The NCIPโ€“Pangasinan Provincial Office accommodated a representative from the Local Government Unit (LGU) of Labrador who submitted the remaining requirement for their Certificate of Non-Overlap (CNO) application. The document was duly received by the Tribal Affairs Assistant I and promptly forwarded to the Regional Office through courier service for processing.

The NCIPโ€“Pangasinan Provincial Office, led by Provincial Officer Dr. Enrique P. Delos Santos, Jr., formally awarded the Certificate of Non-Overlap (CNO) to the proponent for his Sustainable Land Management Agreement (SFLMA) application.

This certification affirms that the applied area does not overlap with any Ancestral Domain or land belonging to Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

A meaningful dialogue took place during the visit of Mr. Orlando Lupingay, School Head of Dalupang Integrated School, following the formal turnover of Cherry Cares school bags and supplies by Provincial Officer Dr. Enrique P. Delos Santos, Jr.

Mr. Lupingay, once an Educational Assistance Program (EAP) grantee and now a dedicated educator, continues to give back to the Indigenous Peoples (IP) community by inspiring and molding young learners. As an active IP advocate, he shared the challenges faced in their GIDA area, particularly road inaccessibility which hinders the proper implementation of projects and delivery of government services.

The NCIP Pangasinan Provincial Office acknowledged these concerns and suggested that the Indigenous Peoples Organization (IPO) within the affected area prepare a joint resolution requesting an access or farm-to-market road. This resolution can then be endorsed and coordinated with the Provincial and Local Government Units and concerned National Agencies.

Other community matters were also discussed, including the strengthening of IPOs. Mr. Lupingay was provided with IPO registration forms and guided through the application process to further empower the community.

In addition, the empowerment of IPs through Indigenous Peoples Mandatory Representation (IPMR) was emphasized. IPMR ensures that Indigenous voices are not only heard but formally represented in local legislative councils, giving communities the power to influence policies and decisions that directly affect their lives. Strengthening IPMR participation is vital in advancing education, infrastructure, and social services, while safeguarding the rights and aspirations of Indigenous Peoples.

This exchange reflects the resilience of the IP community, continuously striving for empowerment through both education and representation. With education, young learners are equipped to dream and achieve; with representation, through mechanisms like IPMR, communities gain a rightful voice in decision-making and governance. Together, these pillars ensure that Indigenous Peoples are not only heard but actively shaping their future.

The NCIPโ€“Pangasinan Provincial Office, led by Dr. Enrique P. Delos Santos, Jr., formally handed over school bags and supplies donated by Cherry Cares by MSN Foundation Inc. to Mr. Orlando Lupingay, School Head of Dalupang Integrated School, Villacorta, Mabini, Pangasinan.

In partnership with Cherry Cares, NCIP Region I continues to deliver meaningful services to Indigenous Peoples (IP) communities through Ancestral Domain (AD) Visitationsโ€”bringing medical and dental care, legal assistance, and educational support across the four provinces of Region I.

While the initial distribution for Sitio Talahib, Villacorta on June 1, 2026 was postponed due to road inaccessibility caused by frequent thunderstorms, the Provincial Office immediately coordinated with the School Head to ensure that the learning materials remain safe and ready for the target beneficiaries with a total of 60 IP learners.

Cherry Cares by MSN Foundation Inc. is a non-government organization committed to creating positive and lasting change, empowering Filipino youth, and supporting vulnerable and marginalized communities. Their program of distributing school supplies and educational materials, especially to IP learners in remote GIDA areas, is a testament to this mission.

Indigenous Peoples (IP) clients from San Nicolas, Pangasinan visited the NCIPโ€“Pangasinan Provincial Office to raise their community issues and concerns within their Ancestral Domain.

Provincial Officer Dr. Enrique P. Delos Santos, Jr. provided thoughtful guidance and shared possible solutions. He also assured that these concerns will be elevated to the Regional Office for prompt action.

This engagement highlights our commitment to listening, collaborating, and ensuring that the voices of IP communities are heard and acted upon. Together, we move forward with respect and unity.
