The Sangguniang Bayan of Leyte successfully convened its 55th Regular Session under the leadership of Vice Mayor Hon. Arnold James M. Ysidoro serving as the Presiding Officer , reaffirming its steadfast commitment to transparent, responsive, and people centered governance.

During the session, the Council deliberated on significant legislative measures and pressing municipal concerns aimed at promoting sustainable development, strengthening local programs, and enhancing the delivery of essential public services.

Through meaningful discussions, collaborative decision making, and constructive dialogue, the members of the Sangguniang Bayan demonstrated their continued dedication to crafting responsive policies and sound legislative measures that address the needs and aspirations of the people of Leyte.

Second Item
For First Reading: An Ordinance institutionalizing the implementation of Republic Act No. 11310, otherwise known as the “Pantawid Pamilyang Pilipino Program (4Ps) Act,” in the Municipality of Leyte.

Third Item
For First Reading: An Ordinance institutionalizing the Unified Manual of Operations for all Government Child Development Centers (CDCs) and the National Child Development Center (NCDC) in the Municipality of Leyte.

Fourth Item

The Committee on Education, chaired by Hon. Charito Gato, successfully conducted a committee hearing on the proposed ordinance entitled:

An Ordinance Institutionalizing the Alternative Learning System (ALS) in the Municipality of Leyte, Establishing Barangay Community Learning Centers (CLCs), Defining the Roles of the Municipal Local Government Unit (MLGU) and Barangays, and Providing Funding Support Therefor.

The committee hearing was held with the full support of Vice Mayor Hon. Arnold James M. Ysidoro and the esteemed Members of the Sangguniang Bayan, demonstrating their shared commitment to expanding access to quality education for all Leyteños.

The proposed measure aims to strengthen the implementation of the Alternative Learning System by establishing Community Learning Centers in every barangay, clearly defining the responsibilities of the MLGU and barangays, and ensuring sustainable funding for ALS programs. Once enacted, the ordinance will help provide out of school youth, adult learners, and other marginalized sectors with greater opportunities to pursue education and improve their future.

Through collaborative discussions with concerned stakeholders, the committee reaffirmed its dedication to promoting inclusive, accessible, and lifelong learning, ensuring that no learner in the Municipality of Leyte is left behind.
