To achieve strengthened, coordinated, and vigilant/vibrant coastal communities that work towards the sustainable management of coastal and fishery resources from Lingig to Tago, Surigao del Sur, the Technical Working Group (TWG) members-personnel from the concerned office of the local government units, Ex-officio partners from the related gov't agencies, and the concerned Local Chief Executives (Mayors) of the alliance convened for the 26th Meeting of the CCAUSE on July 30-31, 2024, at Lianga, Surigao del Sur.

This midyear meeting highlighted the accomplishments/updates of the first semester of 2024 implemented by the Operations Team. The ongoing major activity includes the harmonization of the Municipal Fisheries Ordinances (MFOs) of the 10 City/Municipality members which aim to develop/enhance the existing local policies on coastal and fishery-related ordinances with equitable solutions and strategies beneficial to the constituents of the LGU members. Notably, the annual support from the Bureau of Fisheries and Aquatic Resources Office Caraga to the Coastal Resource Management (CRM) programs of this office plays a vital role in advocating for marine habitat protection and conservation. This covers the establishment of Community-based Mangrove Rehabilitation sites in the adjacent areas of Lianga-Hinatuan-Bislig Bays. Consequently, their continued support and technical assistance in Fishery Law Enforcement, Livelihood, and Capability Training to the communities of the member municipalities are essential not just to replenish depleted marine life but also to improve the quality of life for marginalized fishers.

Additionally, the support of the PNP-Maritime, Philippine Coast Guard, Provincial Fisheries and Aquatic Resources Office (PFARO), Community Environment and Natural Resources Office of the DENR, and the North Eastern Mindanao State University (NEMSU) Lianga, has been instrumental in various meaningful and productive collaborations over the past three years until present. We also extend our appreciation to our Non-governmental Organizations who collaborate with us, such as the Center for Empowerment and Resource Development (CERD) and CODESPA (Spanish-funded), for their valuable contributions to empowering our fisherfolk communities on enforcement/resource conservation and seaweed production, especially in San Agustin, Hinatuan, respectively.

There are yet to be accomplished and we believe that more can be achieved when we work together towards the conservation, protection, and management of our marine and fishery resources and their sustainability.

To facilitate the efficient use of municipal waters, local government units must designate specific zones for various purposes, such as mariculture, captive fisheries, marine protected areas, fish sanctuaries, and navigational sites, etc. Before determining the mariculture zone, it is crucial to conduct a thorough assessment of the site. This critical step in establishing a mariculture area will determine whether the area is suitable for fish, seaweed culture, and other high-value mariculture commodities.

Under the leadership of Hon. Mayor Jose Pama of Barobo, the current Vice-Chairperson of the CCAUSE Baywide Management Council, the local government unit of Barobo, in collaboration with CCAUSE and with assistance from the Bureau of Fisheries and Aquatic Resources (BFAR) Caraga, its Provincial Fisheries Office Surigao del Sur, and the BFAR National Mariculture Center Panabo, successfully conducted a mariculture site assessment in the municipality of Barobo from June 24-27, with the results presented on June 28, 2024 wherein productively participated by the Barobo Municipal Environment and Natural Resources Office, local peopleโ€™s organization representatives from the fishery sector, concerned on-the-job-trainees from academe-North Eastern Mindanao State University-Lianga Campus to the LGU, partners from the national government agencies, especially from Community Environment and Natural Resources Office (CENRO) of the DENR.

As an alliance of 10 coastal municipalities and a city, the conservation, protection, and sustainable management of our coastal and fishery resources are of utmost importance. Thus, the harmonization of local policies and regulations that govern the wise utilization of our valuable marine resources plays a vital role in fish productivity, biodiversity, environmental protection, and income generation among others.

A Consultative Workshop 2 on the Harmonization process of Municipal Fisheries Ordinances in the 10 City/Municipalities of the CCAUSE areas in Surigao del Sur (Lingig to Tago) conducted today, June 07, 2024, at San Agustin, Surigao del Sur. It was a productive activity attended by the concerned LGU personnel, and partner agencies/offices with invaluable inputs from our Policy Development Specialist Atty. Leodorico Avila, Jr.

The seagrass beds and coral reefs harbor shelter for diverse communities of fishes and a myriad of marine organisms essential to the ecosystem and coastal water productivity. While seagrasses are considered the โ€œLungs of the Sea, the Coral reefs are also known as the โ€œRainforests of the Ocean. Their unique ecological role among others is to stabilize sediment hence keeping water clarity by seagrasses while corals prevent heavy waves.

The biological and ecological role of seagrasses and corals compels our coastal managers to assess and monitor these critical marine ecosystems in the areas of Bayabas, Tago, Cagwait (BaTaCa), and Lianga Bay (LB) municipalities. In collaboration with the Community Environment and Natural Resources Office (CENRO) Lianga and North Eastern Mindanao State University Lianga Campus, a Training on Habitat Assessment for Seagrass and Corals was conducted on April 19, 2024, at the Center of Research for Aquamarine Life and Sustainability - NEMSU Lianga. The concerned personnel of the local government units in the areas of the BaTaCa LB participated in this activity.
