POLANGUI, Albay — The Department of Agrarian Reform (DAR) Albay strengthened the capacity of Barangay Agrarian Reform Committees (BARCs) in carrying out their roles in the implementation of the Comprehensive Agrarian Reform Program (CARP) at the grassroots level through a capacity-building activity held on September 10, 2026, at Phoemblem’s Grill and Restaurant, Sugcad, Polangui, Albay.

The BARC Capacity Building on FMR Monitoring and Project Identification for ARF Funding brought together newly elected and re-elected BARC chairpersons, vice chairpersons, and assistant secretaries of barangays within the Albay Tres Agrarian Reform Community (ARC).

The activity aimed to equip BARC officers with essential knowledge and a practical understanding of their functions, enabling them to become more effective partners of DAR in addressing agrarian concerns, monitoring Farm-to-Market Road (FMR) projects, and identifying potential projects for support under the Agrarian Reform Fund (ARF).

The discussions covered the roles and responsibilities of BARCs in various aspects of agrarian reform implementation, including land tenure security and survey activities, mediation and dispute resolution, and support services delivery.

Provincial Agrarian Reform Program Officer (PARPO) II Engr. Gerardo A. Ebrada and PARPO I Patricia T. Rastrullo, CESE, acknowledged the important role of BARCs in advancing agrarian reform at the barangay level and expressed their appreciation to the participants for their active participation in the activity.

Provincial Agrarian Reform Coordinating Committee (PARCCOM) Chairperson Leonito M. Gaveria also showed support and uplifted the morale of the officers.

The sessions were facilitated by Chief Agrarian Reform Program Officers (CARPOs) Chito P. Molina and Engr. Noli O. Olitin, Municipal Agrarian Reform Program Officer (MARPO) Jocylene M. Naz, and Agrarian Reform Program Technologist (ARPT) Reymark N. Hermosa, sparking an insightful exchange of information driven by the participants' questions.

Also, during the activity, the coffee table book featuring inspiring stories of Agrarian Reform Beneficiaries (ARBs) in the Bicol Region was presented to Bonifacio Layderos, an ARB and BARC Chairperson of Sta. Cruz, Libon. His story is featured in the book as a testament to the positive impact of agrarian reform.

Through continuing capacity-building initiatives, DAR Albay strengthens BARCs as active partners in agrarian reform implementation and community development, including the monitoring of FMR projects—one of the key priorities of DAR Secretary Conrado M. Estrella III—while fostering stronger partnerships with communities toward sustainable agrarian reform in Albay.

LEGAZPI CITY – Eleven Agrarian Reform Beneficiary Organizations (ARBOs) in Albay participated in the Agraryo AlbayAni Trade Fair on August 28–30, 2026 at Ayala Malls Legazpi, generating a total of P401,350.00 in sales.

The activity, organized by the Department of Agrarian Reform (DAR) Albay Provincial Office in partnership with the Department of Trade and Industry (DTI) Albay and Ayala Malls Legazpi, is an annual event now in its second year of implementation. It aims to provide ARBOs with greater market opportunities, showcase their products to a wider customer base, and increase their potential for business partnership opportunities.

A total of eleven ARBOs from various districts of Albay served as exhibitors, showcasing a diverse array of fresh produce, processed food products, non-food goods, and handicrafts.

The three-day trade fair allowed these ARBOs to generate sales and income from mall-goers, an opportunity that expanded their market reach beyond local agricultural communities.

“Nagle-level up na po tayo. Hindi na tayo sa bara-barangay lang nagtitinda kundi sa mga mall na tulad ng Ayala. Proud po kami na dalhin dito ang inyong mga produkto,” said Chito P. Molina, Chief Agrarian Reform Program Officer of the Program Beneficiaries Development Division.

Among the exhibitors was Liela Daep of the Kamanitohan Agrarian Reform Communities Irrigators Association (KARCIA) from the town of Manito. Joining the trade fair for the first time, their group garnered the highest sales, amounting to P159,588.00.

“Super blessed kasi first time po namin na maimbitahan ng DAR at yung experience na makapagtinda kami dito ay talagang maganda at nakatulong pa kami sa mga kapwa magsasaka namin sa Manito,” Daep said, expressing her gratitude for the opportunities DAR has extended to their community.

“Maraming salamat po sa DAR. Malaking tulong sila sa aming mga magsasaka. Hindi na sila mamomroblema kung saan dadalhin na market ang kanilang mga produkto kasi kami na mismo ang kumukuha at kami na rin ang nagbebenta sa pamamagitan naman ng DAR,” Daep added.

In his message, Provincial Agrarian Reform Program Officer II Engr. Gerardo A. Ebrada emphasized that the trade fair is more than just a venue for selling products.

“It is an opportunity to showcase the quality of our local agricultural products, promote our farmers’ enterprises, and create stronger markets and partnerships for our producers,” Ebrada said.

The conclusion of the trade fair did not close the doors for ARBOs to present their products to major markets. Instead, it inspired and motivated them to continue improving product quality and promoting them so that they can sustainably uplift rural livelihoods and secure commercial partnerships across the province.
