For many fresh graduates, earning a college degree marks the beginning of a new chapter. For Ma. Rhica Bhabes Botin, however, it marked the start of another battle: to search for meaningful employment in a highly competitive job market.

As the eldest among her siblings, she learned the value of perseverance long before entering any workforce. Raised in a family that lived modestly, she dreamed of helping ease her family's financial burdens and creating a more secure future for those she loved. While pursuing her education, she sold chicharon, pancit, popcorn, and other snacks to help in her family’s income. In college, she became a working student, determined to finish her studies despite financial challenges.

“Mula pa lang elementary, tinuruan na ako ng mama ko kung paano maging madiskarte sa buhay,” she fondly recalled.

Yet, even after earning her degree, stable employment remained elusive.

“Mahirap, sobrang hirap maghanap ng trabaho kahit na college graduate ka na. Kahit saan ako nakapunta para lang makapag-apply at makahanap ng maayos na trabaho.”

Like thousands of young Filipinos searching for their first opportunity, she submitted application after application, hoping that one would finally open the door to her future.

That opportunity came through the Government Internship Program (GIP) of the Department of Labor and Employment.

“Sobrang thankful ako kasi isa ako sa mga natawagan para maging part ng DOLE Sorsogon bilang GIP intern,” Ma. Rhica shared.

She was assigned to the Child Labor Prevention and Elimination Program (CLPEP) Unit at the DOLE Sorsogon Provincial Office. Working under one of the DOLE’s flagship social protection programs, she supported initiatives aimed at safeguarding children from child labor, profiling them and assisting in administrative program implementation activities that strengthened the office’s advocacy for children’s rights and welfare.

For nearly nine months, she experienced firsthand what it meant to serve the public. Beyond accomplishing day-to-day tasks, she witnessed how government programs create meaningful change in people’s lives. The experience sharpened her communication skills, strengthened her confidence and instilled discipline, professionalism, and a genuine commitment to public service.

“Being a GIP intern changed my life. It built my confidence, character, focus on my work and professionalism in any situation.”

The internship would eventually become the foundation for an even bigger dream.

Driven by her desire to provide a better future for her family, she aspired to become a member of the Bureau of Fire Protection (BFP). While fulfilling her responsibilities as a GIP intern, she simultaneously prepared for the rigorous BFP application process which demanded discipline, sacrifice, and effective time management.

“Yung biggest challenge sa akin ay time management. Nag-aapply ako habang nagtatrabaho bilang GIP intern. Pero palagi kong tinatatak sa isip at puso ko na kakayanin ko ito para sa pamilya ko.

“And I made it, because of Him, our Almighty.”

Today, she proudly serves as a Fire Officer at the Bureau of Fire Protection, carrying with her the lessons she learned from her humble beginnings and from her formative experience at DOLE.

To aspiring GIP interns and young Filipinos who are still searching for their own breakthrough, she leaves this inspiring message:

“Explore, explore, explore and don’t give up. Maging bahagi pa lang ng DOLE GIP ay malaking oportunidad na dahil marami kang matututunan. Ipinagmamalaki kong naging bahagi ako ng DOLE sa loob ng halos siyam na buwan. It helped build my character, professionalism, and confidence.”

Every flame begins with a spark, but it takes fuel to keep it burning until it reaches its full strength. While waiting for the opportunity to join the ranks of the BFP, the Government Internship Program served as the fuel that kept Rhica's dream alive—a meaningful opportunity that provided employment, experience, and purpose until she finally earned the badge she had long dreamed of wearing.

Between the dream and the badge stood many challenges, but the program also stood there as the opportunity that equipped her with the skills, experience, and confidence to turn her aspiration into reality and become a dedicated public servant. [END] CMS

𝙑𝙞𝙧𝙖𝙘, 𝘾𝙖𝙩𝙖𝙣𝙙𝙪𝙖𝙣𝙚𝙨 – In support of Labor Secretary Francis N. Tolentino’s thrust to strengthen labor law enforcement and occupational safety and health (OSH) compliance in high-risk industries, the Department of Labor and Employment (DOLE) Bicol, through its Catanduanes Provincial Office, led a multi-agency High Impact, High Visibility Inspection and Monitoring (HIHVIM) activity at a local hospital construction project in Virac, Catanduanes, on Monday.

DOLE Bicol OIC Regional Director Atty. Nepomuceno A. Leaño II stressed the importance of strengthening compliance with labor and OSH standards, particularly in the construction sector.

“Construction workers face some of the highest occupational risks in the labor force. This makes strict compliance with labor and occupational safety and health standards critical not only to preventing workplace accidents, but also to ensuring that every worker returns home safely to their family,” said RD Atty. Leaño.

Prior to the inspection, participating agencies held a coordination meeting in Virac to align inspection procedures, discuss regulatory mandates, and reaffirm their shared commitment to promoting safe, healthy, and lawful workplaces.

Carrying the theme “Building Compliance, Protecting Workers,” the activity convened representatives from key government agencies such as the Department of Public Works and Highways (DPWH), Employees’ Compensation Commission (ECC), Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), Home Development Mutual Fund (Pag-IBIG Fund), Bureau of Fire Protection (BFP), Department of Health (DOH), Philippine Information Agency (PIA), LGU-Virac, and Barangay Occupational Safety and Health (OSH) Patrollers.

The inspection team was led by DOLE Catanduanes OIC Provincial Head Eduardo C. Lovedorial, together with labor inspectors and program personnel from the provincial office.

At the project site, representatives from each agency conducted inspections within their respective mandates to verify compliance with labor standards, OSH requirements, social protection laws, and other regulations governing construction projects.

Chief Lovedorial emphasized that protecting workers is a shared responsibility among government, employers, and workers. He reiterated the importance of compliance in ensuring that workers can perform their duties in a safe and healthy environment and return home free from injury, illness, or disability.

He likewise encouraged construction stakeholders to view inspections as opportunities to strengthen workplace safety measures, address compliance gaps, and cultivate a culture of prevention and accountability.

During the inspection, participating agencies presented their observations, findings, and recommendations, and explained the importance of complying with applicable regulations, and provided corresponding recommendations and corrective measures to address identified findings. The discussions enabled the project management to better understand the actions necessary to improve compliance while safeguarding workers’ welfare.

Labor Inspector Engr. Julie Cid-Manalang encouraged employers and workers to sustain their compliance efforts beyond inspections, emphasizing that continuous collaboration among government agencies, employers, and employees is vital to building safer, healthier, and more productive construction workplaces. 𝙈𝙖𝙨𝙗𝙖𝙩𝙚 𝘾𝙞𝙩𝙮 – The Department of Labor and Employment (DOLE) Bicol, in support of Labor Secretary Francis N. Tolentino’s thrust to reinforce occupational safety and health (OSH) standards across the transportation industry, conducted “Safe Journeys: Strengthening Safety and Health Standards Across Roads and Seas” Basic Occupational Safety and Health (BOSH) Training for Safety Officers 1 in Masbate City, on Monday.

DOLE Bicol OIC Regional Director Atty. Nepomuceno A. Leaño II noted that having competent and proactive safety officers are investments in human lives.

“Safety in every workplace is a non-negotiable. It is a responsibility we owe to every worker and commuter who choose to trust us. With the right knowledge and skills, we strengthen our capacity to prevent accidents and ensure that every journey on our roads and seas is a safe one,” stressed RD Atty. Leaño.

The training was attended by operators and employers from the land and maritime transport sectors to enhance their understanding of workplace safety, labor standards, and legal compliance, equipping them with practical tools to foster safer and healthier work environments.

Mr. Marlon G. Ascutia (LEO III) facilitated the interactive lecture on the Introduction to Occupational Safety and Health, Salient Features of OSH Legislation, and Communicating OSH. The discussion emphasized the importance of OSH, its contribution to productivity, workers' rights and responsibilities, accident prevention, common workplace hazards, and the role of OSH trainers in promoting a culture of safety.

A key component of the training focused on Hazard Identification, Risk Assessment, and Control (HIRAC), where participants learned how to identify workplace hazards, assess and prioritize risks, and implement appropriate control measures through engineering controls, administrative interventions, and personal protective equipment. The session also featured the use of the 2025 OSH Program Risk Assessment Matrix and the importance of effectively communicating HIRAC results.

Participants were likewise oriented on Basic Safety Rules and Measures, Industrial Hygiene, and Administrative OSH Requirements, providing them with essential knowledge on workplace hazard control, health risk management, and compliance with OSH regulations.

The program also included a session on General Labor Standards conducted by Mr. Kevin B. Briones (AA VI), which provided an overview of workers’ rights, statutory benefits, and labor standards mandated under Philippine labor laws.

To conclude the training, Mr. Chito A. Atibagos (Senior LEO) discussed Public Utility Vehicles (PUVs) and Public Utility Jeepneys (PUJs) as Common Carriers under Article 1732 of the Civil Code of the Philippines. The session stressed the legal obligation of common carriers to exercise extraordinary diligence in ensuring passenger safety and emphasized their role in advancing occupational safety and regulatory compliance in the transport sector.

DOLE Masbate Provincial Head Ms. Lynette H. Dela Fuente expressed her appreciation to the participants for their drive to enhance workplace safety and health standards in their industry.

“We sincerely thank all our participants for dedicating their time to this training despite their busy schedules. Your commitment to workplace safety reflects our shared goal of building safer, healthier, and more productive workplaces through the Department of Labor and Employment's free Safety Officer 1 (SO1) Training,” said Chief Dela Fuente.
