DOLE Bicol proudly joins the nation in celebrating the 𝟭𝟵𝘁𝗵 𝗪𝗼𝗿𝗹𝗱 𝗔𝘂𝘁𝗶𝘀𝗺 𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀 𝗗𝗮𝘆 (WAAD), pursuant to United Nations General Assembly 2007 Resolution (A/RES/62/139) declaring April 2 as World Autism Awareness Day.

With the theme, “𝗔𝘂𝘁𝗶𝘀𝗺 𝗮𝗻𝗱 𝗛𝘂𝗺𝗮𝗻𝗶𝘁𝘆 – 𝗘𝘃𝗲𝗿𝘆 𝗟𝗶𝗳𝗲 𝗛𝗮𝘀 𝗩𝗮𝗹𝘂𝗲,” we advocate in ensuring that every person, regardless of ability, has the opportunity to thrive in the workplace and in society.

In light of the observance of Holy Thursday on April 2, the National Council on Disability Affairs (NCDA) encourages all stakeholders to join in commemorating World Autism Awareness Day from April 6 to 10, 2026.

✨𝗠.𝗢.𝗩.𝗘. 𝗶𝗻 𝗔𝗰𝘁𝗶𝗼𝗻: 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗚𝗲𝗻𝗱𝗲𝗿 𝗦𝗲𝗻𝘀𝗶𝘁𝗶𝘃𝗶𝘁𝘆 𝗮𝗻𝗱 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗶𝘁𝘆 𝗶𝗻 𝗗𝗢𝗟𝗘 𝗕𝗶𝗰𝗼𝗹✨

The DOLE Bicol successfully conducted the first batch of the 𝗚𝗲𝗻𝗱𝗲𝗿 𝗦𝗲𝗻𝘀𝗶𝘁𝗶𝘃𝗶𝘁𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 (𝗚𝗦𝗧) for the 𝗠𝗢𝗩𝗘 (𝗠𝗲𝗻 𝗢𝗽𝗽𝗼𝘀𝗲𝗱 𝘁𝗼 𝗩𝗶𝗼𝗹𝗲𝗻𝗰𝗲 𝗘𝘃𝗲𝗿𝘆𝘄𝗵𝗲𝗿𝗲) 𝗠𝗲𝗺𝗯𝗲𝗿𝘀 𝗼𝗳 𝗗𝗢𝗟𝗘 𝗕𝗶𝗰𝗼𝗹, in partnership with the Bicol University Center for Gender and Development (BUCGAD) on March 28, 2026.

The activity aimed to deepen awareness, foster gender sensitivity, and strengthen the role of men as advocates in promoting safe, inclusive, and violence-free workplaces.

𝗗𝗿. 𝗡𝗼𝗲𝗹 𝗥. 𝗥𝗮𝗳𝗲𝗿, Director of BUCGAD, graced the activity and delivered the opening remarks, emphasizing the importance of collaborative efforts in advancing gender initiatives.

The training was facilitated by 𝗣𝗿𝗼𝗳. 𝗚𝗿𝗲𝘁𝗰𝗵𝗲𝗻 𝗕. 𝗠𝗶𝗹𝗹𝗲𝗻𝗮, also from BUCGAD, a member of the National GAD Resource Pool (NGRP), who served as the main resource person. Her expertise provided valuable insights on gender sensitivity, SOGIESC, inclusive communication, and addressing gender-based issues in the workplace.

DOLE Bicol extends its sincere appreciation to BUCGAD for this GADnership, as we continue to empower our workforce and champion gender equality and inclusivity in all our programs and services.

𝗢𝗡 𝗧𝗛𝗜𝗦 𝗗𝗔𝗬 | 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟕𝟐𝟕𝟕 𝐨𝐫 𝐭𝐡𝐞 𝐌𝐚𝐠𝐧𝐚 𝐂𝐚𝐫𝐭𝐚 𝐟𝐨𝐫 𝐃𝐢𝐬𝐚𝐛𝐥𝐞𝐝 𝐏𝐞𝐫𝐬𝐨𝐧𝐬 𝐰𝐚𝐬 𝐩𝐚𝐬𝐬𝐞𝐝 𝐨𝐧 𝐌𝐚𝐫𝐜𝐡 𝟐𝟒, 𝟏𝟗𝟗𝟐

The story of disability rights in the Philippines is anchored in the passage of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟮𝟳𝟳, a landmark piece of legislation that transformed the national perspective on Persons with Disabilities. Before this law, individuals with impairments were often viewed through a lens of charity or medical necessity. The enactment of the 𝗠𝗮𝗴𝗻𝗮 𝗖𝗮𝗿𝘁𝗮 𝗳𝗼𝗿 𝗗𝗶𝘀𝗮𝗯𝗹𝗲𝗱 𝗣𝗲𝗿𝘀𝗼𝗻𝘀 in 1992 shifted this narrative toward a rights-based approach, and laid the groundwork for a society where physical or mental limitations would no longer serve as a barrier to full citizenship.

The Magna Carta for Disabled Persons mandated that 𝗻𝗼 𝗽𝗲𝗿𝘀𝗼𝗻 𝘀𝗵𝗼𝘂𝗹𝗱 𝗯𝗲 𝗱𝗲𝗻𝗶𝗲𝗱 𝗮 𝗷𝗼𝗯 𝗼𝗿 𝗮𝗻 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝘀𝗶𝗺𝗽𝗹𝘆 𝗯𝗲𝗰𝗮𝘂𝘀𝗲 𝗼𝗳 𝘁𝗵𝗲𝗶𝗿 𝗱𝗶𝘀𝗮𝗯𝗶𝗹𝗶𝘁𝘆, provided they were qualified for the position. Beyond simple anti-discrimination, the law tasked the government with creating specialized educational programs and vocational training centers to ensure that persons with disabilities could compete in the modern economy. It also required the need for a barrier-free environment, requiring that public buildings and transportation systems be modified to allow for easy navigation.

As the years passed, lawmakers realized that structural access was not enough to offset the unique financial burdens faced by the persons with disabilities community. This led to the introduction of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟵𝟰𝟰𝟮 in 2007, which significantly expanded the original law. This amendment introduced the now-famous 𝟮𝟬% 𝗱𝗶𝘀𝗰𝗼𝘂𝗻𝘁 on essential goods and services, including medicines, medical fees, and transportation costs. Perhaps more importantly, this update addressed the social stigma associated with disability. It explicitly prohibited the public ridicule and vilification of persons with disabilities, establishing legal consequences for those who mocked or bullied individuals based on their impairments. This move signaled that the state’s protection extended beyond physical access and into the realm of human dignity.

The pursuit of economic independence saw another boost with the passage of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟬𝟱𝟮𝟰 in 2013. This amendment focused specifically on the workplace, recognizing that the previous "encouragement" for hiring PWDs was not yielding enough results. The new rules mandated that 𝙖𝙩 𝙡𝙚𝙖𝙨𝙩 𝟭% 𝙤𝙛 𝙖𝙡𝙡 𝙥𝙤𝙨𝙞𝙩𝙞𝙤𝙣𝙨 𝙞𝙣 𝙜𝙤𝙫𝙚𝙧𝙣𝙢𝙚𝙣𝙩 𝙖𝙜𝙚𝙣𝙘𝙞𝙚𝙨 𝙖𝙣𝙙 𝙤𝙛𝙛𝙞𝙘𝙚𝙨 𝙗𝙚 𝙧𝙚𝙨𝙚𝙧𝙫𝙚𝙙 𝙛𝙤𝙧 𝙥𝙚𝙧𝙨𝙤𝙣𝙨 𝙬𝙞𝙩𝙝 𝙙𝙞𝙨𝙖𝙗𝙞𝙡𝙞𝙩𝙞𝙚𝙨.. While private corporations were still largely encouraged rather than forced, the law increased the visibility of PWDs in professional spaces, proving that inclusion was not just a social goal but a practical economic strategy.

The most recent and perhaps most impactful changes came with 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟬𝟳𝟱𝟰 𝗮𝗻𝗱 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟭𝟮𝟮𝟴. These laws addressed the rising cost of living and healthcare. The 2016 amendment granted persons with disabilities an 𝙚𝙭𝙚𝙢𝙥𝙩𝙞𝙤𝙣 𝙛𝙧𝙤𝙢 𝙩𝙝𝙚 12% 𝙑𝙖𝙡𝙪𝙚 𝘼𝙙𝙙𝙚𝙙 𝙏𝙖𝙭 (𝙑𝘼𝙏) 𝙤𝙣 𝙩𝙤𝙥 𝙤𝙛 𝙩𝙝𝙚𝙞𝙧 𝙚𝙭𝙞𝙨𝙩𝙞𝙣𝙜 𝙙𝙞𝙨𝙘𝙤𝙪𝙣𝙩𝙨, providing a massive financial cushion for daily expenses. It also allowed family members who care for persons with disabilities to claim them as tax dependents, acknowledging the collective effort required in caregiving. Finally, the 2019 update ensured that every single person with disabilities in the country was 𝗮𝘂𝘁𝗼𝗺𝗮𝘁𝗶𝗰𝗮𝗹𝗹𝘆 𝗲𝗻𝗿𝗼𝗹𝗹𝗲𝗱 𝗶𝗻 𝗣𝗵𝗶𝗹𝗛𝗲𝗮𝗹𝘁𝗵, with the government covering the premiums. This transition from a rehabilitation act to a comprehensive social safety net ensures that today, the law protects a person with a disability from the moment of diagnosis through every stage of their professional and personal life.

𝐈𝐂𝐘𝐌𝐈 | The Department of Labor and Employment (DOLE) Regional Office 5 conducted the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗪𝗼𝗺𝗲𝗻’𝘀 𝗠𝗼𝗻𝘁𝗵 𝟮𝟬𝟮𝟲 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗙𝗼𝗿𝘂𝗺: 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗪𝗼𝗺𝗲𝗻 𝗮𝗻𝗱 𝗔𝗱𝘃𝗮𝗻𝗰𝗶𝗻𝗴 𝗦𝗮𝗳𝗲 𝗮𝗻𝗱 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗪𝗼𝗿𝗸𝗽𝗹𝗮𝗰𝗲𝘀 on March 16, 2026 at RD Zen Hall, DOLE Building, Legazpi City.

The activity aimed to strengthen awareness among DOLE personnel on gender equality, workplace safety, and women empowerment. The forum provided a venue for discussing practical approaches to integrating gender-responsive perspectives into DOLE programs, workplace culture, and field engagements. It featured three learning sessions that discussed key dimensions of gender-responsive workplace practices and empowerment.

The first discussion, “From Workplace to Worksite: Making Every DOLE Engagement a Safe Space,” was delivered by Atty. Arlene Q. Alangco, Regional Director of the Commission on Human Rights (CHR) Regional Office 5, who presented the salient provisions of Republic Act No. 11313 or the Safe Spaces Act.

Atty. Alangco articulated the scope and coverage of the law, emphasizing its application not only within traditional workplaces but also in public spaces and work-related environments. She further distinguished the Safe Spaces Act from Republic Act No. 7877 or the Anti-Sexual Harassment Act of 1995, particularly in terms of coverage, persons liable, and the broader range of punishable acts under RA 11313. The discussion also outlined the various forms of sexual harassment, including verbal, non-verbal, physical, and online acts, as well as corresponding penalties for offenders. Participants were guided on recognizing prohibited behaviors and understanding the legal mechanisms available to address and prevent such incidents.

Complementing this, the second presentation, “Beyond the Office: Applying ILO C190 in DOLE Programs and Community Worksites,” was delivered by Ms. Honelet S. Bertis, JD, who discussed the application of international labor standards in addressing violence and harassment in various work-related environments. The presentation featured the applicability of international labor standards in addressing violence and harassment across various work-related settings, including the implementation of programs such as Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD), DOLE Integrated Livelihood Program (DILP), Labor Inspection, and the Child Labor Prevention and Elimination Program (CLPEP).

The discussant also identified key risk factors contributing to workplace violence and harassment, including power imbalances, economic dependence, and psychosocial hazards that may arise in both formal and informal work arrangements. Emphasis was also placed on preventive and responsive measures before, during, and after program implementation, including risk assessment, establishment of reporting mechanisms, and provision of support to affected individuals.

Moving from discussions of rights and laws, the third presentation imparted practical knowledge in the financial context. The discussion entitled, “Financial Empowerment for Women: Building Security, Independence, and Resilience,” was delivered by Ms. Rochelle Ann A. Bataller, who emphasized the importance of financial literacy and economic empowerment as key elements of women’s independence and long-term security. She introduced ways on how to expand financial assets and to identify personal risk tolerance. Government securities were also shared as well as ways of investments.

In pre-colonial times, Babaylans have served as women spiritual leaders and community guides, who symbolize wisdom, courage, and responsibility.

Carrying forward this spirit, the Department of Labor and Employment – Camarines Norte Provincial Office (DOLE CNPO) spearheaded an outreach program on Friday, March 20, 2026, extending social support and essential supplies to children and women in need.

The warmth of this initiative reached Our Lady of Guadalupe Foundation of Daet, Inc. in Brgy. Mabilo II, Labo, and Halfway Home for Women and Children in Brgy. Bagasbas, Daet, Camarines Norte.

The program brought smiles and appreciation to the women and children who participated in interactive games prepared by the personnel and outreach essentials distributed among the participants.

Anchored on the theme “Bringing Joy and Hope to Every Child,” the activity unfolded as a day of meaningful engagement across the two communities, proving that the Babaylan spirit still lingers in every woman that cares, speaks, and uplifts.
