Regional Sub-Committee for the Welfare of Children-BICOL Region The Council for the Welfare of Children (CWC) is the focal inter- agency body of the Philippine Government for children.

This is the official page of the Regional Sub-Committee for the Welfare of Children (Bicol), the regional link of the Council for the Welfare of Children (CWC), an attached agency of Department of Social Welfare and Development (DSWD). It is mandated to coordinate the implementation and enforcement of all laws; formulate an integrated national policy and long range programs, monitor and evaluate the implementation of this policy, and all programs and services; advocate and mobilize resource assistance for the general welfare and protection of children by virtue of Presidential Decree 603, amended by Executive Order 233 s. 1987.

Ngayong 34th National Childrenโ€™s Month (NCM), binibigyang-diin natin ang Child Protection in Emergencies (CPiE)โ€”ang pangangalaga sa karapatan, kaligtasan, at kapakanan ng mga bata bago, habang, at pagkatapos ng mga sakuna at iba pang emergency.

Ang tema ngayong taon ay mula mismo sa tinig ng mga bata. ๐Ÿ’™

Sa pamamagitan ng MakabaTanong online survey at National Childrenโ€™s Monthโ€“Childrenโ€™s Brainstorming Session (NCM-CBS), ibinahagi ng mga bata ang kanilang mga karanasan, saloobin, at mga usaping higit na nakaaapekto sa kanilang buhay. Kabilang sa kanilang mga binigyang-diin ang lumalaking panganib na dulot ng mga bagyo, baha, lindol, armadong tunggalian, at iba pang krisis.

Ipinapaalala sa atin ng mga bata: kailangan nilang maging handa, ligtas, protektado, at may boses sa panahon ng emergency.

๐ˆ๐ง ๐๐ก๐จ๐ญ๐จ๐ฌ: The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol, represented by Rommel H. Burce, Planning Officer, provided technical assistance to the Municipal Council for the Protection of Children (MCPC) of Tinambac, Camarines Sur, during a three-day orientation and workshop on LCPC Strengthening, Meaningful Child Participation, and Development of the Local Development Plan for Children (LDPC) and Local Investment Plan for Children (LIPC).

In the first session, Mr. Burce deepened the council members' understanding of LCPC mandates by discussing its legal basis and operational strategies. He outlined steps to ensure the council remains organized and sustained, enhancing service delivery and ensuring effective implementation and monitoring of the localized Four Legacies for Children and other plans and policies for children, charged against at least 1% of the National Tax Allotment (NTA) and other LGU sources of funds.

The second session emphasized the importance of meaningful child participation in governance at the grassroots level, discussing the significance of selecting child representatives through an electoral process that allows all eligible children to participate based on established criteria, regardless of their circumstances, while also highlighting the need for orientation and capacity building to ensure sustained child-led activities at both the municipal and barangay levels over the next three years.

Finally, Mr. Burce guided the MCPC through multi-session workshops to formulate their 3-year LDPC and LIPC. These plans were developed based on a comprehensive Local Situational Analysis on Children (LSAC) and aligned with both the Bicol Regional Plan of Action for Children and the 4th National Plan of Action for Children (NPAC). By the end of the activity, the council members formally reaffirmed their commitment by crafting a detailed action plan to finalize, approve, and integrate the LDPC-LIPC into the municipality's Comprehensive Development Plan (CDP).

In Photos: The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol, through Regional Coordinator Ms. Ana Marie B. Binamira-Telimban, provided technical assistance during the Orientation on the CWC Media Guidelines on the Reporting and Coverage of Children conducted by the Municipality of Bulan on 25 August 2026.

The orientation was also facilitated by DSWD Field Office V represented by Ms. Emily Mendoza, SWO II, Children and ECCD Focal/ Sectoral Section Head, and Ms. Samantha Mae Q. Miguel, Community-Based SWO II/SWAD Team Leader Sorsogon Province.

The activity aimed to strengthen the capacity of media practitioners, content creators, communicators, PIOs, and concerned government personnel to promote safe, responsible, and ethical media practices, particularly in the child-sensitive reporting and responsible use of childrenโ€™s images and personal information, while upholding their rights, dignity, privacy, safety, and best interests, especially across digital platforms.

The Regional Sub-Committee for the Welfare of Children (RSCWC) Bicol, through Regional Coordinator Ms. Ana Marie B. Binamira-Telimban, successfully facilitated the three-day LCPC Capacity Building and Planning Workshop 2026, which conducted on 1, 3 and 4 September 2026 at Royale Mansion Hotel.

The workshop aimed to strengthen the capacity of Local Councils for the Protection of Children (LCPCs) in fulfilling their roles and responsibilities in child protection, strengthening local systems, and translating policies and plans into meaningful actions for children.

Participants also explored and assessed the implementation of the Local Development Plan for Children (LDPC) and the Comprehensive Emergency Plan for Children (CEPC) as important tools for planning, budgeting, implementation, monitoring, and evaluation of child-focused programs and interventions before, during, and after emergencies.

๐Ÿค The activity emphasized the importance of strong coordination among local government offices, schools, barangays, and other stakeholders to ensure that the needs and rights of children are effectively addressed.

As the workshop concludes, Mayor Rey Bragais of LGU Tabaco City reaffirmed the importance of sustaining the commitment and collective efforts of the local government and its partners in advancing child protection and child-friendly governance.
