The Sangguniang Bayan of Leyte successfully convened its 60th Regular Session under the leadership of Vice Mayor Hon. Arnold James M. Ysidoro, serving as the Presiding Officer, reaffirming its steadfast commitment to transparent, responsive, and people centered governance.

During the session, the Council deliberated on significant legislative measures and pressing municipal concerns aimed at promoting sustainable development, strengthening local programs, and enhancing the delivery of essential public services.

The Sangguniang Bayan also welcomed the Siklab Leyte athletes, coaches, and teachers during their courtesy visit. Their presence highlighted the dedication, discipline, and teamwork of the individuals who continue to nurture and support the municipality’s young athletes. The Council recognized their efforts in proudly representing Leyte and expressed its continued support for sports development, youth empowerment, and the pursuit of excellence.

The Sangguniang Bayan of Leyte successfully convened its 59th Regular Session, with Hon. Panis serving as Presiding Officer on behalf of Vice Mayor Hon. Arnold James M. Ysidoro, reaffirming the Council’s steadfast commitment to transparent, responsive, and people centered governance.

During the session, the Council discussed various legislative measures and matters concerning the welfare, safety, and development of the Municipality of Leyte.

The Committee on Social Services, headed by Committee Chairperson Hon. Evelyn V. Cabardo, conducted a committee hearing on two proposed ordinances aimed at strengthening social protection and child development services in the Municipality of Leyte.

The hearing focused on the institutionalization of the Municipal Support and Convergence Mechanism for the implementation of Republic Act No. 11310, or the Pantawid Pamilyang Pilipino Program (4Ps) Act, as well as the establishment of a Unified Manual of Operations for all Public Child Development Centers and the National Child Development Center (NCDC).

The discussion was attended by members of the Sangguniang Bayan, concerned department heads, 4Ps/DSWD link personnel, and Barangay Chairpersons, fostering collaboration and shared responsibility in ensuring effective program implementation, child safeguarding, and responsive social services.

Through meaningful consultation and inter-agency cooperation, the Sangguniang Bayan continues to advance policies that prioritize the welfare of families and children and promote inclusive, responsive, and people-centered governance in Leyte.

The Sangguniang Bayan of Leyte successfully convened its 58th Regular Session under the leadership of Vice Mayor Hon. Arnold James M. Ysidoro, serving as the Presiding Officer, reaffirming its steadfast commitment to transparent, responsive, and people-centered governance.

During the session, the Council deliberated on significant legislative measures and pressing municipal concerns aimed at promoting sustainable development, strengthening local programs, and enhancing the delivery of essential public services.

One of the significant matters taken up during the session was the Resolution requesting His Excellency Ferdinand R. Marcos Jr., President of the Philippines, to grant the Municipality of Leyte one (1) unit fire truck with complete accessories, which will be utilized by the Bureau of Fire Protection Leyte Fire Station, Leyte, Leyte.

The proposed assistance seeks to strengthen the municipality’s firefighting and emergency response capabilities, ensuring that the local fire station is better equipped to respond promptly and effectively to fires, disasters, and other emergencies, thereby helping protect the lives, properties, and safety of the people of Leyte.

The proposed measures were sponsored/proposed by Hon. Paquito “INTOY” Pelipel Jr., who participated in the hearing and presented the objectives and significance of the proposed ordinances.

The committee hearing was attended by the Sangguniang Bayan Members, Civil Society Organizations (CSOs), Barangay Captains, the Chief of Police of the Municipality of Leyte, and other concerned stakeholders.

Presenting for consideration the Supplemental Budget No. 2 for FY 2026 of the Municipality of Leyte, covering an appropriation of Four Million Six Hundred Thirty-Four Thousand Seven Hundred Twenty-One Pesos and 97/100 (PHP 4,634,721.97).

Second Item:
Resolution concurring with the appointment of Ms. Marivel D. Inagan to the position of Municipal Government Department Head I (Municipal Social Welfare and Development Officer) of the Municipal Government, effective on the date of approval of her appointment.

Third Item:
Resolution granting authority to the Local Chief Executive, Hon. Jed C. Granados, to enter into a Memorandum of Agreement with the Overseas Workers Welfare Administration (OWWA) Regional Office VIII, represented by its Administrator, Atty. Patricia Yvonne M. Caunan, for the re-establishment of the OFW Help Desk in the Municipality of Leyte.

Fourth Item:
For First Reading: An Ordinance Regulating the Sale, Distribution, Transportation, and Storage of Liquefied Petroleum Gas (LPG) within the Municipality of Leyte, Prescribing Safety Measures in Compliance with Republic Act No. 11592 (LPG Industry Regulation Act) and DILG Memorandum Circular No. 008, and Providing Penalties for Violations Thereof.

Fifth Item:
Presenting for consideration the Supplemental Budget No. 1 of Barangay Calaguise, Leyte, Leyte, covering an appropriation of PHP 776,641.40.
