๐๐‘๐„๐’๐’ ๐‘๐„๐‹๐„๐€๐’๐„ | Over 9K Bicolano farmers claim land, freedom from P418M debt

Almost 10,000 farmers in the Bicol region are stepping into a new era of genuine land ownership and freedom from decades of financial burden.

The Department of Agrarian Reform (DAR) will distribute 11,247 land titles and Certificates of Condonation with Release of Mortgage (CoCRoMs), wiping out Php 418,204,839.93 in unpaid agricultural debts, at Ibalong Centrum for Recreation (ICR), Legazpi City, Albay, on June 30, 2026.

This is in fulfilment of DARโ€™s mandate under the New Agrarian Emancipation Act (NAEA), allowing farmers to fully own their lands without the heavy weight of unpaid amortizations.

The massive distribution covers 15,533.92 hectares of agricultural land, empowering 9,920 agrarian reform beneficiaries across all seven DAR Bicol provincial offices.

Meanwhile, the DAR is also turning over three farm-to-market roads in the municipalities of Polangui, Libon, and Oas, directly benefiting a total of 1,243 ARBs and serving an estimated population of over 11,000 individuals.

Additionally, 51 agrarian reform beneficiary organizations (ARBOs) will receive farm implements and farm machinery and equipment under the Climate Resilient Farm Productivity Support Project (CRFPSP).

This comprehensive initiative reflects DARโ€™s unwavering effort to promote agrarian reform and sustainable rural development, in accordance with the administrationโ€™s efforts to uplift and support Filipino farmers.

LEGAZPI CITY, Albay โ€“ After receiving their Certificates of Land Ownership Award (CLOAs) last March from the Department of Agrarian Reform (DAR) Albay, four former rebelsโ€”now referred to as โ€œFriends Rescuedโ€ (FRs)โ€”were officially installed as agrarian reform beneficiaries (ARBs) in Legazpi City.

The ceremonial installation, held on May 6, 2026, was witnessed by Assistant Secretary for Special Concerns Rodolfo D. Castil Jr., who shared an inspiring message with the ARBs and delivered a message on behalf of DAR Secretary Conrado M. Estrella III.

(โ€œWhat our Secretary asks of the beneficiaries is that you make the land granted to you productive for your own welfare and for your children and grandchildren.โ€)

โ€œPinapaalala ko sa inyo na ang DAR ay laging naririyan,โ€ he added. (โ€œI remind you that DAR is always there.โ€)

DAR Bicol Regional Director Rodrigo O. Realubit, CESO VI, echoed the Secretaryโ€™s sentiments and emphasized that the Departmentโ€™s mission extends far beyond land distribution.

โ€œPadagos po kaming matabang. Bako lang mapundo an samong trabaho sa pagtao kan daga, kundi matawan pa kamo nin asistensya para su mga daga maging produktibo para su poturo kan saindong pamilya, igwang aasahan,โ€ Realubit said. (โ€œWe will continue to help. Our job does not end with giving the land; we will also provide assistance so the land becomes productive, ensuring your family has a future to look forward to.โ€)

OIC-Municipal Agrarian Reform Program Officer Fatima C. Pamplona of the DAR Municipal Office in Legazpi stated that the ARBs were awarded agricultural lands totaling 2.48 hectares. The lands are located in Barangay Imalnod, Legazpi City, where the installation took place.

These landholdings were awarded through Executive Order No. 103 (1986), or the National Reconciliation and Development Program (NRDP).

During the ceremony, one FR shared a testimony expressing gratitude for the governmentโ€™s efforts and reaffirming their commitment to reintegrating into the community and supporting the government.

The ceremonial installation was also attended by DAR-SCO staff, DAR Albay officials and personnel headed by OIC-PARPO II Augusto SA. Medina Jr., PARCCOM, PNP officials, and barangay officials of Imalnod.

In another pulong-pulong, agrarian reform beneficiaries (ARBs) from Buenavista, Cagbacong, and San Francisco in Legazpi City gathered through the initiative of the Department of Agrarian Reform Municipal Office (DARMO) of Legazpi/Daraga on April 24, 2026.

The forum focused on the subdivision surveys of landholdings under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, wherein a total of 105.7432 hectares of agricultural land, covered by 12 Collective Certificates of Land Ownership Award (CCLOAs), will be subdivided among 56 beneficiaries who will receive individual land titles (e-titles) upon completion of the parcelization process.

OIC-Municipal Agrarian Reform Program Officer (MARPO) Fatima C. Pamplona led the activity, underscoring the importance of bringing information and services directly to the community.

Parcelization Component Coordinator Engr. Noli O. Olitin was also present and discussed important details related to the SPLIT Project. He emphasized the need to coordinate the conduct of subdivision surveys, particularly in obtaining consent from the involved ARBs and concerned parties.

Attendees also included PARCCOM Chairperson Leonito M. Gaveria, who discussed the committeeโ€™s role in agrarian reform activities in the province, along with the Punong Barangay of Cagbacong and San Francisco, Hon. Gladwyn Candia and Hon. Ronaldo P. Aringo, and Barangay Agrarian Reform Council Chairpersons Lourdes A. Agripa and Rolando Ajero, who likewise extended their support and assistance.

During the activity, Engr. Jonel Alcantara and Engr. Eliza Mae Oraa of RC Tollo Surveying Servicesโ€”the surveyor contracted by DARโ€”requested the cooperation of ARBs for the subdivision surveys scheduled to commence on April 28 until the first week of May.

The pulong-pulong was successfully facilitated by the DARMO Legazpi/Daraga team: OIC-MARPO Pamplona, Agrarian Reform Program Technologists Jan Camille Reyes and Danica Andes, and Technical Support Staff for the SPLIT Project, Hazelle Honey Rejuso.

DARAGA, Albay โ€“ To strengthen and expand cooperative membership, the Department of Agrarian Reform (DAR) Albay, through its Program Beneficiaries Development Division (PBDD), conducted a membership education session on March 25, 2026, in Barangay Anislag, Daraga.

The activity centered on new and prospective members of the Sa Agrarian Reform Iriba Gabos sa Kauswagan Daraga ARC Multi-purpose Cooperative (SARIGAN MPC), specifically Agrarian Reform Beneficiaries (ARBs) from various barangays in Daraga.

Agricultural Technologist Jean B. Valenzuela of the Municipal Agricultural Services Office presented the ongoing agricultural programs of the local government, emphasizing that membership in SARIGAN MPC is voluntary and could provide access to these initiatives.

Meanwhile, Agrarian Reform Program Officer (ARPO) I Ronald O. Onguda discussed the three key components of the Comprehensive Agrarian Reform Program (CARP), namely Land Tenure Improvement (LTI), Agrarian Justice Delivery (AJD), and Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP), as well as the Support to Parcelization of Lands for Individual Titling (SPLIT) Project. He also encouraged ARBs to join SARIGAN MPC to fully benefit from DAR's support services under ARBDSP.

In addition, Technical Support Staff (TSS) Aljon Caro of the DAR Municipal Office - Daraga conducted validation of ARBs holding Collective Certificates of Land Ownership Award (CLOAs) as part of the parcelization process under the SPLIT Project.

The session served as an orientation for interested ARBs ahead of the required Pre-Registration Seminar (PRS) to be conducted by the Cooperative Development Authority (CDA) prior to their formal membership in SARIGAN MPC.

The initiative forms part of the Social Infrastructure Building (SIB) component under ARBDSP.
