LGU Llanera Strengthens Participatory Governance with CSO Assembly & selection of representatives to the LSBs

The Local Government Unit under the leadership of Hon. Mayor Marilou Lapuz-Pascual, RPh.PhD. and the Sangguniang Bayan headed by Hon. Vice Mayor Ronnie Roy G. Pascual, together with the SB members convened the accredited CSOs in compliance with the DILG Memorandum Circular 2025-060 or the “Guidelines on the Accreditation of Civil Society Organizations and Selection of Representative to the Local Special Bodies” on September 16, 2025. The assembly and selection of representatives of LSBs marked a significant step toward a more open and inclusive governance by institutionalizing meaningful people’s participation in local governance.

The activity aimed to ensure a unified understanding and effective implementation of the policies regarding the accreditation of civil society organizations (CSOs) and selection of their representatives in the Local Special Bodies (LSBs) in LGU Llanera. This initiative is significant from the recognition that while CSOs play a vital role in promoting inclusive governance, challenges remain in standardizing and institutionalizing their participation in local planning and decision-making, according to MLGOO VI Carolyn L. Javate.

Further, Ms Javate emphasized that the MC is not merely a rule or regulation but an essential tool for strengthening participatory governance, which is one of the pillars of responsive and effective public service. Together with the Support for the Local Governance Program, especially on the process, timeline, and how it became more inclusive towards CSOs representation.

Meanwhile, CSO Desk Officer, highlighted the importance of CSO participation as a concrete step toward an open, transparent, and responsible governance. He stressed the LGU in ensuring that the CSO accreditation and selection process is conducted fairly, systematically, and inclusively. The team also hoped that the activity would serve as a strong starting point for deeper coordination and continuous improvement in the implementation of MC 2025-060.The LGU reaffirms its commitment to promoting people’s participation and strengthening open governance.

Also part of the activity is the selection of representatives to the LSBs and the Election of officers of the Llanera CSOs Peoples Council among the representative of Accredited CSOs. Congratulations to the newly elected officers:

Civil Society Organizations (CSO) Conference

Ginanap ngayong ika-7 ng Agosto, 2025 ang isang mahalagang Civil Society Organizations (CSO) Conference bilang pagtalima sa mandato ng Local Government Code 7160 at ng MC 2025-022, na siyang susog sa DILG MC 2022-005 o ang mga patnubay sa akreditasyon ng mga CSO. Ang kaganapang ito ay naglalayong palakasin ang ugnayan at pakikipagtulungan ng lokal na pamahalaan sa iba't ibang sektor ng lipunan.
Mga Dumalo at Tagapagsalita

Pinangunahan ni Punong Bayan Kgg. Marilou Malou Lapuz -Pascual, RPh., PhD. ang pagtitipon, at sa pakiki-isa ni Pangalawang Punong Bayan Ronnie Roy Pascual, kasama ang iba pang miyembro ng Sangguniang Bayan. Partikular na dumalo si Kgg. Oliver S. Grospe, na siyang Chairperson ng Komite ng Kooperatiba, Hanapbuhay at Trabaho. Ang kanilang presensya ay nagpapakita ng suporta ng lokal na pamahalaan sa mahalagang papel ng mga CSO sa pagpapaunlad ng bayan.

Nagbahagi rin ng kanilang kaalaman at presentasyon sina Ms. Carolyn L. Javate, MLGOO VI, DILG: Nagbigay siya ng detalyadong presentasyon tungkol sa mga bagong alituntunin at proseso sa akreditasyon ng mga CSO batay sa DILG MC 2025-022. Binigyang-diin niya ang kahalagahan ng pagiging akreditado upang ang mga organisasyon ay maging lehitimong katuwang ng pamahalaan sa iba't ibang proyekto. Nagbahagi din si Kalihim ng Sangguniang Bayan Maria Luz T. Damaso, tinalakay niya ang mga kinakailangang dokumento at ang proseso ng pagsumite ng aplikasyon para sa akreditasyon sa Sangguniang Bayan. Ibinahagi rin niya ang timeline at iba pang mahalagang impormasyon para sa mga interesadong CSO. Ang CSO Desk Officer ay nagbahagi din pinaliwanag ng mga benepisyo at pribilehiyo ng mga akreditadong CSO, pati na rin ang kanilang tungkulin at responsibilidad sa ilalim ng lokal na pamahalaan sa pamamagitan ng mga AVP.

Ang pangunahing layunin ng kumperensya ay ipaliwanag ang proseso ng akreditasyon at hikayatin ang mga CSO na makiisa sa pamamahala ng bayan. Sa pamamagitan ng pagiging akreditado, ang mga CSO ay magkakaroon ng pagkakataong makilahok sa mga lokal na konseho, maging bahagi ng pagpaplano at implementasyon ng mga proyekto, at makatulong sa pagbuo ng mga polisiya.

Naging matagumpay ang pagtitipon at nagbigay ito ng malinaw na direksyon sa mga organisasyong nais maging katuwang ng lokal na pamahalaan. Ito ay isang hakbang upang palakasin ang participatory governance at siguruhin na ang boses ng bawat sektor ay naririnig at nabibigyang-pansin sa pagpapaunlad ng ating bayan.
