CALAMBA WATER DISTRICT BENCHMARKING ACTIVITY

Records Officers and representatives from the Calamba Water District headed by Ms. Elen Panganiban visited the Provincial Archives and Records Center (PARC) for a benchmarking activity last September 7, 2022.

On behalf of Governor Ramon V. Guico III, Provincial Administrator Melicio F. Patague II thanked the Calamba Water District delegates for choosing the province of Pangasinan especially the Provincial Archives and Records Center.

The delegates were given a brief discussion on the services and best practices being implemented by the PARC. Also, they were given a tour around the Capitol Complex and at the Casa Real by Capitol Tour Guides.

After the benchmarking activity, Calamba Water District Delegates expressed their deepest gratitude for the great experience which exceeded their expectations. They are also thankful for the courtesy that the team of provincial government of Pangasinan has shown them from the very start of the said benchmarking activity.

April to July 2021

The Provincial Archives and Records Center (PARC) under the Governor’s Office started accepting permanent and archival records among the Provincial Offices and Hospitals of the Province of Pangasinan in April 2021.

The following offices endorsed and formally transferred their initial permanent and archival records at the PGO-PARC, namely: Human Resource Management and Development Office (HRMDO); Provincial Engineering Office (PEO) and the Provincial Social Welfare and Development Office (PSWDO).

The transferred records underwent cleaning, fumigation, evaluation and digitization.

The PGO-PARC also accepted non-records for shredding. These non-records are Personal or Scratch Papers (Documentary materials belonging to an individual that are not used to conduct agency business); Extra Copies (Documents which are preserved only for convenience, or reference, of which no action is recorded or taken); Publications (Publications that are received from other Government agencies, commercial firms, or private institutions and that require no actions and nor part of a case on which action is taken.); and Worn out folders.

The offices of the PGO-Administrative Services Division, Provincial Administrator, Provincial Board Secretary, and the Provincial Planning and Development Coordinator have endorsed their non-records for shredding at the PGO-PARC. The shredded papers in 151 large plastic garbage bags were delivered at the OPAG-Nursery to be plowed under as fertilizers or are used as feeds to the vermi-culture production of the province.

The PGO-PARC received national exposure, when the National Archives of the Philippines (NAP) invited Dr. Irmina B. Francisco, Ed.D., as the Guest of Honor and Speaker during the Webinar on Records Disposition Administration of the National Archives of the Philippines last June 14, 2021, in order to share the Pangasinan’s experience in successful records management.

The PARC members also interacted with the IT experts of the Department of Information and Communications Technology (DICT) regarding Archives and Records Management on July 12, 2021. Provincial IT experts, Mr. Allan M. Posadas, MISO and Mr. Isaac F. Bernardo, PGO-PARC led the group in the said activity. In attendance were the other PARC employees and staff headed by Ms. Jennifer D. Cruz, Center Supervisor.

It will be another full-packed trimester for the PARC on August until September when auditors, Ms. Jennifer and Mr. Isaac visit the hospitals and offices for their records audit.

DR. IRMINA shared the journey of the Provincial Government of Pangasinan for its success on Records Management during the Webinar on Records Disposition Administration of the National Archives of the Philippines (NAP) thru Zoom Application.

The Office of the Governor PGO-Administrative Services Division and the Provincial Archives and Records Center (PARC) held its first joint meeting last January 21, 2021 (Thursday) at the PGO-PARC Conference Hall.

It was presided by Dr. Irmina B. Francisco, Ed.D., OIC-PGO-PARC and Chief Administrative Officer. She welcomed the PGO-Administrative Division and PARC personnel and congratulated the employees celebrating their respective milestones. She highlighted the four core values that an employee must possess to be more effective and successful individuals: respect and courtesy; fairness; sincere service; and teamwork. She also emphasized on the need for the employees to adhere to the policies and standards set by the Civil Service Commission especially on professionalism and work ethics.

Further, the following matters were discussed with the reports of their respective focal persons:

Mr. Isaac F. Bernardo discussed the PARC services to be offered to the provincial offices, hospitals and the public. He also presented to the body the favorable findings of the SPMS during the Offsite Validation of the PGO-Admin Division.

Ms. Jennifer D. Cruz and Ms. Ann Calimlim presented to the group the functions and the focal persons of the PARC and the Administrative Services Division, respectively.

Ms. Jucel B. Manangan, enlightened the group in the Health and Wellness updates of the province. She thanked the provincial government for the support in providing the necessary Health and Wellness instruments.

Mr. Henry E. Cruz, shared the complete requirements of the Client Satisfaction Feedback, ARTA, EODB, 7s of Good Housekeeping and congratulated the group for their cooperation and encouraged them further for their compliance.

Mr. Bennie Gubatan III, with his team, facilitated the choice of an official tailor for the employees’ uniform. It was agreed that a contract of agreement be prepared and shall be signed with the chosen tailor, The Alvin’s Tailoring of Lingayen.

The meeting was adjourned at 11:45 a.m.

NB: A brief tour of the newly inaugurated Provincial Archives and Records Center followed immediately after the adjournment.
