lorenzo and FO1 Kent Jether F Del Rosario.

The MMCC discussed the DILG family concerns which revolved around maintaining peace and order and public safety in the Municipality of Looc.

DILG Looc in partnership with the Municipality of Looc recognized the Top Performing barangays in CY 2025.

The awarding ceremony “Gawad Looc Arangkada” was spearheaded by MLGOO Riznette Kathleen S. Sales, RN, DPA together with Mayor Marlon V. Dela Torre and SBM Belson Jan M. Valderas to recognize the exemplary performance of the barangays in local governance, effective delivery of basic services, sound financial administration, and steadfast compliance with DILG policies and standards.

Hailed as Top 3 performing barangays for CY 2025:

🥈Rank 2 - Barangay Burol
🥉Rank 3 - Barangay Ambil

Special Awards were also presented to selected barangays for their outstanding performance in the implementation of Lupong Tagapamayapa Incentives Awards (LTIA), Barangay Kalinisan Day, and Barangay Road Clearing Operations Validation.

For the 4th Quarter Performance of CY 2025, all nine (9) barangays received a GOLD Award, symbolizing their timely submissions and compliance to the implementation of DILG PPAs.

Isang mabiyayang panahon ng Kapaskuhan sa aking mga kasama sa paglilingkod sa DILG at sa ating mga kababayan.

Ang taong 2025 ay muling nagpatunay ng tatag at paninindigan ng DILG sa pagtupad sa bisyon ni Pangulong Ferdinand Marcos, Jr. para sa isang mas maayos, mas ligtas, at mas makataong Pilipinas. Hindi naging madali ang taon, ngunit sa pamamagitan ng sama-samang pagkilos at tapat na serbisyo, nagawa nating tumugon sa mga hamon na may malinaw na layunin at malasakit sa kapwa.

Sa puso ng lahat ng ito ay kayo, ang mga kawani ng DILG, lalo na ang mga nasa field offices. Kayo ang nanatiling matatag sa gitna ng bagyo, sakuna, at krisis. Sa inyong pagsisikap, nakapaghatid tayo ng tulong sa mga nasalanta ng kalamidad, nakatulong sa pagpapanumbalik ng kaayusan, at nanindigan laban sa katiwalian, kriminalidad, at iba pang suliraning panlipunan. Ang bunga ng inyong trabaho ay ramdam hanggang sa pinakamalayong komunidad ng ating bansa.

Habang papalapit ang Pasko, nais kong ipaabot ang taos-pusong pasasalamat ng Kagawaran sa inyong sipag, sakripisyo, at hindi matitinag na dedikasyon sa serbisyo publiko. Ang tunay na tagumpay at biyaya ng DILG ngayong Kapaskuhan ay kayo, ang mga mahuhusay, matitino, at maaasahang lingkod-bayan na patuloy na nagsisilbi nang may dangal at malasakit.

Dalangin ko na mapasainyo ang mga biyaya at pagmamahal na karapat-dapat sa inyo at sa inyong mga pamilya. Nawa’y mapuno ng init at pag-asa ang inyong mga tahanan, tulad ng pusong patuloy ninyong iniaalay sa paglilingkod sa sambayanang Pilipino.
