𝐄𝐀𝐑𝐋𝐈𝐄𝐑 | 𝐌𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐙. 𝐉𝐚𝐦𝐞𝐫, Chief-Legal, was on the ground at the municipality of Milaor, Camarines Sur today, September 1, 2026, with local chief executive 𝐇𝐨𝐧. 𝐑𝐮𝐛𝐢𝐥𝐲𝐧 𝐂. 𝐄𝐮𝐬𝐭𝐞 for a courtesy meeting. The session highlights the proactive nature of legal guidance and the joint effort for a stronger institutional systems.

In observance of Republic Act No. 11136 which declares September 2 of every year as a Special non-Working Holiday in the Province of Albay in commemoration of the birth anniversary of Gen. Simeon A. Ola, office transaction will be suspended tomorrow, September 2, 2026.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | Early this morning, September 1, 2026, the BLGF Regional Office V welcomed its new members as the newly appointed Administrative Officer I 𝐌𝐬. 𝐂𝐡𝐫𝐢𝐬𝐭𝐢𝐚𝐧𝐧𝐞 𝐌𝐚𝐫𝐢𝐞 𝐏. 𝐇𝐢𝐝𝐚𝐥𝐠𝐨 officially took her oath before the Regional Director, witnessed by fellow office personnel. She was joined by 𝐌𝐫. 𝐉𝐚𝐢𝐦𝐞𝐲 𝐘. 𝐌𝐞𝐫𝐜𝐚𝐝𝐞𝐫, 𝐉𝐫. who formally signed his contract as Administrative Aide IV.

𝐀𝐥𝐛𝐚𝐲 𝐁𝐚𝐭𝐜𝐡 𝐂𝐨𝐦𝐩𝐥𝐞𝐭𝐞𝐬 𝐑𝐏𝐓𝐂𝐈𝐒 𝐖𝐫𝐢𝐭𝐞𝐬𝐡𝐨𝐩

Following the first batch, Albay local heads from provincial, city and municipal treasury and assessment office gathered at the same venue at Vela Hotel in Legazpi City for the second installment of the 𝐖𝐫𝐢𝐭𝐞𝐬𝐡𝐨𝐩 𝐨𝐧 𝐭𝐡𝐞 𝐑𝐞𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐓𝐚𝐱 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐈𝐦𝐩𝐚𝐜𝐭 𝐒𝐭𝐮𝐝𝐲 (𝐑𝐏𝐓𝐂𝐈𝐒), recently held from August 26-28, 2026. The same team of resource speakers and facilitators from BLGF V spearheaded the sessions, joined by guest resource persons 𝐌𝐬. 𝐆𝐢𝐧𝐚 𝐑. 𝐃𝐚𝐯𝐢𝐝, Ligao City Treasurer, and 𝐌𝐫. 𝐆𝐞𝐫𝐚𝐥𝐝𝐞𝐧 𝐒. 𝐏𝐮𝐫𝐨𝐠, Daraga Municipal Assessor. The speakers delivered comprehensive presentations covering the finalization of data tables, drafting of the RPT Compliance study, the conduct of Tax Impact Studies, and tax impact computations. Participants engaged in intensive discussions and hands-on workshops utilizing their initially prepared data requirements which culminated in a presentation of outputs.

𝐁𝐢𝐜𝐨𝐥 𝐖𝐫𝐚𝐩𝐬 𝐔𝐩 𝐖𝐫𝐢𝐭𝐞𝐬𝐡𝐨𝐩 𝐨𝐧 𝐑𝐏𝐓𝐂𝐈𝐒 𝐰𝐢𝐭𝐡 𝐋𝐨𝐜𝐚𝐥 𝐇𝐞𝐚𝐝𝐬

The local heads from various provinces of Bicol region including local assessors, treasurers and their assistants and Sangguniang Bayan (SB) Members gathered at Vela Hotel in Legazpi City, Albay for the recently conducted two and a half day 𝐖𝐫𝐢𝐭𝐞𝐬𝐡𝐨𝐩 𝐨𝐧 𝐭𝐡𝐞 𝐑𝐞𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐓𝐚𝐱 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐈𝐦𝐩𝐚𝐜𝐭 𝐒𝐭𝐮𝐝𝐲 (𝐑𝐏𝐓𝐂𝐈𝐒) from August 24-26, 2026.

The first day was graced by the presence of the 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐉𝐞𝐬𝐬𝐢𝐞 𝐁. 𝐃𝐨𝐜𝐭𝐨𝐥𝐞𝐫𝐨 who delivered a discussion on the first module: foundation and frameworks of RPTCIS as mandated by RA 12001 (RPVARA). The afternoon session focused on the second and third modules, encompassing data requirements, cleansing, matching, and analysis, delivered by 𝐌𝐫. 𝐕𝐢𝐧𝐜𝐞𝐧𝐭 𝐑. 𝐒𝐚𝐧𝐜𝐡𝐞𝐳, Chief-Assessment, and 𝐌𝐬. 𝐌𝐚𝐫𝐲 𝐀𝐧𝐧 𝐑𝐚𝐝𝐚-𝐂𝐚𝐩𝐨𝐧, Chief-Fiscal Operations. Participants then proceeded with the workshop proper as they prepare for data tables.

The second day continued with the workshop facilitated by the resource speaker 𝐀𝐭𝐭𝐲. 𝐋𝐞𝐚 𝐌𝐨𝐫𝐞𝐧𝐨-𝐃𝐮𝐪𝐮𝐞 who then guided participants in finalizing data tables and drafting of RPT compliance study. The morning session continued with the third module on the conduct of Tax Impact Study led by 𝐌𝐬. 𝐍𝐞𝐫𝐢𝐬𝐬𝐚 𝐀. 𝐀𝐮𝐠𝐮𝐬𝐭𝐨. The afternoon session proceeded with the fourth module on the formulation of tax options and finalization of tax impact of the proposed SMV.

The third and final day was led by 𝐃𝐫. 𝐀𝐥𝐟𝐫𝐚𝐧𝐜𝐢𝐬 𝐁. 𝐉𝐞𝐠𝐢𝐥𝐥𝐨𝐬, Chief-Admin, who delivered a presentation on the technical writing fundamentals of RPTCIS. Participants then proceeded to the presentation of outputs for the critiquing session afterwards.

𝐅𝐈𝐄𝐋𝐃 𝐕𝐈𝐒𝐈𝐓 | The visiting delegation from the BLGF Central Office (CO) headed by 𝐌𝐬. 𝐂𝐲𝐧𝐭𝐡𝐢𝐚 𝐆. 𝐅𝐚𝐮𝐫𝐢𝐥𝐥𝐨, OIC Director - LGUOS, along with 𝐌𝐫. 𝐑𝐨𝐝𝐞𝐫𝐢𝐜𝐤 𝐑. 𝐑𝐚ñ𝐞𝐬𝐞𝐬, LTOO IV, and 𝐌𝐫. 𝐉𝐞𝐬𝐬𝐢𝐞 𝐀𝐥𝐛𝐞𝐫𝐭 𝐂. 𝐂𝐚𝐭𝐚𝐩𝐚𝐧𝐠, SLTE, undertook another field visit to Sorsogon City on August 19, 2026, to conduct 𝐋𝐨𝐜𝐚𝐥 𝐓𝐫𝐞𝐚𝐬𝐮𝐫𝐲 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐋𝐓𝐎𝐄). The evaluation team was present at the City Treasurer’s Office of Sorsogon, joined by regional treasury personnel 𝐌𝐬. 𝐉𝐨𝐚𝐧 𝐂𝐡𝐚𝐫𝐥𝐞𝐧𝐞 𝐋. 𝐋𝐨𝐩𝐨𝐬-𝐃𝐞 𝐋𝐢𝐦𝐚, LTOO III, 𝐌𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐙. 𝐉𝐚𝐦𝐞𝐫, Chief-Legal, and 𝐌𝐫. 𝐒𝐚𝐥𝐮𝐬𝐭𝐢𝐚𝐧𝐨 𝐌. 𝐒𝐮𝐥𝐥𝐚𝐧𝐨, 𝐉𝐫., AA III. During the visit, the team also met with familiar faces among local heads, including 𝐌𝐬. 𝐋𝐨𝐫𝐢𝐥𝐲𝐧 𝐃. 𝐓𝐞, Provincial Treasurer, 𝐌𝐬. 𝐉𝐮𝐝𝐢𝐭𝐡 𝐅. 𝐁𝐨𝐫𝐣𝐚, Assistant Provincial Treasurer, 𝐌𝐬. 𝐍𝐚𝐧𝐜𝐲 𝐃. 𝐂𝐚𝐛𝐚𝐥𝐥𝐞𝐫𝐨, City Treasurer, and 𝐎𝐥𝐢𝐦𝐩𝐢𝐨 𝐒. 𝐑𝐨𝐦𝐞𝐫𝐨, City Assessor.

𝐓𝐎𝐎𝐋𝐊𝐈𝐓 𝐓𝐑𝐀𝐈𝐍𝐈𝐍𝐆 | From August 18-19, 2026, the BLGF V team served as resource persons and facilitators during the conduct of 𝐒𝐞𝐦𝐢𝐧𝐚𝐫-𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐔𝐩𝐝𝐚𝐭𝐢𝐧𝐠 𝐚𝐧𝐝 𝐇𝐚𝐫𝐦𝐨𝐧𝐢𝐳𝐢𝐧𝐠 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐑𝐞𝐯𝐞𝐧𝐮𝐞 𝐂𝐨𝐝𝐞 held at the Capitol Dome, Provincial Capitol Complex in Virac, Catanduanes.

The delegation was led by 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐉𝐞𝐬𝐬𝐢𝐞 𝐁. 𝐃𝐨𝐜𝐭𝐨𝐥𝐞𝐫𝐨, who graced the event and delivered a presentation on strengthening local governance through financial excellence and stepping up through digitalization, along with 𝐌𝐬. 𝐓𝐫𝐢𝐬𝐡𝐚 𝐋. 𝐑𝐨𝐝𝐢𝐥-𝐒𝐚𝐬𝐨𝐭𝐚, FA III, who delivered a discussion on the resource mobilization, revenue-raising powers of LGUs and the salient features of DOF-DILG JMC No. 2019-01, and 𝐌𝐫. 𝐉𝐞𝐟𝐟𝐫𝐞𝐲 𝐂. 𝐋𝐞𝐩𝐚𝐥𝐚𝐦, AA V, who guided the participants throughout the workshop proper and critiquing session.

𝐉𝐞𝐬𝐬𝐢𝐞 𝐀𝐥𝐛𝐞𝐫𝐭 𝐂. 𝐂𝐚𝐭𝐚𝐩𝐚𝐧𝐠, SLTE, joined by BLGF V unit head 𝐌𝐫. 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐙. 𝐉𝐚𝐦𝐞𝐫, Chief-Legal, proceeded to the municipality of Pasacao, Camarines Sur to conduct a 𝐋𝐨𝐜𝐚𝐥 𝐓𝐫𝐞𝐚𝐬𝐮𝐫𝐲 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 (𝐋𝐓𝐎𝐄), in line with the Bureau’s mandate to monitor local treasury operations.
