📍Update on Walang Gutom Program:

The Department of Social Welfare and Development FOVIII, in partnership with the Local Government Unit of Liloan, conducted its food redemption covering 85 beneficiaries. Aside from the distribution of goods worth Php 3,000.00, a registration of the beneficiaries to the National Skills Registration Program of DOLE, was facilitated through Ms. Mary Ann Habitan, PESO designate. This is to bridge and link the beneficiaries to trainings that matches their skills, abilities and capacities leading to more livelihood opportunities.

While the registration to PESO portal is ongoing, Ms. Clarissa Joyce Arcueno, the assigned PDO, also facilitated the registration of beneficiaries to BBM SERBISYO (Basta Beripikado Mabilis ang Serbisyo)- a digital platform and initiative launched by DSWD to modernize, speed up delivery of social services by streamlining the verification process of beneficiaries with the aid of technology.

As part of the month-long celebration of Women's month, the municipality of Liloan, under the leadership of Hon. Jonna C. Adan, in pursuit of strengthening its community-based protective mechanism for women and children, conducted a functionality assessment to the 24 BCPCs and BVAWC desk officers. This is initiated to ensure that the local protective bodies receive adequate technical assistance that will serve as their guide in performing their functions.

A refresher on the roles of BCPC and BVAWC including its corresponding functionality tools were discussed thoroughly by Mr. Eduardo Gerbolingo, MLGOO.

To shed light on one of today's pressing situations regarding child protection, Ma'am Junalyn Ranoco, WCPD, tackled the salient points of Anti-Child Marriage Law which also encompasses early cohabitation among young ones.

Right after the two meaningful discussions, functionality assessment for BCPC and BVAWC followed. The day ended with one common goal: To sustain and further improve protective schemes for children and women.

Honoring the past, leading the future. 💜👑

Today, the Local Government Unit of Liloan, under the strong leadership of modern Babaylans, Hon. Jonna C. Adan, the municipal mayor, and Hon. Shirlita Y. Chong, municipal Vice-Mayor, held it's purple-filled women's celebration.

The activity commenced through a lighting of the torch, led by Mrs. Mary Jane Manatad, president of KALIPI-LIFE, symbolizing the legacy- a flame passed by the Babaylans to the generation of today, where women leads, and flame of strength of mind that cuts through darkness of uncertainty, lighting it with grace and passion.

To give inspiration to all Juanas, Ms. Jenevive Viodor, Project Development Officer of the World Vision Philippines, shared an inspiring talk highlighting the crucial role of women in leadership.

Adding to the vibrant atmosphere of the event was the
Search for Kakaibang Juana, wherein the beauty of Filipino Culture was proudly shown. Hon. Thelma Comabig, SB committee for women and children, also shed light through imparting words of encouragement to all the modern Babaylans.

The force behind according protection and rights of women, the VAWC officers of the 24 barangays, also flaunted their talents in their unified dance presentation. From the rhythmic beats of our traditional dances to the crowning of our modern-day Babaylans, today was a powerful reminder of the strength, leadership, and heart that women bring to our municipality.

Ending the love month with our dear senior citizens! ❣️

Embodying its mantra on social inclusion and ensuring that nobody is left behind, the municipality of Liloan, under the leadership of Hon. Jonna C. Adan, thru its Office of the Senior Citizens Association (OSCA) led by Mrs. Teodora T. Dejarme, and Municipal Social Welfare and Development Office, implemented its Tabang Hinabang Program- a localized program for senior citizens who were not included in the National Social Pension Program. This is to provide complementary support, as the helping arm of the national government. Hence, this program follows the eligibility criteria set by RA 9994 or the Expanded Senior Citizens Act of 2010 further amended by RA 11916 in 2022. ✨

As part of the LGU's pursuits in strengthening its services for the elderly, this year, the municipality allocated PHP 1,750,000.00 for Tabang Hinabang Program alone. This allocation is made possible with the full support of the Sangguniang Bayan led by Hon. Shirlita Y. Chong, the Municipal Vice-Mayor. ✨

The success of this payout will not be realized without the knitted efforts of the barangay senior citizen's associations with their respective Punong Barangays.✨

✅Refuel Program (Walang Gutom)
✅ Release of Provincial PWD Assistance
✅Release of Provincial Support to Solo Parents
✅ Release of Provincial Support to CDWs

The municipality of Liloan, under the leadership of Hon. Jonna C. Adan, continues to foster its strategic partnership with the provincial and national office to provide and expand its reach to those marginalized and vulnerable sectors. Today, simultaneous release of financial support and delivery of goods to the multi-sectors, such as solo parents, PWDs, CDWs and low-income households was conducted thru the facilitation of the office of the Municipal Social Welfare and Development.

✨For Refuel Program (Walang Gutom Program), 57 beneficiaries received goods worth PHP 3,000.00.
✨Thru the referral and facilitation of pertinent documents by the LGU thru its MSWD office, 221 PWDs received PHP 3,000.00 from the Province of Southern Leyte.
✨ Likewise, the 24 Child Development Workers also received their provincial subsidy while 10 solo parents received their solo parents subsidy.

As part of the municipality's recovery and rehabilitation efforts in response to the aftermath of Typhoon Tino last November 3, 2025, the Local Government Unit of Liloan, under the leadership of Hon. Jonna C. Adan, initiated its Localized Shelter/Housing Assistance to the reported and validated Partially and Totally damaged households. While the municipality has coordinated with various agencies to ask support and assistance for the affected families, it has also created its own recovery and rehabilitative measures. The Localized Shelter/Housing assistance is an adaptive strategy in bridging the gaps between humanitarian response and early recovery support.

As planned and agreed by the Municipal Disaster Risk and Reduction Management Council (MDRRMC), HHs who are partially damaged shall receive 3 zinc, 2 marine plywoods, and 1 kg nails, while HHs classified as totally damaged shall receive 5 zinc, 4 marine plywood s, and 3 kgs nail. In a nutshell, the municipality allocated a total amount of PHP 511, 725.00, to help the affected families bounce back and rebuild their homes. This reflects the municipality's firm commitment in serving its constituents.

Today, the municipality, through its office of the Municipal Social Welfare and Development and Municipal Disaster Risk and Reduction Management, distributed the housing materials to the rising and central sphere. Distribution for the mainland sphere shall resume after the holiday break, this December 26, 2025.

Note: Classification of partially and totally damaged HH is determined by an engineer, who has the structural expertise in categorizing such sustained house damages, in accordance to the standards of Philippine Shelter Cluster.

A Merry Christmas indeed to WGP beneficiaries! ❤️

The Department of Social Welfare and Development RO VIII, in partnership with the municipality of Liloan, under the flagship of Hon. Jonna C. Adan, continues to deliver prompt services to the vulnerable sectors. Through its Walang Gutom program, food redemption was conducted, with a total of 28 beneficiaries, who received goods with an equivalent amount of PHP 3,000.00.

As the year comes to an end, we'd like to extend our fervent gratitude to the following key stakeholders who had contributed to the successful implementation of this new program. To the assigned Community Engagement Coordinator , Ma'am Clarissa Joyce Arcueno, we extend our heartfelt "thank you" for facilitating the year-round activities just to make things happen. To the LGU focal of Walang Gutom Program, Ms. Lo**ta Cajate, thank you for your commitment and efforts in ensuring a harmonious community among the Walang Gutom beneficiaries. Uplifting lives through bridging opportunities!✨

Sometime in July 21-23, 2025, the municipality of Liloan, under the leadership of Hon. Jonna C. Adan, in partnership with World Vision Philippines Inc., in its pursuit towards self-enhancement of PWDs and social inclusion, facilitated a three-day training on Massage to the Persons with Disabilities, as part of commemorating the National Disability Rights Week.

Archie Rudinas Managa, 21 years old, from Brgy. San Roque, Liloan, Southern Leyte, was one of the 10 participants who successfully completed the training.
Fast forward, with his determination and active support from his family, aided with his newly acquired skillset, and further undergoing a month of training with Mother's Touch, he is now one of its pool of masseurs in their Ormoc City branch.

Archie's significant leap is a proof that individual growth is possible when doors and access of opportunities are provided. At present, Archie is now happily working and providing help to his family. ✨✨✨

To families who have family members with disabilities, your support really matters. May you be the extension of their mouth that couldn't speak, ears that couldn't hear, hands that can't fully reach, and feet that couldn't fully stand. ✨✨✨

To further expand the coverage of Walang Gutom Program, the Department of Social Welfare and Development, in partnership with the Local Government Unit of Liloan, under the leadership of Hon. Jonna C. Adan, conducted validation of potential additional beneficiaries at Barangay Anilao's covered court. This is done to ensure that families who are having a hard time to meet their daily needs are accorded with interventions.

In behalf of the municipality, we would like to extend our gratitude to Ms. Clarissa Joyce Arcueno, the assigned CEC for facilitating the validation, to BLGU-Anilao, for hosting such activity.

Release of 10k Cash Gift for Octogenarians and Nonagenarians ✅

Today, the municipality of Liloan, under the leadership of Hon. Jonna C. Adan, the municipal mayor, thru its OSCA and office of the Municipal Social Welfare and Development facilitated the release of PHP 10,000.00 cash gift to 34 senior citizens. This is under the national program of National Commission of Senior Citizens in line with RA 11982.

Note: For those milestone agers whose birthdays fall on November and December 2025, their cash gifts will be release on the 1st quarter of CY 2026.
