The 46th Regular Session of the Sangguniang Bayan of Leyte was successfully convened under the leadership of Municipal Vice Mayor Hon. Arnold James M. Ysidoro, reaffirming the Council's steadfast commitment to transparent governance, responsive legislation, and inclusive community development.
The session served as an important platform for discussing matters that directly affect the welfare and progress of the municipality. Members of the Council actively participated in productive deliberations and decision making processes aimed at addressing the needs and concerns of the people of Leyte, ensuring that local policies and initiatives remain aligned with the best interests of the community.
Among the key matters discussed was the status of the Old and New Calaguise Bridges, particularly regarding their structural safety, current condition, and availability for public use. Representatives from the Department of Public Works and Highways (DPWH) Leyte 3rd District Engineering Office attended the session to provide updates and technical information. Engr. Leo B. Turdilo, representing the office, presented relevant findings concerning the bridges, addressing concerns related to public safety, accessibility, and the continuity of transportation services for residents and motorists. During the discussion, it was emphasized that heavy vehicles are advised to utilize the New Calaguise Bridge, which is designed to accommodate larger and heavier loads, while the Old Calaguise Bridge remains subject to a maximum load limit to ensure its structural integrity and the safety of all road users. The guidance aims to facilitate the safe and efficient movement of traffic while preserving the serviceability of the existing bridge infrastructure.

1. DPWH 3rd LED Representative, Re: Calaguise Bridge Project - discussed the current status and usage of the Calaguise Bridge. The newly constructed bridge is now available for use and is intended to accommodate heavier vehicles, improving traffic flow and transportation efficiency in the area. Meanwhile, the existing old bridge remains operational but is subject to load limitations to ensure public safety and preserve its structural integrity.
DPWH 3rd LED Representative Engr. Leo B. Turdilo also provided updates on future infrastructure developments, including the planned construction of a new bridge connecting Leyte and Elizabeth, which is expected to further enhance connectivity and support economic activities in the region.

Under Other Matters, the Municipal Social Development and Welfare Department (MSDWD) was invited to discuss the provisions of the Expanded Solo Parents Welfare Act, Republic Act No. 11861. During the discussion, Mrs. Marivel Inagan presented the qualifications and benefits provided under the law. She further discussed the additional benefits for eligible low income solo parents, such as a โฑ1,000 monthly cash subsidy and a 10% discount with VAT exemption on certain child related necessities, medicines, and supplements.
The presentation provided participants with a better understanding of the rights, privileges, and government support available to solo parents and encouraged qualified individuals to apply for a Solo Parent Identification Card to avail themselves of these benefits.
