POLANGUI, Albay โ The Department of Agrarian Reform (DAR) Albay strengthened the capacity of Barangay Agrarian Reform Committees (BARCs) in carrying out their roles in the implementation of the Comprehensive Agrarian Reform Program (CARP) at the grassroots level through a capacity-building activity held on September 10, 2026, at Phoemblemโs Grill and Restaurant, Sugcad, Polangui, Albay.
The BARC Capacity Building on FMR Monitoring and Project Identification for ARF Funding brought together newly elected and re-elected BARC chairpersons, vice chairpersons, and assistant secretaries of barangays within the Albay Tres Agrarian Reform Community (ARC).
The activity aimed to equip BARC officers with essential knowledge and a practical understanding of their functions, enabling them to become more effective partners of DAR in addressing agrarian concerns, monitoring Farm-to-Market Road (FMR) projects, and identifying potential projects for support under the Agrarian Reform Fund (ARF).
The discussions covered the roles and responsibilities of BARCs in various aspects of agrarian reform implementation, including land tenure security and survey activities, mediation and dispute resolution, and support services delivery.
Provincial Agrarian Reform Program Officer (PARPO) II Engr. Gerardo A. Ebrada and PARPO I Patricia T. Rastrullo, CESE, acknowledged the important role of BARCs in advancing agrarian reform at the barangay level and expressed their appreciation to the participants for their active participation in the activity.
Provincial Agrarian Reform Coordinating Committee (PARCCOM) Chairperson Leonito M. Gaveria also showed support and uplifted the morale of the officers.
The sessions were facilitated by Chief Agrarian Reform Program Officers (CARPOs) Chito P. Molina and Engr. Noli O. Olitin, Municipal Agrarian Reform Program Officer (MARPO) Jocylene M. Naz, and Agrarian Reform Program Technologist (ARPT) Reymark N. Hermosa, sparking an insightful exchange of information driven by the participants' questions.
Also, during the activity, the coffee table book featuring inspiring stories of Agrarian Reform Beneficiaries (ARBs) in the Bicol Region was presented to Bonifacio Layderos, an ARB and BARC Chairperson of Sta. Cruz, Libon. His story is featured in the book as a testament to the positive impact of agrarian reform.
Through continuing capacity-building initiatives, DAR Albay strengthens BARCs as active partners in agrarian reform implementation and community development, including the monitoring of FMR projectsโone of the key priorities of DAR Secretary Conrado M. Estrella IIIโwhile fostering stronger partnerships with communities toward sustainable agrarian reform in Albay.
