Joining the 2026 cohort of Inspiring Women from around the world, Procurement Service-Department of Budget and Management (PS-DBM) Executive Director (ED) Genmaries โGenโ S. Entredicho-Caong is among this yearโs 25 remarkable female leaders globally recognized for their significant achievements in their profession and notable contributions to society.
Recipients of the Inspiring Women recognition are determined by the World Commerce and Contracting in collaboration with Icertis and WorldCC Foundation. Together, they form part of a group of leaders, influencers, innovators, and entrepreneurs who are shaping the future of commerce and contracting through their leadership, innovation, and commitment to positive change.
The 2026 batch, including ED Gen, was introduced in a virtual kick-off event on January 22, 2026. The program, now in its sixth year, gathered women across sectors, regions, and career stages through purpose-driven dialogues that foster meaningful connections.

The final selection of awardees came from a list of nominees. Following a thorough review and evaluation, ED Gen emerged triumphant among 51 nominations from 13 unique countries and diverse industries.
It was the Open Contracting Partnership (OCP), an independent non-profit organization partner of PS-DBM in advancing public procurement reforms through various collaborative projects, that initiated the nomination of ED Gen.
โUnder her leadership, PS-DBM drove impactful reforms in legislation, digital transformation, internal processes, and multistakeholder collaborationsโฆ Through her commitment to upholding values of transparency, participation, and accountability, ED Gen has inspired a community of practice where government and civil society work together, making her a strong female leadership figure in public procurement,โ OCP shared.
โI am happy to participate in this program as this will be another venue to showcase the work that we do in PS-DBM,โ ED Gen told the WorldCC Foundation.

Being included in the 2026 cohort of Inspiring Women is not merely a recognition, as it comes with opportunities for learning and community building. The inclusion in the final 25 is publicly celebrated through the WorldCC Foundationโs platforms and events, exposing the recipientsโ stories and experiences to a powerful network of innovators and change-makers.
Since the programโs inception in 2020, the cohorts have evolved into an empowered community of 126 remarkable and distinguished female leaders across 30 countries worldwide.
Receiving this recognition comes at an opportune time as PS-DBM ushers in a new year of more impactful breakthroughs, inspiring the accomplishment of more feats in public procurement.
โBy serving as the Executive Director of PS-DBM, I am leading an agency at the forefront of transforming and modernizing the countryโs public procurement system,โ ED Gen said, in light of the continuous enhancement of PS-DBMโs Philippine Government Electronic Procurement System (PhilGEPS) as the main channel for the governmentโs conduct of procurement activities.
This milestone also further solidifies PS-DBMโs mark on the international stage, following its recent engagements in major global events such as the Open Government Partnership (OGP) Summit 2025 held in Spain and the Eleventh Session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC) in Qatarโwhere PSD-DBM, led by ED Gen, took part as awardee, organizer, panelist, and/or resource speaker.

This yearโs Inspiring Women were chosen based on specific criteria.
ED Gen, who previously served as a consultant of the World Bank and the Asian Development Bank, has over 25 years of experience devoted to legal, development work, technical advisory, and policy formulation. On top of the impressive professional credentials under her belt, ED Gen was selected for her demonstration of โleadership in technologyโ and for โraising the reputation of contracting in her organization, geography and industry.โ
These are enabled by PS-DBMโs fulfillment of its mandate as the Philippine government's central acquisition arm, anchored on the New Government Procurement Act (NGPA). In amending the countryโs decades-old procurement law through the passage of the NGPA, ED Gen was an integral part of the PS-DBM team that proposed new provisions on digital transformation, open contracting, public participation, and capacity building, among others.
Displaying resilience in the face of uncertainty also favored ED Genโs bid. Leading a workforce of over 445 personnel, and having survived, together, several calls for abolition due to past controversies, ED Gen finds strength in her peopleโthe pillar of her resilience.
โI can certainly say that the hardworking people of our agency have already developed such level of resilience that did not allow us to give upโฆ From being criticized to being recognized, we take pride in contributing to the transformation of the Philippine public procurement landscape,โ ED Gen said.
