Coastal communities are exposed to hazards such as coastal erosion, storm surge, coastal flooding, and tsunamis, which could affect shorelines, residential areas, infrastructure, and coastal resources. Hence, the Mines and Geosciences Bureau 5 (MGB-V) launched its Coastal Vulnerability Assessment in 2020.

The assessment combined field observations, ArcGIS-based spatial analysis, multi-temporal shoreline analysis, beach profiling, and community accounts. Beach profiling was conducted using the Emery Method, while the Coastal Vulnerability Index (CVI) and Analytical Hierarchy Process (AHP) were used to evaluate the physical parameters influencing coastal vulnerability.

Just recently, the MGB-V concluded its Coastal Vulnerability Assessment and Mapping Program in Barangays Taba-Taba and Mangcamagong, Basud, Camarines Norte, and in the coastal barangays of Sta. Elena last August 2026. The activity supports the Bureauโ€™s continuing coastal geohazard assessment initiatives aimed at generating scientific information for disaster risk reduction, land-use planning, and sustainable coastal management.

Results indicate that both the concerned barangays exhibit varying levels of physical vulnerability to coastal erosion, storm surge, and coastal flooding. The findings also show that vulnerability to erosion is influenced by the combined effects of natural coastal characteristics and human interventions, including shoreline development and coastal protection structures.

The results provide a scientific basis for strengthening coastal management and disaster preparedness in Basud and Sta. Elena. Recommended measures include the protection and rehabilitation of mangrove areas, proper planning and maintenance of coastal defense structures, regulation of activities that disturb beach sediments, establishment of suitable coastal setbacks, and enhancement of community preparedness and evacuation planning.

The Mines and Geosciences Bureau Regional Office No. V (MGB RO-V) conducted mineral exploration in the municipalities of Aroroy and Baleno, Masbate Province from May to August 2026. The activity supports the Bureauโ€™s continuing efforts to evaluate areas with good mineral prospectivity.

It involves geological, geophysical, geochemical, and environmental investigations to gather reliable technical data for mineral-resource assessment and management. The information gathered may also support land-use planning, environmental management, and informed decision-making by government agencies, local government units, and other stakeholders.

A major component of the activity was the Electrical Resistivity Tomography (ERT) survey, a non-invasive geophysical method used to characterize subsurface conditions and identify possible altered, fractured, or anomaly zones. This was complemented by geochemical surveys that analyze soil, rock, and other appropriate samples to detect concentrations of elements that could lead to potential exploration targets.

MGB RO-V also conducted community interviews and environmental baseline assessments, including water-quality sampling, to document existing environmental conditions, land uses, local observations, and community concerns. These activities establish important baseline information that can be used for future monitoring and help ensure that community and environmental considerations are incorporated into mineral-resource planning.

Through the integration of geophysical, geochemical, environmental, and community-based studies, these activities provides a scientifically grounded and responsible approach to mineral-resource assessment. The activities strengthen the technical basis for future exploration and management decisions while promoting environmental stewardship, stakeholder participation, and the sustainable development of mineral resources in Aroroy and Baleno, Masbate.

The Province of Camarines Norte marked a historic milestone with the successful celebration of its first-ever Small-Scale Minersโ€™ Day on June 1, 2026, at the Peopleโ€™s Freedom Park, Provincial Capitol Grounds, Daet, Camarines Norte.

The activity highlighted the Provincial Governmentโ€™s recognition and continuing support for the small-scale mining sector and the individuals and communities whose livelihoods depend on responsible mineral resource development.

Among the honored guests was Engr. Guillermo A. Molina Jr. IV, Regional Director of the Mines and Geosciences Bureau Regional Office No. V, who delivered an inspirational message to the mining community. In his remarks, Director Molina encouraged small-scale miners to continue pursuing legalization, formalization, and responsible mining practices in accordance with existing mining and environmental laws, rules, and regulations.

He also expressed appreciation for the significant progress achieved by the small-scale mining sector in Camarines Norteโ€”from the challenges faced during previous enforcement actions and calls for regulatory compliance, to the present recognition of miners, small-scale mining associations, Minahang Bayan petitioners, and Small-Scale Mining Contract applicants.

The celebration served as a testament to the continuing partnership among the Provincial Government of Camarines Norte, MGB Regional Office No. V, concerned agencies, local government units, and mining stakeholders in advancing a more organized, responsible, and sustainable small-scale mining industry in the province.

The activity was participated in by various national government agencies, local government partners, private companies, and stakeholders, including DENR RO-V, EMB RO-V, Philippine Coast Guard, Philippine National Policeโ€“Maritime Group, DENR PENRO Albay, Barangay Local Government Unit of Lamba, Ibalong Resources and Development Corporation (IRDC), and UBS Marketing Corporation.

The clean-up proper started at around 7:00 a.m., with approximately one hundred ten (110) participants divided into four groups and assigned to four designated stations along the coastal area of Barangay Lamba.

Through the collective effort of the participants, the activity generated approximately forty-six (46) sacks of coastal waste, with an estimated total weight of one hundred thirty-six (136) kilograms. The collected waste materials, consisting of assorted biodegradable and residual wastes, were properly turned over to Barangay Lamba for appropriate handling and disposal. More than a clean-up activity, the initiative served as a reminder of the shared responsibility to care for our coastal communities and natural environment. Through the support and cooperation of government agencies, partner organizations, private companies, and the local community, MGB RO-V continues to strengthen its commitment to environmental protection and sustainable resource management.
