CHED Regional Office IV The CHED Regional Office IV covers Cavite, Laguna, Batangas, Rizal and Quezon (CALABARZON) Provinces.

The CHED Regional Office IV is a dynamic and empowered frontline organic units of CHED that adhere to the highest principles of good governance, accountability, transparency and efficient service to the stakeholders of higher education. With the most crucial role the CHEDRO’s play in the implementation of the policies and programs of the Commission and in higher education reform, they have the fol

lowing general terms of reference :

Monitors the implementation of national policies and programs and enforcement of academic standards at the regional level;
Coordinates the formulation of higher education plans and programs that are responsive to the needs and potentials of the region in consultation with other regional offices;
Provides assistance to the CHED Central Office in the allocation of resources and preparation of the composite higher education budget for the region;
Undertakes research; conducts/outsources studies applicable to the region and disseminates information to all institutions and agencies;
Provides technical assistance and develops relevant training program to higher education institutions; and
Collects and analyzes higher education information relative to the region and maintains an adequate management information system. Specifically, the CHEDROs also :

Implements the plans, policies, standards, guidelines, rules and regulations promulgated by the Commission concerning the operation of Higher Education Institutions in the different regions;
Monitors and evaluates the performance of Higher Education Institutions in the region in terms of compliance to minimum standards for the various higher education programs;
Issues permits and recognition for the various program offerings of private higher education institutions;
Coordinates the implementation of projects and programs of the Commission in the region for the development and improvement of the higher education system;
Formulates and updates regional higher education development plans;
Implements scholarship, study grants and student financial assistance programs as well as other relevant student auxiliary services
Gathers and consolidates basic higher education data/statistics for the region;
Disseminates PSGs, higher education data and other relevant information for guidance of stakeholders;
Coordinates the provision of efficient and effective student services (e.g., issuance of Special Orders; certification, authentication and verification of academic records, etc.);
Represents the Commission and participates in the affairs of the Regional Development Council; and
Establishes networks/linkages with and participates in the activities of other government and non-government agencies, organizations or institutions.

Realizing the “A” in ACHIEVE: CHED CALABARZON Leads Lifelong Learning Caravan 2026

26 May 2026 l Lyceum of the Philippines University Cavite - CHED CALABARZON successfully launched the Hirayang Dunong: Lifelong Learning (LLL) Caravan and Academic Colloquium 2026 in support of the “A” in the ACHIEVE Agenda, which stands for Accessible Lifelong Learning.

The event aimed to promote lifelong learning as a continuous process of education, personal growth, and human development. It sought to educate, inform, and create opportunities for individuals to better understand how lifelong learning can be realized and maximized throughout different stages of life. The activity also highlighted the important role of higher education institutions in making lifelong learning more accessible and in supporting individuals who wish to pursue flexible and alternative learning pathways.

Dr. Jimmy G. Catanes, CESE, Director IV of the CHED Office of Programs and Standards Development, led the discussion on lifelong learning initiatives such as the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), Microcredentialing, and Open and Distance Learning. He provided a comprehensive presentation on the operationalization of lifelong learning programs and the procedural guidelines for their implementation.

Representatives from Manuel S. Enverga University Foundation (MSEUF), University of Batangas (UB), and Lyceum of the Philippines University Cavite (LPU Cavite) also shared their best practices in delivering lifelong learning programs during an engaging panel discussion. Dr. Claudette Ayala of MSEUF, Dr. Allan Santillana of UB, Mr. Arniel Belaniso
of LPU Cavite together with Dr. Catanes, exchanged valuable insights and experiences on implementing lifelong learning initiatives.

Dr. Mark Celis, Vice President for Academics of LPU Cavite and a CHED ETEEAP assessor, likewise shared his insights on ensuring quality assurance in lifelong learning modalities.

ETEEAP booths were also set up by deputized institutions including Manuel S. Enverga University Foundation, University of Batangas, Lyceum of the Philippines University Cavite, and Lyceum of the Philippines University Batangas to showcase their ETEEAP programs and services.

To further emphasize the importance and impact of lifelong learning, four ETEEAP graduates shared their inspiring success stories. Among them were Atty. John August Vianney D. Guesse, who completed his BSBA degree through ETEEAP in 2018 and now works at the City Legal Office of Batangas City; Ms. Lisa Fiona S. Patron, Assistant Manager of ProLife UK; Dr. Allan D. Santillan, now an Assistant Professor at the University of Batangas; and Mr. Redel John Salazar, now an Accounts Manager at Amazon Global. They shared their experiences, challenges, and achievements in completing their degrees through ETEEAP, inspiring participants to pursue lifelong learning and continuous professional growth.

Congratulations Lyceum of the Philippines University – Cavite for proudly representing the region in the Tourism Start-Up Challenge 2025 and for competing in the National Finals!

The Tourism Start-Up Challenge (TSC) is an initiative by CHED Chairperson Dr. Shirley C. Agrupis in collaboration with the Department of Tourism (DOT) and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), which aims to harness the creativity and innovation of students and higher education institutions (HEIs) in developing sustainable, technology-driven, and future-ready tourism solutions that will strengthen the growth and competitiveness of the Philippine tourism industry.

Among the 26 entries submitted by 11 higher education institutions (HEIs) across the region, Lyceum of the Philippines University – Cavite emerged as the champion in the regional finals of the TSC 2025, earning a grant of Php 250,000.00 in recognition of its outstanding innovation and excellence.

SOCOTEC Philippines Awards ISO Certification to CHED CALABARZON

As part of the celebration of the 32nd Founding Anniversary of the Commission on Higher Education (CHED), CHED Regional Office IV-CALABARZON formally received its ISO Certification from SOCOTEC Philippines in a ceremonial awarding held during the anniversary program.

SOCOTEC Philippines, the certifying body, recognized CHED CALABARZON for successfully meeting and complying with the ISO 9001:2015 Quality Management System standards. The certification covered eight key processes of the Regional Office:

Processing of application for CHED Scholarship Programs - Unified Student Financial Assistance System for Tertiary Education (UniFAST),
Processing of application for CHED Scholarship Programs - Student Financial Assistance Program (StuFAPs),
Processing of application for CHED Scholarship Programs - Scholarships for Staff and Instructors' Knowledge Advancement Program (SIKAP),
Processing of the Application for the Increase in Tuition and Other School Fees (TOSF) of Private Higher Education Institution (PHEI)

The achievement marks an important milestone for CHED CALABARZON as it strengthens its commitment to quality public service, operational excellence, and continuous improvement in serving higher education institutions, students, and stakeholders in the region.

In his acceptance speech, Dr. Galera emphasized that the ISO certification represents the shared dedication of the Regional Office to uphold quality, accountability, efficiency, and continuous improvement in the delivery of services and in carrying out its day-to-day responsibilities.

The ISO Certificate was formally awarded by Mr. Gilmore A. Rivera, Operations Director of SOCOTEC Philippines, together with Ms. Lei Clamar, General Manager.

44 UNIFAST Scholars Recognized as “HIRAYA NG CALABARZON: NATATANGING ISKOLAR NG UNIFAST 2026”

Lipa City, Batangas — Forty-four exceptional student scholars from across CALABARZON were honored during the “Hiraya ng CALABARZON: Natatanging Iskolar ng UNIFAST 2026” awarding ceremony held at De La Salle Lipa on May 18, 2026. The event was also part of the celebration of the 32nd Founding Anniversary of the Commission on Higher Education (CHED).

The “Hiraya ng CALABARZON” recognition celebrates the inspiring achievements of student beneficiaries of the UNIFAST programs under Republic Act 10931, including the Free Higher Education (FHE) Program, Tertiary Education Subsidy (TES), and Tulong Dunong Program (TDP).

Despite financial hardships and personal struggles, the awardees proved that determination, perseverance, and education can transform lives. Many of the scholars not only completed their degrees but also graduated with academic honors.

One of the highlights of the ceremony was the sharing of inspiring success stories from selected scholars.

Chryss Jhymm B. Calica, a graduate of Dalubhasaan ng San Pablo and a Summa Cum Laude awardee with a degree in Bachelor of Science in Entepreneurship, moved the audience with his story of perseverance. Despite living with a disability, he shared that his condition never became a barrier to achieving his dreams. “Hopefully, my story serves as proof that a disability does not define a person's future. With faith, perseverance, and the right support system, anything is possible,” he said, inspiring fellow scholars to continue striving despite challenges.

Another scholar from Lyceum of the Philippines University (LPU) Batangas, Carlos Antonio E. Delos Reyes, shared how the UNIFAST program helped ease the financial burden of pursuing higher education, allowing him to focus on his studies and support his family’s aspirations. “More than the awards and titles, my story is proof that success is not about being perfect, it is about choosing to continue even when life becomes difficult,” he shared. Mr. Delos Reyes will represent the country in the upcoming WorldSkills Shanghai 2026.

A scholar from San Mateo Municipal College, Yasser N. Bolante, also narrated how the assistance from UNIFAST became a source of hope and motivation during difficult times. “Poverty creates obstacles that students must overcome every single day. But through faith, perseverance, hard work, and the support of programs like Free Higher Education and Tulong Dunong, dreams can still become possible,” the scholar said.

The ceremony was graced by Hon. Eric Africa, Mayor of Lipa City, Batangas, who delivered the keynote address. In his message, Mayor Africa reminded the awardees that education is a powerful tool for change and encouraged them to use their achievements not only for personal success but also in service to their communities. “To our Oustanding UniFAST Grantees, congratulations. This is your time, take it, make it count. Let your hiraya become direction, let it become discipline, let it become service. May your dreams carry you forward, and may your success help carry others with you. Mabuhay ang ating mga scholars!,” he said.

The event served as a celebration not only of academic excellence but also of resilience, hope, and the transformative power of accessible education for every Filipino learner.
