LIWAD Conferred Bronze Award at CSC Regional Awards Rites

LEGAZPI CITY—The Libmanan Water District (LIWAD) was formally conferred the prestigious PRIME-HRM Level II Bronze Award during the Civil Service Commission Regional Office V (CSC RoV) 2026 Regional Awards Rites, held on 8 October 2026, at the Marison Hotel.

General Manager Engr. Rodolfo Jimenez, Jr. and Acting Division Manager for Administrative & General Services Division Kristine Kay Balingbing personally received the recognition, which certifies LIWAD's excellence and full compliance in human resource management systems, meritocracy, and public service efficiency.

The ceremony brought together government personnel and partner agencies across the Bicol Region to honor outstanding public servants. Conducted as part of the 126th Philippine Civil Service Anniversary celebration, the event carried the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal at Galing Para sa Bayan,” underscoring LIWAD's continued commitment to integrity and quality community service. LIWAD Unveils Bikal-Sigamot Pipeline Expansion, New Water Source Project

7 October 2026—The Libmanan Water District (LIWAD) convened a public hearing at the Barangay Bikal Covered Court to present two major infrastructure developments designed to bolster water service reliability across local communities.

The gathering brought together municipal leaders, barangay officials, and local residents to discuss upcoming improvements to the municipal water supply network.

During the event, messages of support were expressed by Hon. Ernesto M. Espiritu: Barangay Chairperson of Bikal, Hon. Rosalie M. Guarda: Barangay Chairperson of Beguito Viejo, Hon. Edgar M. Engaran: Barangay Chairperson of Sigamot, Hon. Erwin R. Velante: Barangay chairperson of Tampuhan, Hon. Cecilia Quinones: Barangay Chairperson of Beguito Nuevo and Engr. Jon V. Cea from Municipal Engineering Office (MEO). Essentially, Municipal Mayor Edelson ‘Son’ Marfil, underscored the strong collaboration between local government units and LIWAD in driving sustainable utility development.

General Manager Engr. Rodolfo A. Jimenez, Jr. delivered the project overview, outlining LIWAD's strategic roadmap to address growing water demand and enhance distribution efficiency.

Meanwhile, the technical presentation consisted of two key components: Development of Sungkulan Water Source discussed by Engr. Wena Nonato , a critical initiative aimed at increasing supply production and securing long-term water resilience. On the other hand, the Pipe laying expansion from Barangay Bikal to Barangay Sigamot was tackled by Acting Division Manager for Engineering & Construction Division, Engr. Ailene Buenaobra, which will directly extend clean water accessibility to unserved households in the area.

An open forum allowed community members to voice questions regarding project timelines, potential service disruptions, and household connection guidelines. LIWAD officials addressed participant inquiries, reaffirming their commitment to minimal disruption during construction and maintaining transparent communication throughout project ex*****on.

Director Erwin Dilanco, Member of LIWAD Board of Directors delivered closing remarks, thanking attendees for their active participation and continued trust in the water district's mission to deliver safe, reliable, and affordable water services. END.
